the fair apportionment of the appropriation for
common school purposes upon the basis'of the
number of pupils attending the schools, the
State Superintendent wittiVold the warrants for
the same until legislation 'can be bad in order
to remove the existing difficulty. '

hereby requested to inquire into the expediency

ate at length, in suppoit of the rule requiring
Senators to take the prescribed oath. In order
to understand the true intent and_ meaning of
the proposed rule of the`Senate ft was -

legislation, the mischief:produced under the
old law, and the remedies proposed fir the new

had not the power that State Legislatures, had
repeatedly exercised in this respect The' law

be perjury, Whereas without the sanction of the
law of 1802; it would - riot be. • -

qualification; and the Senator's objectionti

Mr. Morris (N. Y.) spoke in. favor of the

inaugurated and are responsible for all the
evils of the rebellion.
The House resumed the consideration of the
joint resolution amendatory of the confiscation
act.
Mr. Morris (N. Y.) was at a loss to sea how
the rebels could claim , the proteztion of the
Constitution. No further proceedings were ta
ken on the eenfiscation bill.

Mr. Pendleton offered an amendment,
which was agreed to, providing that all cot

The Funeral. of Stephen C. Foeter-
'e funeral of Stephen C. Foster, the well
known musical composer, took place this af
ternoon. The services were held is the Trin
ity church and were unusually inxpressi've and
