Proposals for a Loan of $3 000 000
to the Commonwealth of Pennsyl

In pursuance of the first section of an Act of
the Generai Assembly, entitled an Act to
create a loan and provide for arming the State,"
apprOved May.lsth; A. D. 1861, and the sixth
section of the Act entitled " an Act to proVide
for. the payment of the members, officers and
contingent expenees,of the Extra SesSion of the
Togisl'ature," approved May 16th, A. D. 1861,
and by the authority, ; of the same,
NOTICE is hereby given that proposals will
be received at the office of the Secretary of the
Commonwealth, until three o'clock P. M. of.
Wednesday the fifth day of June'next, for the
, loaning to the Commonwealth the sum of.
THREE-MILLIONS OF DOLLARS, for the pur
poses set forth in the before named Acts . of As
sembly. The said loan to bear an interest of
six per cent. per annum, payable semi-aurival-.
ly in. Philadelphia, and the Tan to be redeem
able in ten years- from :date; and for. the pay.
went; of the interest and liquidation of the
, principal thereof a special tax of One-half mill'
'on the dollar has been directed to be levied on
all the property in the Commonwealth tax
able for State purposes. The certificates of
loan shall not be subject to, taxation for any
purpose whatever ; and all certificates of the
denomination of one hundred dollars or less
shall have coupons attached ; those of a larger
denomination, will be issued either as inicrip
tion or coupon bonds at the option of the bid
der.
The proposals must state explicitly the
amount proposed to be taken and the rate to be:
paid. The State reserves the right to accept,
the whole or any part of the amount offered to
be taken unless the proposer stipulates other
wise. No conditional proposals will be con
sidered.
Upon the acceptance of any proposal at leas
ten per cent of the amount must be paid down,
the balance, if preferred by the bidder, in thir
ty and sixty days, when certificates shall issue,
for the same, bearing interest from the time of
payment.
The proposals must be directed - under seal to
}the Secretary of the Commonwealth endbrsed
"Proposals for Loan."
The bids will be opened at S o'clock in the
afternoon of the day above named in the presence
of the Governor, State Treasurer and Auditor
General and such other persons as may see
groper to be present, when, after examination
of the same the Governor will award the loan
to the highest bidder or bidders.

The Governor of Pennsylvania has received
from the War Department, at Washington, the
following announcement, in reference to the
second requisition of militia made by the Gen
eral Government. - -
"Ten Regiments : are assigned to-Pennsylva
nia, making, in addition to the thirteen regi
mets of - three months already called for,
twenty-three regiments. It is important to
reduce rather than enlarge this number, and in
no event to exceed it.v
Pennsylvania has already furnished to the
United States service twenty-five regiments.—
Of this number at least ten regiments—the
amount of the second requisition—have signi
fied a willingness to change their term of ser
vice from three months to three years. No
more companies, therefore, from this Common
wealth can now be received for the United
States Government.

over your Road, of Troops and Munitions of

Aird---The State will not be responsible for
the coast of Transportation of any Troops or
Munitiond of War, unless your Company
tlaroughlts Agents, has been instructed to pass
them, or the officer in command produces au
thority, (a telegraphic dispatCh to be considered
authority) from the GOvernor, directing such
Transportation, or a Pass from the Governor b°
produced and handed over.
Be,cond.—That the, proper. Agents of your
Road be instructed to require the signatures of
the officer in command to a certificate, a copy
of which is annexed, copies of which will be
furnished you, certifying to sm ount of services
performed ; to which must be annexed the
order under which the 'troops moved, or an
order to your agents to furnish the transpor
tation. .
Third.---These certificates, and orders attach
ed, will be considered by the proper Auditing
Departments,_ when approved by the Governor,
as vouchers in the settlement of your accounts.

Fourth.—The acconit for the Transportation
of Troops must be produced and settled to and
include the last day of each month, or as early
in each succeeding month as possible.
Fifth.—This order takes effect on the first
day of June, one thousand eight hundred and
sixty-one.

The man was then placed in custody. Two
of the Zonaves also seized a rebel, with about
$250 on his person, together with pistols and
papers. He was deprived of these effects and
released on parole. Other seizures continue to
be made. •

A man who was seized three miles from the
city, with a secession flag,
..was made by his
captors, several Zouaves, to carry it on a pole
to the Marshall House where Ellsworth was
assassinated, and there trample upon it.
At noon to-day all was quiet in Alexandria
and its vicinity. Every hour increases the
strength of the-position-ot-the-Pederal-treepe :
Two Zonaves, who had been sentenced by a
court martial to be shot this morning—one for
attempting to shoot an officer, and the other for
insubordination—have been pardoned.
The rebels have destroyed the Orange Rail
road, and the Federal troops have destroyed
the Hampshire and Louden Railroad, so that
there can be no approach within twenty miles
of Alexandria by railroad.
The First Pennsylvania Regiment (Col. Pat
terson's) are within the entrenchments on Ar
lington Heights to-day.

The Seventh New York Regiment have got
several rebel prisoners in their camp, who are
to be turned over to the Government.
Two Lieutenants in the army, who had been
ordered on active ser-ice, sent in their resig
nation, on Saturday, to the War Department.
They were not accepted, but their names were
ignominiously stricken from the army list.
Several men have come into Alexandria who
have been drummed out of the Southern army
for refusing to obey orders. They are Eastern
men, who had been impressed into the rebel
service. They say there are over 20,000 men
within twenty-five miles of Alexandria.
Secretary Cameron has rented the house
corner of Fifteenth and I streets, and will
take possession of It, with his family, im
mediately.

in relation to the American war
WHEREAS, We are happily at peace with all
the Sovereign powers and States ; and where
as, hostilities have unhappily commenced
between the Government of the United
States and certain States styling them
selves the Confederate States of America ;
and whereas, we, being at peace with the Gov
ernment of the United States, hive declared
our royal determination to maintain a strict
and impartial neutrality between the said con
tending parties, we therefore have thought fit,
by and, with the advice our privy council,
to issue cur royal proclamation, and we
hereby warn all our loving subjects and
all persons 'whatever entitled to our protection,
that if any of them shall presume, in contempt
of this 'proclamation and of our high displea
sure, to do any acts in derogation of this duty
as subjects of a neutral sovereign, in said con
test, or in violation or contravention of the
law of nations, and more especially by enter
ing the - military service of either of the con:

This morning a capture was made four miles
beyond Alexadria, on the line of the rail road,
of a car loaded with provisions, and eighteen

THE HARPER'S FURY REBELS
The western trains are still detained by the
Harper's Ferry rebels. No coal trains are ar
riving here. Some of the officers of the trains
detained there have come down to the city.
