WEuLING, VA., June 6.
There are now some six thousand Fedefal
troops concentrated at Grafion (the Junction of
the Baltimore and Ohio and the North Western,
Ihrgiala Railroads) and at Phiiippi, twenty
- miles distant. More are constantly crossing the
river from Ohio, at Bellair and Parkereburg,
for the seat of wir.
Culoiel Kelley has been brought from Phil
ippi, where he was wounded, to Grafton. His
wound is not considered morral, but it is very
severe and dangerous. He was shot in the
tight breast belui the collar bone.
The Inteiligencer of to. day 'publishes a list of
the papers captured by the Federal troops in
the rout of the rebel . camp atPhitippi. Among
them is one from Governor Ler.cher, giving in
structions for the burnish' , of the.bridges on
the. Bsltimore and Ohio Railroad.
The leading- bridge burners have all been
arrested.
It is surmised that the Federal troops in
Western Virginia will be moved slowly on to
Zerper's Ferry

'Grafton to the Gazette, Says that the'Union flag
is waving along the whole route between that
'place and Wheeling. The Ohio troops are
guarding the• road.
. Major Loring, of Wheeling, has been brought
to. Grafton, having - been arrested on the charge
'of, treason. A large number of Seceisdonists
have been arrested, but released on taking the
;oath of allegiance. They all say that they ea
pected,a war of devastation, and were deceil
:ed by their leaders. The. beet feeling is , pre
ladling between the troops and the Virginians.
- Volunteers are being raised for the GOvern-
Mont atlilutidsburg and throughout the west
ern section of the State. Several companies
went down to Wheeling last evening for drill.
Col:Kelly is much better but not out of
danger. He has been brought to Grafton
frank Phillippi.
There are twenty companies of infaatry and
sliversl of artillery stationed at Philippi as a
garrison. A wonderful change his taken
place, and the Union feeling predominates.
There are nearly 7000 troops at Grafton and
Plidllippi; named' the Sixth and Ninth Indiana

Capt. Ball, of the Virginia Cavalry Company
captured on the occupation of Alexandria by
the Federal forces, has received permit to go
beyond the lines in order to bring his family to
Washington. It is thought that his account
of the good treatment he received while a priso
ner, will have an infirtenee on the rebels in his
neighborhood. The oath administered to him
was not merely that of a parole, but one of alle
giance to the Federal Government, both of
whicn were also administered to all his men in
Washington this morning.
" An attack by the rebels, appreheruled
last night in some quarter, and the necereary
precautions were taken, but the town, remained
quiet.
The northeaster still continues and the at
mosphere is quite cool.
