The Patriot and Union don't like the
nomination of CARL SuuRZ as minister
to Spain. It assumes the ground that no
one should be accredited as a minister to
any foreign country who did not under
stand the language of the country, To
this general principle we heartily sub
scribe ; but, the object of the Patriot in
instancing the particular appointment of
Mr. Swum is to insinuate that he is un
acquainted with the Spanish language,
and that his appointment is distasteful
and offensive to the Democracy, because
he is a German and was instrumental in
the last campaign, through his great en
ergy, thrilling eloquence, and convincing
reasoning in the cause of freedom, in
winning thousands of his adopted fellow
citizens to the Republican ranks. The
Patriot knows Mr. SHURZ to be a well
educated man, speaking and writing pro
bably every language spoken on the con
tinent of Europe. Either it does know
this, or is grossly ignorant of the man.
But this is not the point at which the
editor aims—it is to spit out a morsel of
its venom against the Germans generally,
because of their support of the cause of
freedom against slavery at the late elec
tion! Our German friends will know
bow to appreciate their impotent malice.

DISOItACE TO HIS COUNTRY..—It ap
that there is a man representing the
United States at Halifax, as a Consul, by
the name of Pillbury, from Maine, who
refused to raise the American flag at the
American Consulate, upon the day of the
recent inauguration of a President of the
United States—an omission which has
probably never before happened. The
stars and stripes did float, however, over
the consulate--placed there by especial
permission of the owner of the building,
and not by the orders of the United
States officer, who meanly takes pay for
services rendered, in an official station,
while virtually countenancing the doings
of the traitors who are endeavoring to
break down the government. The flag
was put up by Mr. Chase, a patriotic
American citizen residing at Halifax.
Me. Pillobury refused to .raise the na
tional flag, not only upon inauguration
day, but also upon the recent anniversary
of Washington's birthday. "Hustle him
out !"
EPPECTS OP SECESSION UPON BALTl-
MORZ.—Baltimore appears to suffer worse
than any other large city, from the distur
bance and derangement of business the se
cession movement has produced over the
country. The Association for the improve
ment of the condition of the poor in that
city, state officially, that one person in
every twenty-five of the population is in a
date of destitution ! This comprises only
those who have come within the scope of
the benevolent action of the Association,
and, of course, does not include the thou
sands that either receive assistance from
other sources, or resolutely keep their sad
condition from the knowledge of the com
munity.
PaOTEBTXNG.—Many of the newspa
pers in the Southern Confederacy are in
, slating that the permanent Constitution
be submitted to the people for adoption
amjaotion, as they may decide. They
deny the right of the conventions chosen
in the 'several States to net upon the ques
tion of secession, to decide upon the Con
stitution. "For a convention," says the
New Orleans Bulletin, "to attempt to
perform acts and exercise authority that
were never contemplated by the electors
iiihe time, would be neither more nor
liss than an unwarrantable assumption of
tirary power, foreign to the genius of
marinatitations and repugnant to the will
orthe people."
COLTACTION OP BEVENUE.—The Wash
ington correspondent of the New York
Tribune says Mr. Bates has given no
such opinion regarding the collection of
the revenue as is ascribed to him, and
for the simple reason that the question
has not been considered by the President
or referred. All these complicated mat
ters are adjourned until the departure of
of the Senate. '
Tn Vicksburg Whig says that the
clause in the permanent Constitution of
the, Confederate States prohibiting the
African slave traffic was adopted in the
Montgomery Congress by a vote of four
States to two. South Carolina and Fla
ridn.opposed the.restriction ; while Geor
gia; Alabama, Lonisana, and Missippi ad
waited it.
The Peace Policy.
The secession excitement, like 4.13 y oth
er nine days' wonder, has died down, and
our people are seeking some new excite
ment. The policy of the new Adminis
tration being fully understood us one of
"masterly inactivity," the favor and op
position to it have alike become silent.—
Even the storm of indignation at the
abandonment of Fort Sumter has subsided,
and we calmly await the evacuation. If
this policy is to preserve the Union and
restore fraternal feeling, surer and more
lasting than a more vigorous policy, and
at the same time the Government can be
kept from being ridiculous, we have not
the right to complain, but should cheer-
fully submit. Thanks to the well adjust
e3 system of our Government, carefully
preserving the sovereignty of the States,
we are progressing so welt in our anoma..
ous.condition that the Revenue laws are
the only thing likely to produce a jar,—
If they were repealed, it would make lit-
tle difference whether South Carolina was
without or within the Union, for in our
separate existences as States, we have so
great powers, and the General Govern
ment so few, that in the ordinary conduct
of affairs the prospect of civil war is very
remote. If the United States were a con
solidated Government, or a Government
with greater centralized power, the state
of things which we are now enduring
could not be tolerated a month. But un
der our system, these seven States declar
ing themselves out of the Union, and
practically making good their declaration,
by the unimpeded organization ^ of a
separate government, does not place
the slightest hindrance in the way of
Pennsylvania, but she administers her
laws, and her citizens buy and and sell, as .
in times of profound peace. Under any
other form of Government, we should be
involved in inextricable confusion. It
is this sovereignty of the States which
has in a great measure allowed the Con
federate States to go so far uneheeked.—
It is galling to true and patriotic Ameri
cans to see their Government plundered
and defied, and its flag trampled under
foot, but it has been allowed because the
Government is willing to suffer much be
fore making war upon a State, or to em
ploy, even in a mild degree, what Virgin
ia severely denounces as "coercion."—
Possibly the confounding of coercion and
enforcement of the laws has caused the
Government to neglect its legitimate du
ties, in some cases, and confess itself
powerless to put down rebellion, but where
we jealously withhold from our Presi
dents ample powers, we can not expect
such prompt and decisive action as in a
centralized Government like France or
Russia.
This temporizing policy should be
judged by its fruits. If it succeeds in
making the secession movement wear
itself out, and die from sheer exhaustion,
it will be a surer guarantee of security
hereafter than to march an army upon the
rebels, and force them into submission at
the point of the bayonet. If it has no
such effect but gives the new Southern
government time to strengthen itself, it of
course is a failure. The unwillingness of
any more States to join in the secession
movement, and the fear of the Louisiana
Convention to submit their new govern
ment to the ratification of the people, seem
to indicate that secession is on the wane,
and a healthier public sentiment is re
turning.
STRONG 1111,NDS IN WEAK BODIES.-
Why is it "no go" with some bright in
tellects? A strong mind in a weak body
is like a superior knife blade in a misera
ble handle. Its workmanship may ever
be so finished, its temper ever so true, its
edge ever so keen; but, for want of means
to wield it properly, it will not out to
much purpose. Ambitious youths, who
intend to carve out fame and fortune with
their sharp intellects, should think - of this
simile, and see to it that their bodies—the
handles whereby they are to manage that
wonderful weapon, the human mind—are
kept in sound-jointed, firmly rivited, per
fectly cleansed condition.
THE admirers of Humboldt will soon
have an opportunity bf acquiring mural,.
irs of that philosopher. Mr. Henry
Stephens, who purchased the Baron's li
brary, proposes selling it by auction; and,
as the library is of a miscellaneous char
acter, comprising rare, stately and -costly
folios and quartos, as well as unimportant
octavos, it will be within the means of the
majority of book collectors to purchase,
if so inclined, a memorial of the great
physicist's library.
MR. BLAIR, Postmaster-General, has
issued proposals for furnishing postage
stamps, of the general style and descrip
tion of those now in use, for a term of
six years from the first of July next.
