F, sth Regt. of the Penna. Reserve Corps of Volunteers, was appointed to a Second Lieutenancy in the Regu lar Arm|y, TMs created a vacancy in Co. F. A short time ago, the Company proceeded according to law to elect an officer. The Second Lieutenant became First, add onr friend R. W. Stnrrock, Orderly Sergeant of the company, was unanimovthj elected Second Lieu tenant to fill the vacancy. The Q overnor was noti fied of the election, but instead of sending Mr. Stur ropk his commission, he sent n yioung man named Riddle, jof Pittsburg, with a commission in his pocket ns Second Lieutenant 1 It is needless to say that this is in direct violation of -the statute which is so plain as not to be liable to misconstruction.
