LEGISLATURE-MESSAGE OF GOV.
The Governor's Message to the Legislature
was sent in to-day. It briefly details the start
ling events which induced him to re-assembfe
the Legislature. He labored earnestly to in
dace the President to forego his purpose of .
passing troops through Maryland, but the re
ply was that the military was necessarily ren
dared unavoidable. He refused to Col. Butler
to give his consent to the landing of his troops
at Annapolis, and protested against his taking
poesilsionef the . Annapolis Railroad. Notwith
standing our most learned and intelligent citi
wens admit 'the right of the government to
transport its troops over the railroad, it Is evi
dent that a portion of the people of Maryland
are opposed to the exercise . of that tight. His
own convictions are opposed to the exercise of
that right, and that the only safety of Mary
land lies in preserving a neutral position be
tween our brethren of the North and South.—
Maryland has violated no right of either sec
tion, and we have done all that we can to ar
rest the Impending war. He had Impel that
Maryland might have acted as a mediator.
He cannot counsel Maryland 'to take sides
against the General Government, until it shall
commit outrages upon it which would justify
us in resisting its authority. Our geographical
position alone forces us to this. This has been
all the while the ground work of his policy.—
He is convinced that his policy has been main
tained by a large majority of the' people. He
apptale to the Legislature not to be swayed by
passion, but to act with prudence and Christian
like temper.

people of Maryland, stating that the Legisia

they believe the people desire h, they will give
them an opportunity of declaring for them
selves their future destiny.
The House has not acted on the, bet has
appointed a committee to report an act for the
call of a convention of the people, of which Mr.
Scott, of Baltimore, is chairman.

A government messenger who left Waihing
ton at one o'clock this morning, reports that
the track this side of Annopolis Junction was
torn up by the Secessionists yesterday, for a

Forts McHenry and Carroll were reinforced
last night, and the receiving ship Allegheny
has been towed out of the harbor and placed

It was announced yesterday morning that
the Baltimore and Ohio Railroad, through the
permission of lien. 800tt, would run a- train
of oars to Washington and back, for the con
veyance of the mails and for the socommoda
don of persona wishing to travel between the
two • cities. Accordingly a train wesgot in
readiness about noon at the Camden station;
and a large number of persons purthesed
tickets for Washington. They were meetly
those who had been turned back in the train
of Wednesday, and many having funnies in
Wishington were anxious to reach there to
look after their safety. There was also an its ,
manse amount of mail matter sent off from the
post office, including the'back malls of the sev
eral newspapers of the city. The train started
at a quarter to 1 o'clock yesterday afternoon,
under the ohargsrof Conductor Showman, tad
proceeded' on without Interruption to Jeasop'a.

point, and it was deemed beat not to-proceed
lest the train should be seized. The engine •
was reversed, and the train run back to this
