Editor Agitator :— I am happy to announce the
fact to the readers of your paper, that on Thursday
last the Mansfield Classical Seminary was made a
State Normal School, as the subjoined formal recog
nition of the State Superintendent will show.
«It is questionable whether any one event has oc
curred iu our county ;so highly calculated to bless
the youth of the present and coming ages as this.
We have reached a new era iu our educational histo
ry. The Common Schools, beaded by a State Norma]
School in our midst, cannol be otherwise than much
more effective from year to year, till finally each
•school shall be under-tbo charge of a full professional
teacher, who has had thorough normal training with
especial reference to the theory and practice of
teaching.
This success comes as ft just tribute to the almost
superhuman energy, solf-sacrific? and untiring zeal
that have characterized the efforts of the people of
Mansfield and vicinity, to eetablish an institution in
their midst worthy of the confidence and patronage
of the public.

- Whereas, The Board of Trustees of the Mansfield
Classical Seminary, located at Mansfield, in the coan
ty-of Tioga, by resolution, adopted at a meeting of
the Board on the twenty-fourth day of October, 1862,
on file in this Department, made formal application
to the State Superintendent for the privileges of “An
Act to provide for the training of teachers for the
Common Schools of' the State,” approved the .20th day
bf May, 1857, and the supplement thereto, approved
the 14th day of April, 1559; and
Whereas, In pursuance of said application theStato
Superintendent of Common Schools, together with
Hob. Geo. Smith, of the county of Delaware, Hon.
A. L. Hayes, of the county of Lancaster* Samuel
Calvin, Esq., of the county of Blair, Dr. C. T. Bliss,
of the county of Bradford, “ competent and disinter
ested persons," appointed by him, with the consent of
. the Governor, ae Inspectors, and C. R. Coburn, Su
perintendent of Bradford county, A. N. Bullard, Su
perintendent offSusquohanna county, Hugh Castles,
Superintendent bf Lycoming county, and 11. C* Johns,
■ Superintendent of Tioga county, did, on Thursday, the
eleventh day of December, 1862, personally, and at
the game time, visit and carefully inspect said* school,
and upon thorough examination thereof, and of its
by-laws, rules and regulations, and of its general
arrangement and facilities for instruction, by written
report, on file in .this Department, approve the same,
and find that they fully come up to the provisions of
said act and its supplement, and did certify the same
to the Department of Common Schools, with their

provisions of said act and its supplement, as far as
can be done before going into operation under them*
Now, therefore, In pursuance of the require
ments of the seventh section of the net aforesaid, I
..do hereby give public notice that I have officially
recognized the Mansfield Classical Seminary as. a
State Normal'School for the fifth Normal school dis
trict, composed of the counties of Bradford, Susque
hanna, Wyoming, Sullivan, Lycoming and Tioga,
and. that said school shall hereafter enjoy all the
privileges and immunities, and be subject to all the
liabilities and restrictions contained in said act and
supplement*
