resolution, simply. because I think such a de
claration unwise and impolitic at this time.—

warlike demonstrations against the United
States, in any section of the country, are trea
sonable in their character, and whatever power

consider this amendment entirely out of place.
It is, offered with the view of testing the sense
of this House with regard to the subject which
it invOlves ; there will be ample opportunity to
do so on a more proper occasion. Such amend
ments simply embarrass the resolutions in
their passage. , Our object is to pass them as
speedily as possible. The amendment is scarce
ly even germane to the resolution before us.
Therefore I wish it to be distinctly understood
that in voting against this amendment I do so
from a view of its impropriety at this time, and
not for the purpose of expressing any sentiment
with regard to the subject which it involves. I
vote no.

nia entertain, and desire to cherish, the most
fraternal sentiments for their brethren of other
States, and are ready new, as they have ever
been, to co-operate in all measures needful for
their welfare, security and happiness under the
Constitution which makes us one people ; That
while they cannot surrender their love of lib
erty, inherited from the founders of their State,
sealed with the blood of the Revolution, and
witnessed in the history of their legislation,
they nevertheless maintain now, as they have
ever done, the constitutional rights of the peo
ple of the slave holding States to the uninter
rupted enjoyment of their own domestic insti
tutions.
3d. Rwolved,Thal that we adopt the senti
ment and language of President Andrew Jack
son, expressed in bis. message to Congress
on the sixteenth of January, one thousand
eight "hundred and thirty-three, that-the right
of the people of a single State to absolve them
selves at will, and without the consent of the
other States, from their most solemn obligations,
and hazard the liberties and happiness of the
'one composing this Union, cannot be ac
knowledged, and that such authority is utterly
repugnant both to the principles upon which the
general government is constituted and the ob
jects which it was expressly formed to attain.
4th. .Resolved, That the Constitution of the
United States of America, contains all the pow
ers necessary to the maintenance of its authori
ty, and it is the solemn and most imperative
duty of the governme.l to adopt and carry into
effect whatever measures may be necessary to
that end ; and the faith and the power of Penn
sylvania are hereby pledged to the support of
such measures, in any manner, and to any ex
tent that may be required of `her by the consti
tuted authorities of the United States.
