ly. Certainly:the great majority of its meno
hers for sometime have been distinguished for
having the organ of mediocrity irexcessifelt;
largt?.' as phrenologists would say. T,he par ;
ty, besides, having control of that, difisinnuf
the national legislature, would seem to - have
looked upon their functions ati little Otheithan
to'register decrees which had - eminatecl from
the White House. If there was ever the Slight
est refractory disposition shown by them, the
ominous words " Black Republicans" would as
infallibly drive them back to thoi ranks as thlo
name of the lion-hearted Richard used,for ages
to hush Moslem babes, when they had becomi
too fractious to be otherwise put asleep.
One remarkable exception to this rule, how
-aver, occurs to our memory. The President
sent down a request, ala Hopokon, for some
additional regiments of troops to operate on thh
South-western,frontier. The measure was in a
fair way of poising - Until Seward defeated
it. This was brought,about, not .by opposing,
but by befriending the bill. :,The :New York
Senator announced that, after carefully inspect
ing the portents and omens; the fieldwas won;
and that these troops would :x yet the
bulwark of freedom; as others had rbeen em;
ployed to trample it downdn Kansas. - Enough l
The Senatorial statesmen foundlhey had made
a mistake ; and .that much.as.• they wished to
support the President, they .hated Mr. Seward
more. So the bill wa.s.defeated by a large ma
jority.
The circumstance affords a key to the policy
which appears to have prevailed is the Senate
for some timo:; and hassineeliescencled to the
ordinary level of _party, controversy. The
pole-star has not been adhesion:to fixed prieci
clples so much as opposition to Certain persons.
Repulsion, not attraction, has been the impel
ling force. Substitute.for the Senate the whole
country, and for Mr. Seward-Abtaham Lincoln,
and we again find the ,satnelelentent, at work.
Of course, those .who' put themselves under its
direction are responsible for the ‘consequences.
All the New England states, with New York,
Michigan, Wisconsin and Town, ere now repro
sented in the Senate by ;Republicans and Demo
crats. The_Pacifte states and-Indiana are rep
resented by. Democrats 0n1y....01 the whole
sixty-six'tnembers; thirty-six ttr:i 'administra
tion; Democrats; two ate Doughisites, and
twenty-seven are Republicans. Snch will IN,
