In the course of an article on the present ses sion of Congress, the New York Tribune has the following: We trust there will be no further resistance to the utter Abolition of the Franking Privi lege. The Republicans might have done this at the last session; they are mainly responsible for its failure. It will—and ought to—damage 'them if they persist in having some men's let ters and printed matter transported by mail at other men's expense. We trust the last docu ment will be franked at this session. Let every one who uses the Hails pay for the service done him." And we trust that the franking privilege will not be abolished, and that the country piens throughout the land, will speak out against a measure which .will be more detrimental to the peal country newspapere e eSsan may be seen at first glance. The mere abolition of Inas frank ing privilege is not all that this boasted " re form" contemplates. it is to cut of all frerecx changes between newspapers, and to prohibit ,thi toed press from circulating free in the counties whire pub lished. .All this will amount to a discrimination against the local press, and have a tendency to create a monopoly of the city papers. The city papers have hundreds of exchanges which they would gladly have an excuse for cutting off from their list, but whose influence they fear if they do it without excuse. If taxed with postage, the desired reason is furnished and they immediately drop them. Then the post age being so managed that a city paper will reach all the rural districts as cheaply as; the local press, they have another point &tied.— These papers make a clear profit of from $500,- 000 to $lOO,OOO a year and what postage they pay for a few select exchanges would not be felt by them. The country mein could not afford to exchange with a large number and would thus be cut offjrom a great portion of their most interesting news, and from the cons tant communication with the country papers which they all need. The telegraph would carry to the city important items which trans pired within a few miles of any country paper and thus would anticipate many of the local items which are now conveyed from one to another by means of exchanges. Here would be another advantage, by making the country depend upon the city press for even local infor mation. All this, is, undoubtedly, seen by these city advocates of the "reform." Then the cry of having "some men's letters and printed matter carried at other men's ex pense," is mere talk, and has very little foun dation in fact. The franking privilege does not increase the expenses of the Post Office de • partnaent, to anything like the extent pretend ed. Does the Thbune believe that the railroad and steamboat monopolies which now control the great mail routes, would carry the mails a cent less, if the franking privilege were abolish ed? Would the transportation be any less be tween Washington and Phil .delphia, or over the Camden and Amboy to New York, or hoar New York to 'Chicago, or from New York to San Francisco or Great Salt Lake? Not a cent. The contracts ivould test the same as at pres ent. The abolition of franking would not cause the present amount of free matter to be sent and paid for. It would simply prevent the larger share from being sent •at all. A vast amount of useful information is now forwarded free (as well as much useless) to intelligent but poor and industrious working men of the North, by their representatives, which they would be deprived of in case franking was abol ished, for they would not feel able to pay for it. This is the only privilege in the whole government, where the North has an advantage over the South. It is the northern working men who read and not the southern. The South 'has her extra mail service paid for out of the Treasury, while the northern mechanic reads documents sent to him free of tax, which part ly balance that expense. The proposed "re form" Is a tax on intelligence and on the trans mission of it among the people. It is a "re form" peculiarly adapted to benefit rich papers and rich people, while it is an absolute injury and pivatiou to the men and papers in more moderate circumstances. "Tim Republicans are responsible." We trust they will take the rtsponsibility, awl th'.t every one who represents a constituency who read and where local pipers are established will vote against the contemplated "reform" as readily as they wend vote againat Vie re form- of the school system by abolishing free schools and Peoples' Colleges aided by the State. The goverdMent should tester rather than re strict intelligence, and this has been its policy. It now exempts from duty - certain philosophi cal and educational apparatus imported for the use of inoorpomted colleges, because it does not wish to tax education and intelligence where It is not absolutely necessary. We be lieve that, in every possible way, the saving to - the gtivernment,"by the abolition of - the frank ing privilege, would not exceed $lOO,OOO, while it would be an absolute detriment to the poor and intelligent which cannot be estimated in dollars and cents,- South Carolina Patriotism Illustra ted by History. We do not doubt this fact—the "Colonial Flag" was always popular in South Carolina, and during the A.mericati Revolution that State, with a Northern army to assist her, could not even preserve her capital from fall ing into the hands of the British. The inhabi tants of Charleston, as a body, preferred to re turn to their allegiance to the British. Crown, rather than to aidlGeneral Lincoln tolsave it. So general was the defection of the patriotic cause, and so many of the people of South Caro lina bowed their necks anew to "Colonial" vas salage, that Sir Henry Clinton considered his triumph complete, and communicited to the British MirCstry the intelligence that the whole State had yielded submiesidn to the royal army, and had become again a part of the British Empire.
