President Lincoln and the Albany
A correspondence between certain citizens of
Albany, New York, and the President of the
United El i tes has just been made public, and
.1a attract g And properly so;
for the quesricios, prer t qutidin the letter of the
eItiSSILS and theriepiror titer-President, are ex
tremely.mepreptioss-turd critical. The misfor
tune of opprialtlan or Democratic rolitice in this
crisisis, that the large proportion of those who
1 1 clamor for the shield of the Fedentl Constitution
Ito protect internal traitors in "thelreedbm of
speech and the press," are the Same who in
1880-61 insisted that, under the Constitution, a
State hark' right to secede from the Uniok or,
Mr. Preaident Buchanan held, that if a State
so seceded, there was no authority to "coerce"
is-back to its sworn allegiance. And - on this
proposition ftesident Lincoln administers some
quaint and suggeative counsel to his Albany
interrogators. Have the new worshipers of the
Federal Constitution ever reflected that it•ls an
instrument formed rather for peace than tor
war, and that whenever it is silent as to the war
powers, its whole instinct and object command
that the Executive shall employ its authority
to save the Eepublic? President Lincoln, in his
reply to the Alliardans, intimates this 'bought
with chatactetistic rilreetness. lie says:

Prior to my inert elation here it had been in -
etileated that any ,State had, a lawful right to

would be expedient to exercise the right when

And Weems to us that they will take his let

make to the so-called Democracy. The last

to copy this paragraph from his letter to those
most aupei fine, patriots:
I understand the meeting, whose resolutions

to "silence the agitator and save the boy is not
only constitutional, but withal a great mercy.
The case presented by the Albairy agitators
