If it be now in order to offer an amendffient, I *Mild propose one. 'By the statement of the gentleman from the city of Philadelphia, it appears that :such a law as this is there needed. But with regard to my district, I may say that I know there is no necessity for it ; and if such a law should be enacted, it would, from the few , cases which would come under its proyisions, be, treated with contempt'; =di would ta:ther have no law on the statute li4;0. than one that should be trampled under foot., in order to avoid any difficulty in regard to the matter, so that the gentlemen from the city may secure an enact ment which ickleir constituents is necessary,' while other portions of the State where the law is needless, may be exec Ptedawonld move to amend by adding in the fourth line after the word "persons, ' the words, "ill the city of Philadelphia." Mr. TELLER. As some gentlemen seem in ereduloui with regard to the prevalence of the evils which this bill proposes to suppress. Resi dence, No. 853 North TENTH street. With regard to the remarks of my friend from Luzern, I am very , happy to find that his section of the country is not: fflicted with these practices, His objection restmon the grounds of a fear that by the passage of this bill it may go out that in this great Comnionwealth such practices exist to an enormous extent, while, as he says, in. regard to his own county,/ there is. no need for the enactment of such a law. The reply to that argument seems.to me to be very obvitam. Horsestealing does not, perhaps, pre vaillo any great extent iw the county which that gentleman represents ; but is. that any good"-reason against a general law of the State providing for the punishment of, gime who may engage in horae stealing ? Let me say that if we should succeed in driving these characters out 4ifPhiladelphia, you will see some of them about Lnzerne. Perhaps that is the reason which influences the gentleman. I shall oppose the amendment. I think we should make common cause in regard to this matter. The evil is one to which the whole State is liable ; and I hope the bill will pass in its present form. l'he amendment was not agreed to. Mr. GRAHAM moved to amend by striking out the words "nor less than fifteen days" and "nor less than ten dollars" in the 11th and 12th lines. • Not Agreed to. Ori the adoption of the first section, The yeas and nays were required by Mr. COL LINS and Mr. LELSENRING and were as fol low, viz 'Fem.—Messrs. The second and third sections were• read and agreed to. The 'mirth section was read. Mr. IVlLLltlifg. Ido not see any necessity for Ws section. It proposes to render the par -ties•vrhose fortunes have been told, competent witnesses. Ido not know any thing in the law as it stands to disqualify such persons from being Witnesses. I think the section entirely unnecessary, and being unnecessary it is impro per. I think it should be voted down unless some of the gentlemen who have charge of this 'can give good reasons for its retention. Mr. Al3l3OTr. For information, I would ask of the gentleman from Allegheny how it would ,be in the case of a victim or sufferer being the laintiff in a prosecution. Mr. Q . In a criminal prosecution, no arability would arise from that fact. Mr. .ABBOTT. I cannot see that this provi sion will do any harm, even if it should do no good. It cei-talnly would be wisest to leave the bill as it stands. The fourth section was agreed to r/be fifth section was read and agreed to. The sixth and last section was read. Mr. BOYER moved to amend by adding after the :word "another," in the eighth line the words "and to practice or cause to be practiced say spiritual rappinge." Agreed to. The title was read. Yr. AUSTIN, called attention to the fact that the atmosphere in the hall was exceedingly op pressive, and suggested the necessity of venti lation. The SPEAKER. The Chair will take tliis opportunity to state that he has exhausted his prerogatlit in endeavoring to have proper ven tilation of the hall at these evening sessions. One of two things is evidently the cause of the difficulty.;.either the .ventilating apparatus is 'not iu order, or the officers are neglectful of their duty. The Chair now submits the whole limiter to the House, and would • suggest that there be no more night sessions until proper arrangements be made with regard to ventila tion. Mr. ELLIOTT (having obtained leave to make a'statement) said : On behalf of the persons having charge of this hall, I would beg leave to state that, with such a number of persons as are often present in this hall at evening ses sions, the means afforded for ventilation are al together' inadequate. You may censure the persons who have the matter in charge as much as you please ; but it would be impossible for eny person successfully to ventilate this hall with the present means of ventilation ; it is ' radically impossible. Mr. AUSTIN. I would like to ask the gen tleman how he acquires his information. Mr. ELLIOTT. The fact is obvious to any one who will examine the subject, taking into consideration the known philosophical laws that apply to the case. The small ventilators around this hall are certainly insufficient to af- I ford proper ventilation, even if but one hund red persons be within the hall, much less if there be two hundred and fifty present: The amount of gas burning here is enough to con sume all the oxygen, without regard to that naturally consumed by respiration. Mr. AUSTIN. Are there not doors and win dows that might be opened ? , Mr. LIOTT. Yes, that might be done, but with some risk to the health of the occu pants. Mr. BLISS moved that the House adjourn The motion was not agreed to. GRATITLATION TO TEE STATE Or TENNESSEE. Hi BLAIR submitted the following, which was twice read and agreed to: Resolved, That we, the Representatives of the people of Pennsylvania, hail with pleasure the recent overwhelming triumph of the friends of the Constitution and laws in the State of Ten nessee, over the disurdoidsts and traitors who are now plotting to destroy this, the best gov ernment on earth, for the purpose of establish ing n slave despotism on its ruins. Mr. COLLINS moved that the House ad journ. On the motion, . The yeas and nays were required by Mr. SHEPPARD and Mr. ASHCOM, and were• as follows, viz: Mies—Messrs.
