of , Wahington county had forwarded toliim
bill which the 'thernlien) of - the linuhe 'from
thft county could not sustain ; he had prepared
this as a, substitute, and-did‘ not, know that • it
would meet the views of the Commissioners of
said county or the people,. or that he should
hithself sustain it, but he asked its reference to
the :proper Committee, and moved that it- be
tedin order, that he could send it to - his
constituents, , and thus have some expression
on: it. • •
itisan important measure to them,. and one
abOut which there is a difference of opmion-an
=honest difference. It seems necessary that
same Measure' be adopted by us to aid the Tres,
surer of the county to collect the large amount
of tax Outstanding for the years 1868 and 1869,
for ordinary purposes ; without any reference
-to the tax levied-to meet the interest on the
railroad bonds. I hope.the people themselves
will, at the coming Court in said county, take
swim action in reference to the compromise
heie referred to, and which the Commissioners
.have incorporated in the bill to which I re
feried.
If the decision referred to in the preamble .to
this Act is considered conclusive as to the lia
bility, of the county, then the people are deeply
interestedin an honorable and reasonable com
promise, and will, I presume, not object to
some legislation to carry out this object.

Mr. M'CLURE: A similar resolution has
been introduced in the House, the, purport of
which was to make the Speaker the Chairman
of ,'such a Connaittee - and to increase the
'number Of members' thereof to one hundred,
which motion was carried. If this resolution
is insisted upon, I think we should better 9-
point a Cainmittee of thirty-three on the part
'of the' 'Sdnate, or designate s one for the special
purpoie of infOrining Mr. Lincoln which is, the
proper Committee to receive him. It seems
me to be - a subject that onghtto be treated with
proper respect by the Legislature. We have al-.
ready' appointed a Committee, satisfactorily to

Mr. SMITH. The Senator from Franklin is
perhaps in error as to the purport of the reso
lution offered-in the• House. That resolution
read that 'the COmmittee be appointed for the
purpose of proceeding from this place to:Wash
ington; in company. with th President elect.
Such an idea does not enterinto this resolution,
.asj; provides for whathas not already beenpro
tided for in the 'resolution constituting the Coin
mittee,that is, that they shall make all necessary
