STEVENS, nephew of Hon. Thad dens Stevens, was killed in the battle near Chattanooga, on Sunday. Ho commanded the Pennsylvania Independent Battery, in the Army of the Cumberland, and was a brave and faithful officer. INFANTICIDR. -- A new born child was found dead in a stable loft in the North precinct, West Chester, on the 15th inst. A. colored woman had been seen in the stable in the af ternoon that day, who complained of being very sick; but she had disappeared before night. InEnurrso.—The chisels and other tools found in the possession of the man who was discovered on the premises of Mr. Henry Tho mas, yesterday morning, have been identified as those stolen from the shop of Mr. Joseph F. Kephart, some time ago—an account of which was published in cur columns. No doubt ex ists in regard to the intentions of the man in whose possession the tools were discovered.— Had he not feigned illness, the contents of the German's pistol would have prevented his escape. Two Men ICILLSD.—A man named Reel was killed yesterday afternoon, some five miles be low this city, at a point where the Pennsylva nia -railroad cros es the canal. It appears that he was a boatman, and his horses becoming frightened, he was by them thrown in contact with a passing train and instantly killed. We learn that a man was killed ou the Mid dletown pike, yesterday, by a horse kicking him. He was driving a team at the time, and the homes were frightened by a train of cars passing neat by the scene of the accident. IMPORTANT OPINION. —Provost Marshal Gen eral Fry has issued the following "opinion" in reference to drafted men who have failed to re port, and after being arrested c'aim the privi lege of paying commutation or furnishing a substitute: "If he fails to report himself, and is arrested as a deserter, he has still the right to go before the Board of Enrollment, and prove that 'he is not liable to do military duty; but if on hear ing his claim to exemption, he is held to be liable, cannot escape personal service. He Is, also, under such circumstances, subjected to be proceeded against as a deserter." BB ASSESSED.—We hope the Union voters will not fail to be assessed immediately. Friday of next week, (Oct. 2d,) is the last day on which it can be attended to. The assessor is bound to assess you if called upon ten days before the election. He Is not the judge of the election, and cannot refuse to assess you on any ground whatever. The election officers are the proper persons to decide whether you are entitled to vote or not. The following are the assessors in this city: First Ward, John Knepley ; Second Ward, Nicholas Zollinger ; Third Ward, J. S. Royal ; Fourth Ward, J. B. Tomlinson ; Fifth Ward, S. C. William Himer, charged with assault and hattely, on oath of John F. Bates, was before the Alderman, and entered bail. It appears that Himer is a relative of Leah West, above named, which may have had something to do with his arrest. Samuel Roberts was up for improper driving on Pennsylvania Avenue, on oath of Harry Thomas. Mr. Thomas and Samuel were driving in the same direction, the latter being in the rear of the first, but he "drove around," and turned his'team across the road in front of that of Mr. T. When remonstrated with he used very abusive language, and was accordingly brought before the Alderman. He subzequent ly entered bail and was discharged.
