A battle was fought yesterday afternoon at
Rich Mountain. two miles' east of this place,
where the enemy, numbering about 2000, under
command of Col. Pegram, were strongly en
trenched. About three o'clock in the morning
Gen. Rosencrautz, with a portion of the eighth,
tenth and thirteenth Indiana, and nineteenth
Ohio regiments; left this place, and after a very
difficult march of seven or eight miles, cutting
a road through the woods, succeeded in sur
rounding the enemy about three o'clock in the
afternoon.
/desperate fight immediately ensued, lasting
about an hour and a half, resulting in the loss
of sixty of the enemy killed, and a number
wounded and taken prisoners. Some of the
latter are officers. They retreated precipitately,
leaving behind six 'cannon, a large number of
horses and wagons, camp equipage, &c. Loss
on out side about twenty killed and forty
wounded. Among the latter was Capt. Chris.
Miller, of the Tenth Indiana regiment.

A gentleman from Hannibal last night says
that La, Smith's command at Monroe were re
inforced bylthree hundred mounted men from
Illinois yesterday, when the rebels were at
tacked-mad-dispersed.- cum. limits was forced
to abandon his post and take to the wood. A
number of rebels were captured. Capt. McAl
lister, reported killed, was only severely wound
ed, and will probably recover. The Hannibal
home guards arrived home safely Wit night.
COL. SIEGEL'S LATE BATTLE
Wasaniarow, July 12
The following is the account of the recent
battle of Col. Siegel and Gov. Jackson, received
by the Government here:
"Sr. Louis, July 11.—A Lieutenant from Col.
Siegel has come in from Jasper county, Missouri,
with news of an engagement near Carthage,
between Col. Siegel and Gov. Jackson. We
lost eight killed and forty-five wounded. We
repulsed the enemy, four or five thousand strong,
silenced their artillery, took eighty horses, and
killed and wounded a large number. Our two
batteries did most of the fighting, and lost six
horses. Generale Lyon and Sturgis are not
more than four days distant."
LATE AND INTERESTING FROM CAIRO
AND MEMPHIS.
CAIRO, hr.., July 12.
A gentleman from Memphis reports that a
rebel regiment left there yesterday for Missouri.
He also reports that two thousand rebels are at
Point Pleasant, Missouri, making preparations
to attack Bird's Point.
Geo. Pillow has been superseded by Colonel
Adkins, at Memphis. All is quiet there.
DISCHARGE OF PRISONFRS.

Seventy-one members of Col. Blinker's regi
ment (the Eighth New York,) who have been
under arrest for insubordination arising out of
dissatisfaction with the arms furnished them,
have signed a paper binding themselves to use
whatever arm the government designates, and
were discharged from jail to-day.

the "five hundred thousand volunteer bill,"
directing the acceptance of all artillery, infan
try and cavalry regiments which have offered

revived the defunct Crittenden Compromise,
and has proposed it in the Senate in a new shape.

the Land Office, and forty in the Census Bureau,
have been discharged because the business of

The Freeborn gun-boat, Lt. Lowry command
ing, arrived up from Again Creek at half•past
six A. M. to-day. She has been cruising for
several nights up and down between that point
and Mouth river, preventing communication
between lower Maryland and 'Virginia. The
service is active, arduous and dangerous. On
Sunday dt noon the Freeborn was at Aquia.
Creek with the Resolute, Pawnee and Pocahontas,
and two large oil casks were discovered float
ing down towards the fleet with the ebb tide.
When within a quarter of a mile a small boat
was sent from the Pawnee to reconnoitre them.
The Resolute, which supported the small
boat, discovered they were infernal machines.
One struck the rudder of the Resolute d be
came detached from its buoy and sunk ; the
other careened over and the fuse was put out
by dipping in the water. The latter vas hauled
on board the Pawnee. It had a cylinder made
of boiler iron, five feet long, and eighteen
inches in diameter, filled with all sorts of de
structive elements, designed to blow the Po
tomac squadron to atoms.
The machine weighed ..about 400 pounds—
connecting the cylinder with the cask or buoy,
which was full of boil of slow match, was India
rubber coated fuse. The machine looks devil
ish. The Freeborn brought it up to . the,Navy
Yord, where it attracts great attention. Thou
sands visited it. .
ST. Loris, July 12
The Jas. Guy went to Port Tobacco yesterday
at 4i. P. M., after Taliaferni, late clerk in the
Army Department, a Virginian and son-in-law
of the late Senator Mason of that State. He
went thither by land yesterday, and Captain.
Dorling, of the Capitol police, discovering the
fact. charged him with being a spy of Jeff Davis,
and obtained the Jas. Guy and went in pursuit.
The Guy arrived at Port Tobacco last. night,
and found Taliaferro,who was arrested,taken on
board and brought here a prisoner, arriving at
the navy yard at half past four to-day. A large
bundle of totters, addressed to prominent oiti
zens in the South, were found on him : also
plans of the locations of our camps in and
around Washington.

SWATH. —Mr. Foor, of Vermont, presented
what purported to the credentials from the
Governor of Kansas of Frederick P. Stanton, as
Senator in place of Mr. Lane.
Mr. Lens, of Farris, said this looked like an
attempt to bury a man before he was dead. He
had been employed in raising a brigade in Kan
sas, and when full, if the brigade desired it, he
would take charge of it, and then would sur
render his certificate, not to a Government ac
tuated by hostile feelings, but to the people of
Kansas. He wanted the people of K SEIR to
select a successor, and when that is done there
will be .a man on the 'Senate floor true to the
'Union and the cause of human freedom.
The papers were referred to the Judiciary
Committee.
Mr. Baommio, (M.) offered a resolution that
the Secretary of the Treasury pay to the legal
representatives of Stephen A. Douglas the
amount of salary due at the time of his death.
House bill, relating to the further collection
of imports (the force bill) was taken up and
passed—yeas 36, nays 6.
Messrs. Breckinridge, Bright, Johnson,(llo.,)
Kennedy, Polk and Powell voting in the nega
tive.
On motion of Mr. Nzraces, the bill for the
better organization of the military establish
ment was taken up. An amendment passed
providing for the Superintendent of the Miff
tary Academy to be selected from the army,
the engineer, topographical or ordnance corps.
An amendment was offered increasing army ra
tibia, providing twenty-two ounces cf bread or
flour instead of eighteen, one pound bard bread,
fresh beef instead of salt, when required, beans
and rice, potatoes, when practicable, three times
a week, when not practicable other food equiv
alent in value. Without voting on the bill,
the Senate adjourned.
Hossz.—On motion of Mr. OLIN (N. Y.)
resolution was adopted requesting the Attorney
General to lay before the Howe a copy of his
opinion in reference to the President's message
to the special session. The resolution was
