WHEREAS, In and by an act of the General
Assembly of this Commonwealth, passed the
second day of July; A. D. one thousand eight
hundred and thirty-nine, entitled "An Act re
lating to the electionS of this Commonwealth,"
it is made the duty of the Governor, on the re
ceipt of the returneof the election of the mem
bers of the House 'of Representatives of the
United States by the Secretary of the Common
wealth, to declare by Proclamation the names
of the persons so returnectas elected in the re
spective Districts.
AND Wnsneas, The returns of the General
Election, held on TuesdaY, the ninth day of
Obtober last, in and for the several Districts, for
members to serve in the House of Representa
tives of the Congress of the United States for
the term of two years from and after the fourth
day of March next, have been received in the 1
office of the Secretary of the. Commonwealth,
agreeably to the provisions of the above recited
act, whereby it appears that in the Second Dis
