So the question was determined in the affirm
ative.
REASONS FOR VOTING
Mr. LEISENIIING, (when his name was
called.) lam opposed to the adoption of this
resolution, simply. because I think such a de
claration unwise and impolitic at this time.—
Under other circumstances I should vote for it
with great pleasure. I vote no.
The fifth resolution was read as follows
6 Resolved, That all plots, conspiracies and
warlike demonstrations against the United
States, in any section of the country, are trea
sonable in their character, and whatever power
of the government is necessary for their sup
pression, should be applied to that purpose
without hesitation or delay.
Mr. SMITH, (Berks,) moved to amend the
same, by inserting at the end _thereof, as fol
lows :
"And that all State enactments unfriendly
to the domestic institutions of any of the States
are unwise, impolitic, and should be promptly
removed from the statute books."
On the question,
Willthedleuse agree to the amendment?
The yeas and nays were required, by Mr.
SMITH (Berks) and Mr. RHOADS; and - wore as
follows, viz :

MLSONS FOR VOTMO
Mr. ABBOT (wlaeti his name was called.) I
consider this amendment entirely out of place.
It is, offered with the view of testing the sense
of this House with regard to the subject which
it invOlves ; there will be ample opportunity to
do so on a more proper occasion. Such amend
ments simply embarrass the resolutions in
their passage. , Our object is to pass them as
speedily as possible. The amendment is scarce
ly even germane to the resolution before us.
Therefore I wish it to be distinctly understood
that in voting against this amendment I do so
from a view of its impropriety at this time, and
not for the purpose of expressing any sentiment
with regard to the subject which it involves. I
vote no.
The question recurring,
"Will the House agree to the'fifth resolu
tion'?"
The yeas and nays were required by Mr.
KLINE and Mr. ACKER and were as follows,

Mr. DUFFIELD (when his name was called.)

that we offer. I therefore vote no.
The sixth resolution was read as follows :

hereby requested, to transmit a copy of these

Commonwealth, and like attested copies to the
Governors of the several States of this Union,
and also to our Senators and Representatives in
Congress, who are hereby requested to present
the same to the Senate and House of Represent

Mr. BUTLER,, (Carbon,) moved to amend the
same, by adding in the fourth line after the
word "States," the words, "and territories."

JOINT RESOLUTIONS relative to the mainte

'HEREAS, A Convention of Delegates now
assembled in the city of Charleston, in the
State of South Carolina, did on the twentieth
day of December, in the year of our Lord one
thousand eight hundred and sixty, adopt an
ordinance entitled "An Ordinance to dissolve

•
L And Whereas, It becomes the people of Penn
sylvania' through their Representatives in this
General Assembly, to make known what they
consider to be the objects sought, and the obliz
gations and duties imposed by the Constitution;
be it therefore
Resolved, by tie Senate and House of Representa
tives of the Commonwealth of Pennsylvania, in Qen
eral Assembly met, and it is hereby resolved:
lst: That the Constitution of the United
States of America was ordained and established,
as set forth in, its preamble, by the people of the
United States, in order to form a more perfect
union, establish justice, insure domestic tran
quility, provide for the common defence, pro
mote the general welfare, and secure the bless
ings of.llberty to themselves and their posterity,;
and if the people of any State in this Union
are not in the full enjoyment of all the benefits
intended to be secured to them by the said
Constitution ; if their rights under it are dis
regarded, their tranquility disturbed, their pros
perity retarded, or their liberties imperilled by
the people of any other State, full and adequate
'redress can and ought to be provided for such
grievances through the action of Congress and
other proper departments of the National Gov
ernment.
2nd.. Resolved, That the people of Pennsylva
nia entertain, and desire to cherish, the most
fraternal sentiments for their brethren of other
States, and are ready new, as they have ever
been, to co-operate in all measures needful for
their welfare, security and happiness under the
Constitution which makes us one people ; That
while they cannot surrender their love of lib
erty, inherited from the founders of their State,
sealed with the blood of the Revolution, and
witnessed in the history of their legislation,
they nevertheless maintain now, as they have
ever done, the constitutional rights of the peo
ple of the slave holding States to the uninter
rupted enjoyment of their own domestic insti
tutions.
3d. Rwolved,Thal that we adopt the senti
ment and language of President Andrew Jack
son, expressed in bis. message to Congress
on the sixteenth of January, one thousand
eight "hundred and thirty-three, that-the right
of the people of a single State to absolve them
selves at will, and without the consent of the
other States, from their most solemn obligations,
and hazard the liberties and happiness of the
'one composing this Union, cannot be ac
knowledged, and that such authority is utterly
repugnant both to the principles upon which the
general government is constituted and the ob
jects which it was expressly formed to attain.
4th. .Resolved, That the Constitution of the
United States of America, contains all the pow
ers necessary to the maintenance of its authori
ty, and it is the solemn and most imperative
duty of the governme.l to adopt and carry into
effect whatever measures may be necessary to
that end ; and the faith and the power of Penn
sylvania are hereby pledged to the support of
such measures, in any manner, and to any ex
tent that may be required of `her by the consti
tuted authorities of the United States.
6th. liaelved, That all plots, conspiracies and
warlike demonstrations against the United
States in any section of the country, are treason
able in their character, and whatever power of
the Government is necessary for their suppres

hesitation or delay.
6th. ,Resolved, That the Governor be, and he
is hereby requested, to transmit a copy of these
resolutions to the President of the United
States, properly attested under the great seal
of the Commonwealth, and like attested copies
to the Governors of the several States of this
Union, and also to our Senators and Represent
