APPOINTMENT.—Rev. Charles R. Hale, eon of
tte late Hon. R. C. Hale, and well known in
this city, bas been appointed .laplain in the
S. Navy, and has been ordered to report for duty
at the Naval School, Newport, R. I.
No ORDIRS YET.—No official announcement
has yet been made of the time when the draft
shall take place in this district. Everything is
ready, but the Provost Marshal has to wait on
orders from Washington, before the drawing
can begin.
PHISONERS.—Captain Carman, of this city,
and LLutennni. Ayers of chambersburg, be
longing to the 107th Pennsylvania regiment,
were captured at Gettysburg, and are now in
It'chmond. On account of some trouble exist
ing relative to the exchange of officers, they
will probably not be released for some time;
but, as we hold three to one of Jt ff. Davi.'
,commissioned traitors, the exchange will doubt
less go on as usual in a short time.

%mix OICGABIZING.—The War Department
is pushing the organization of colored troops
vigorously. The success of our forces West
have given a fresh impetus to enlistments among
the blacks, and by Autumn it is supposed that
at least one hundred thousand negroes will be
in arms in the Valley of the Mississippi. It
has been decided to raise four colored regiments
in this District. The first is complete, and
the second rapidly approaching completion.
THE READ AT GETTIEBIIEG —Messrs. George
Frey, Jacob Streckbouser, and Juhnller,
living near Gettysburg, have lit a of tbe marked
graves on the battle-field of Gettysburg, and
any person visiting that borough in search of a
dead relative or friend killed in the late battle
Wilt be able to glean mach - - valuable infoima
tion by calling on either one of the abov'e
named g , ntleruen. A letter addressed to either
of them, in relation to the dead near Gettysburg ,
will receive prompt attention.

TEE COMBINATION Tnows.—Harrisburgers are
titankfal that during this fearfully "heated
term" they have one place of amusement open,
which can be filled with people at any time,
with scarcely any perceptib e diminution of the
oxygen, which keeps us cheerfel and buoyant
Since last Monday the capacity of Brant's Hall
has been well tented, for Hamblin's combination
troupe brought crowds at once, and the hall
has, so far, stood the test well. The entertain
ments have been so full of interest, anri so
varied each evening, that . hundrids whoflocked
to the hall the first night, have gone the second
and third, to witness the changes in the per
formances each night. To-night another change
of programme is given, and our amusement
loving friends will not regret it should they
visit Brant's Hall.

Courssomeans.—We learn from an exchange
that the American Telegraph company is about is.)
commence taking under instruclons intelligent
soldiers who may have become disabled, by the
loss of an arm or leg, for various active duties,
but which will not hinder them from becoming
excellent operators. This is very cnromendable,
and it is to be hoped that it will not, end in
words, but practical results. The 'other tele
graph companies should also adopt the same
precedent, and what is more, carry it out.—
There are many deserving men now wilting for
some such an offer ; let it be immediately pro
mulgated. There is also another party who
should feel an interest in this matter, and that'
is the OMIT meet. The number of operistais
employed on Government lines is. very large,
and it la no more than right that 'an effort
should be made to give a - disabled soldier the
first chance.

in west Market street, Chambersburg. The
headquarters of the Quartermaster and Medical

THE SUPERINTENDENT Olt THE SUNDAY SCHOOL
attached to the Episcopal Church, Mr. William
H. Buehler, afforded the children in his charge
an hour's rational as well as delightful amuse
ment, last evening. Mr. Buehler was cooper
ated with by Dr. Corwin, of the Insane Asylum.
At that institution there is one of the beat and
largest magic lanterns of modern manufacture
It was purchased by Dr. Curwin, expressly to
amuse the patients at the asylum, but at stated
periods Dr. 0. kindly gives exhibitions to the
scholars of the different Sabbath schools of
Harrisburg.
—Last evening, as we stated above, the Sab
bath school scholars attached to St. Stephen's
Church were present at one of the exhibitions,
and, from what we could, learn from one of
them, all were highly delighted. Those who
can thus find time, amid the cares and burdens
of the bn.,.y Lfe by which we are surrounded,
to amuse and instruct children in the manner
allud, d to, have a reward in their own
reflections which cannot be derived from any
other pursuit.
POLICE Menses —Before Aldennan Stine.-
Joseph. Murphy was arrested and confined in
the lock up all night, for drunkenness and
disorderly conduct. •
Margaret Peas alicu Kinney, was peacefully
perambulating the streets yesterday afternoon ;
but having no home, she called on the Alder
man, who confined her in the lock-up until
morning, when she received a plea of paper
and was admitted to the poor-house.
Win. Mower was again brought up for pass
ing counterfeit money on oath of J. C. Schnei
der. - He (Mower) had been in jail some time
for this offence, on oath of Mr. Miller, propri
etor of the Park House, and was in hopes that
he might escape the law, when Mr. Schneider
stepped in, with more evidence, showing thl
Mower is a professional counterfeiter. He will
probably have a chance to learn an honest trade
"down east."
Win. Wallace was arrested for passing a broken
bank note on Joseph Box. Wallace will
doubt be set at liberty, as he as asserts that he
received the note from some soldier over in
Cumberland county, and yms not aware that it
was a worthless one.
SPICIAL Minertso or Cirs Cousom.—Council
met yesterday evening at eight o'clock----Presi
dent, Mr. Hickok, it the Chair.
Members present, Messrs Hooker, Maeyer,
Morris,Verbtke, Weaver, Wolfinger and Hickok,
President.
Oa motion, the reading of the minutes of the
previous meeting were dispensed with.
The President had called Council together at
the request of the Mayor. The sewer *Meg
along Chestnut street, emptying into the slip
near the canal, was stopped up by dirt and filth,
and the authorities were threatened with being
prosecuted by Mr. Eby Byers if the nuisance
was not removed.
Mr. Yerbeke moved that the Street Com
mittee of the First District (Wears. Rocker,
Haehnlen and Linn) be instructed to repair the
sewer.
The motion was seconded by Mr. Maeyer
Mr. Wolfinger thought the sewer could'easily
be repaired by digging duwn'to - it, between the
railroad and the , canal;
Mr. Verbeke presented a resolution, that the
street committee of the First District be directed
to repair the sewer as in their judgenaent theY
should.tbink best. Adopted. -
Mr. Wolfinger offered a resolution authorizing
the purchasing one thousand perches of stone
for the purpose of grading thetitreets...: Agreed
to.
Mr. Maeyer offered a resolution, that,ft tire,
opmpanies be directed te dispose of all the hose
they had -on hand, unfit for use, or not needed.
The Street Committee of the Third.Distriet
handed in their report, relative tckthe grading
of Charles and Susquehanna streets'; and re
commending that Verbeke street be also
graded. .
Mr. Verbeke urged upon Council the neces
sity, of abating the nuisances in the streets of th e
Sixth ward, and , recommended that Susque
hanna street •be graded; the refused dire taken
therefrom to be used in' filli n g up such places to
the streets aka ally of - that ward as most
needed it.
Mr. Morris, of the Street Committee of the
Third District, offered a resolution; directing
said committee to proceed as suggested by Mr.
Verbeke. Agreed to.
The President and sev,ered of the members of
Council reftirrtd to the• occupants of the Wash.
ington Hmse, corner of Sixth and Walnut
streets, using the fire plug, and hose from-the
engine house, to water the streets in the im
mediate vicinity ; and on motion of-the Chair
men of the Water-Committee, it was ordete&
tifiat officer Callender notify the proprietor of
the Washington House to discontinue the use
of the same.
Mr. Yerheke moved that Council take up the
motion of the Committee of the Third D strict,
made at a previous meeting, relative to the
grading of Susquehanna, Morgan, Bolton,
Third and several other streets in the Bath
ward ; also, that Council prooeed with the con
sideration of the construction of sewers in said
stmts. Postponed. Adjouxued.
MILITARY REL/If FIND.—The regular monthly
payment to volunteers' families will be made
on Frday afternoon, 31st inst., at the Court
House, between the hours of four a' d six.

Moss DESEBTERS.—Seventy-six deserters and
Stragglers, picked up in the western and south
western parts of the Stale, were brought to
Harrisburg yesterday evening.
DISORATIGID.—The 28th regiment Penovl
verde militia was mustered out of service yes
terday evening. Many of the ten were at the
depot this morning long before the departure
of the train going north, all eager to reach
home as soon as posbible. Some of them did
not wait for transportation home, but paid their
fares out of their own pockets.
COMPLIMEMTARY TO THE CHRISTIAN COMMISSION.
—The tollowidg noble letter is the spontaneous
act of a brave man in acknowledgement of the
services cf a body of good men. It is honora
ble to all parties interested, and will be read
with satisfaction by the public, out of whose
generous bounty the Christian Commission are
enabled to supply the soldiers with all he needs
for his comfort:

Our quarters having been in immediate prox
imity to the Union Tabernacle tent of the
Christian Commiseb n, we have watched the
efforts to, accommodate men in camp, and desire
to bear our testimony to the great benefits con
ferred through this channel upon the large
numbers of soldiers gathered here. Though
this sphere is less promin. ntly before the eye
of the public than the battle field, its unobtru
sive usefulness in meeting just those wants ex
perienced by men suddenly called upon to leave
home and friends '
has been such es to draw
forth the warmest commendation of all who
have come within a knowledge of its operations.
To those who have eo liberally supported this
noble and patriotic charity with fund , , we beg
leave to give the a=surance that we not only
have seen nothing like waste or unnecessary ex
penditure, but on the contrary have confidence
that the money used in this department has
been expended with judgment, and in such a
way as to accomplish the greatest amount of
good.
It would not be doing justice, did we not
mention the names of the gentlemen that have
had charge of the tent. To Miss Romeo J.
Smith, Re/. J. H. Mecham and others, whose
names we cannot recall, we owe many obliga

In this connection 'we had the pleasure, when.
in Philadelphia a few days since, of making the
acquaintance at Wm. Deacon's, corner of
12th and Popular streets, of Captain Alexander.
The Captain was then engaged in localising the
efficiency of guuboats--we mean where the
capacity of water to inland towns is not suffi
cient for their tmusrortation. His theory pro
vides for ti eta land locomotion. Our City
Fathers should consult him in this matter for
the protection of Harrisburg by gunboats. We
also have to say that C. L. Bowman, of the
cheap dry goods house southeast corner of Frout
and Market streets, will receive during Friday
and Saturday of this week, a large stock of new
and sensonable diy goods, at prices niu , :h less

To answer inquiries made to this office it is
announced:
Arai. Any drafttd person paving three ban
dred dollars under section 18 of the enrollment
act, is thereby exempt from farther liability
under that draft, but not from any subdequeut
draft,
&Coati. Any drafted person furnishing an
acceptable substitute is extmpt from militar)
service, for the period fur which said substitute
is mustered into the service.
Third. A substitute coca mustered into the
service cannot be cheated while in service.
Fourth. A drafted man cannot pay commu
tation money or present a substitute after he
has reported himself to the Board of Enrollment
for examination.
Fifth. Men who on the 8d of Mnrch, 1863,
were in the miltary service of the Milted Stale
lateen tr. t I tutes under tile draft of 1862, and Whose
terms of service have sii.ee expir. d, are not flab a
to the present draft, but the persnus for whom
they were substitute i are liable to draft the
same as thaugh they had not been drafted or
furnished substitutes under the draft of last
Sixth. In serving the notices as required by
circular No. 42 from this office, a reasonable
time to report shall in each case be limited by
th. bawd of enrollment to men in State
service, who have been or m.yr be drafted.
