McQuillan, of Charleston, South Carolina, it is reported to the proper authorities, has been in New York making arrangements for sending both men and military equipments to the South. He has been also to, or was about to depart for, Europe, as agent for warlike sup plies in the employment of the Confederate States. This morning he called at the State Department, with the passport of a British Consul, to obtain thereto the signature of the Secretary, in accordance with the war re gulation of the department. He was requested to make affidavit of his loyalty to the Govern ment and the lawfulness of his errand, which he did, and was told to call again at 2 o'clock, when, on making his appearance, he was ar rested, at the instance of the Secretary of State, by Captain Starr and two orderlies, who in the meantime had been sent for, and were present for that purpose. He is in prison, awaiting further orders of the Government. Already practical measures of legislation are being prepared. Senator Wilson, it is under derstood, has been in consultation with Con gressmen as well as high officers of the govern ment, and at an early day of the extra session of Congress will, as chairman of the committee on military affairs, introduce a series of bills proposing, first, to legalize the Executive action conoerning the present defensive or warlike preparations ; secondly, giving the sanction of law to the plan already announced for the per manent increase of the army ; thirdly, retiring infirm and disabled army officers; fourthly, to orgardse from the militia a hundred regiments as a National Guard, to be all clothed and armed alike ; fifth, to increase the .number of cadets to the extent of sixty-eight, or to the number of Senators, and authorizing the Presi dent to fill vacancies caused by resignations or otherwise, in that instruction. Besides, it is designed to recommend an appropriation of two hundred millions of dollars to carry the defensive measures into effect. The above are substantially the objects contemplated. Owing to the expeditious calling of so many troops into the field the Quarter Master's depart ment has not been able to furnish uniforms so as to immediately meet the demands. Mea sures, have been taken, however, for adequate supplies at the earliest practical period. Some of the members of the New York twelfth regiment of militia unite in a request that it be stated that there is no adequate grounds for the report that their commander, Col. Butterfield, treats them otherwise than with kindness and a due regard to their com fort and interests. Gen. Fremont probably arrived here to-night, as such was his intention. The Adams Express Company were notified by the War Department late in May that it was intended to stop letter communication with seceded States. Orders were immediately given at all their offices to cease receiving letters. It was soon apparent that the only result of this movement was to start up numerous letter ex presses of a character not easily reached by the authorities, and it was considered preferable to permit private and business letters to be for 'warded through a responsible channel which could be supervised by the Government. The object of Capt. Ward in throwing up breast-works at Matthias' Point was, that his boat's crews might be able to hold the place, with the aid of a small howitzer, covered by the thirty-two pound guns of the Freeborn, until his force should be reinforced by the New York Seventy-first Regiment, which he had sent for to come to his support. It was thought the regiment once there, could fortify them selves and hold the place against a force short of vastly superior numbers. The , steamer Mount Vernon, Capt. Woods, left the navy yard this evening for Fortress Monroe with dispatches from Navy Department to Gen. Butler. She took a small force of ma rines and a detachment of company H, New York 71st, to relieve their comrades who went down there about ten days ago in the Anacosta tender as a guard to the troops at the Rip Rape. The fifth Maine regiment arrived to-night. The Pawnee, however, arrived at the navy yard with Ward's corpse before the dispatch reached the 71st. RICH PRIZES FOR PRIVATEERS correspondence appears in this morning's paper between Gen. Buckner and the Quarter master of the State Guards, being an, attempt .o prove that Collector Colton and 31 T. Wel ler, the special agent of the Government here, had refused to allow supplies to the troops at Columbus to pass by river or railroad. Six hundred stand of arms and the necessary cartridges arrived here yesterday, and it is ru mored that they are intended for the Union men in East Tennessee. The Journal authoritatively denies that Cole nel Rousseau is recruiting troops for the gov ernment. The Nashville correspondent of the Memphis Appeal, dated the 27th, says that the Legislature is endeavoring to conciliate. East Tennessee, whose Commissioners, are at Nash villa, proposing to the Legislature a peacea ble secession from the rest of the State. Their memorial will be presented on Wednesday.-- Harmony prevails at present, but a storm is ex pected ueiore the end of the session. A special despatch to the New Orleans. Delta from Mississippi City, on the 25th, says that a steamer anchored oil' the Point had captured five schooners with which she sailed eastward. The blockade at this point, the same paper states, has been permanently instituted, and that the Mobile mail boats have been-discon tinued. The same paper states that the India, China and English merchantmen will be rich prizes for the privateers. The Picayune, of the 25th, says that a U. S. sloop-of-war with eight guns is anchored at Atchafalaya bay, thus intercepting communica tion via Berwick bay with Texas. FROM ALEXANDRIA MISSING OFFICERS RETURNED. Information received here from the Zouave camp, this morning, states that Lieut. llowison and the Zouave Captain, whose protracted ab sence last night gave rise to fears of their safe ty, had returned uninjured. Lieut. Sweet's cavalry company returned at midnight, with . - out meeting with the secession cavalry. Pri vate Murphy is still missing. The afti3.ir. at Cloud's Mills seems to - have been only another attempt of tue enemy to harries our pickets, who are at present the only victims of the warfare, and to notify us of their presence. They made only two captures, nei ther of whom was prepared for resistance. They were pounced upon by about fifteen rebel 'cav alry from a side road. Murphy was, for the moment, off his horse. The other, a Zouave, was engaged in picking cherries, and without his arms. AnOther portion of the rebel cavalry, about forty strong, drove in the pickets to within a mile of Cloud's Mills and then retired, without succeeding in making any further captures. Lieut. liowison and Captain Pedlar, of the Zouaves, company K, Id not fall in with the enemy, as their temporary absence gave cause to apprehend. The compliment paid to the Pennsylvania troops by the Inspector General .yesterday, was to the fourth regiment, Col. Hartranft, and not to the fifth regiment, as stated in yesterday's dispatch. NEW JERSEY VOLUNTEERS ON THEIR. WAY TO WASHINGTON. The First Regiment of the three years New Jersey volunteers left here this morning for Washington, having twenty-one cars, with lo comotives, at half past eight o'clock. The Second and Third Regiments left this afternoon by way of the Camden and Amboy railroad. The tents and other camp equippage, which Quartermaster General Feline has, under the direction of Gov. Ogden, and at the request of the War Department, supplied them, went with each regiment. The horses belonging to the offices will follow immediately. Each man is provided with three days' cooked provisions, and five days provi sions in bulk also go with the troops, to pre vent the usual complaint of want of rations upon their arrival at Washington. They are supplied with eighty thousand rounds of car tridges for the brigade—twenty-seven rounds having been delivered to each man. Skirmish. near Cumberland. SEVENTEEN REBELS KILLED Corporal Hayes and twelve men belonging to. Col. Wallace's regiment of Zouaves, while scout ing on Patterson Creek, twelve miles southeast of Cumberland, on Tuesday night, encountered a party of rebels, numbering about forty. A sharp engagement ensued. Seventeen of the enemy .are reported killed, and a number wounded. One of Hayes's party was killed, and bhnself badly wounded. They captured a number of horses. The rebel force at Buchanan is reported to have been increased to 4,000. SPANISH INVASION OF HAYTI Bosrow, June 28.
