The House jointresolution granting thanks
to the officers and soldiers who have re-en
listed, was passed without amendment
Mr. Fessenden (Me.) reported, from the
Finance Committee, act No. 265, supplemen
tary to the act to provide ways and means
for the support of the Government., approved
March 3d, 1863.
Mr. Powell (Hy.) moved to strike out the
second section authorizing an additional issue
of eleven millions of the five-twenty bonds,
to persons who subscribed previous to Jan
uary 21st, 1864, inclusiie. Mr. Powell's
amendment was refected—yeas 11, nays 27.
Mr. Morgan introduced an additional section
in lieu of the second providing that the Sec
retary of the Treasury will issue bonds to the
amount of eleven millions of dollars and sell
them in open market at the highest rate, to
satisfy excess in a loan of Ave hundred mil
lions. Rejected.
Mr. Davis renewed the motion of Mr. Hen
dricks to strike out six and insert five; reject
ed, yeas 6, nays 31.
Mr. Anthony moved the amendment re
quiring the principal upon the bonds to be
paid in coin. Adopted'
Mr. Washburne offered a resolution that the
House insist on its disagteement to the Sen
ate's amendment and request of the Senate
another conference, and it is hereby declared
as the judgment of the House that in that ad
justment of the differences t there should be
an additional tax of not less than twenty nor
more than forty cents per gallon upon spirits
on hand or for sale. ,
On, motion of Mr. Howard,, a resolution
was adopted calling on - the Secretary of the
Treasury to furnish copies of reports of the
Union Pacific railroad company, or any other
mentioned in the twentieth section of Pacific
resolution, requesting the president to inform
the Senate if he has fixed the points of com
mencement of the Union Pacific railroad or
its branches at.the.eaatern terminus.
The Senate went into executive session and .
soon adjourned.
HOUSE OF REPRESENTX.rIVES.
Mr. Brandegee (Conn.)- offered a resolu
tion firing the 31st of May, the Senafe con
curring, for the adjournment of Congress.
The House resumed the consideration of the
bill to establish a bureau for freedmen's
affairs.
Before the passage of the freedman's bureau
bill, a message was received from the Senate
stating that the Committee of Conference on
the whisky bill, had been unable to agree.
Mr. Washburne (B.) without referring to
what occurred in the committee, was free
to state that he did not think the committee
would have any difficulty in coming to an
agreement on the subject. The gentleman
from _Pennsylvania, Mr. Dawson, was of the
opinion that in order to adjust the difference
betiveen the twe Houses, a tax of 20 cents
might be added on the stock of spirits on
hand. -This was the material point of the
ontroversy.

son, whci was on the committee, did not re
present the, majorityof the liouse.
Mr. Washburne replied that he believed
that Mr. Dawson voted with the gentleman
(Kr. Stevens) in the House against taxing the

General Bragg in Chief Command.

The Tribune's Washington correspondent
states that General Logan's cavalry ; from
Runtsville, Alabama, joined Gen. Sherman at
Selma.
Richmond papers state that Gen. Bragg has
been assigned to duty at Richmond, and, wi
der directions of JefE Davis, is charged with
the conduct of military operations in the ar
mies of the confederacy.
The Richmond Examiner says that now that
Sherman's force is dispersed or withdrawn,
there appears but little anxiety as to anything
Farragut ffiay accomplish with his fleet off
Mobile. He would rind it very difficult to
get his vessels through the shallow waters of
the passes and the fords. .
Theldobilb Register remarks "that Rene
wal's Hartford. and Monitors can have no place
an the picture, and we have not enough sea
for his smaller craft. He must come here then
with a large.army, and he must come to en
counter the - best Confederate troops behind
the best and strongest works that' have been
erected an'the South.

After the presentation of various reports
from the committees, the bill to provide pro
tection to overload emigration to the Pacific
was passed..
the committee of conference that the House
had decided against any tax on spirits on
hand, while the other insisted that the House
tad only decided against a tax of forty cents
per gallon, in order to test the sense of the
House.
Mr. Sherman, from the cornlytittee of confer
ence on the disagreeing votes of the two
houses on the revenue bill, presented a report
of the Senate committee, announcing:a disa
greement. On his motion the Senate insisted
on its amendments, and agreed to submit the
matter again to the House for final action.
Mr: Pendleton (0.) moved that the House
recede frorn its disagreement to the Senate
amendments.
Mr. Washburn said that if this motion
prevailed that there will be no tax ow spirits
on hand.
Mr. Pendleton. That's so.

The Freedman's bureau bill was taken up
