ORDINANCE.
BE it ordained by the authority of the Burgess
and town council of the borough of Knoxville,
and it is hereby enacted by authority of the same,
that from and alter the first day of March next, no
hones, cattle, sheep, swine or geese, shall be suffer
ed to run at large within the boundaries of said
borpugh, under the following penalties, viz., for
every horse, colt, mare or gelding, filly cents; for
every head of cattle (by which in this ordinance aJe
meant bulls, cows, steers, stags,heifers, and calves,)
filly cents: for every bog swine, or shoal, twenty
five cents; for every sheep or lamb, twenty five
cent*. lor every goose, twelve and a half cents; for
each ana every tune they may bo taken or found at
large aforesaid, provided however that cattle may be
permitted to run at large in any of the streets ofsaid
borough during the following hours, viz„ from 6
o'clock to 9 o’clock A.IM., and 5 o’clock lo*B o’clock
P-M , from the Isl!day of May to the last tfay of No
vember inclusive, without incurring the penalties
aforesaid
Section 2d And be it further ordained by author
ity ofthesame, lhalit shall be the duly of the street
commissioner on complaint to him of any horses,
cattle, sheep, swine or geese being at largo in any
part of the borough, aforesaid forthwith to lodge
complaint thereof before (he Burgess, who shall
forthwith proceed to levy the fine or fines so incurred
and enforce collection according to law*
Sec. 3. All fines collected under this ordinance,
shall be paid one half to the street commissioner
aforesaid, in compensation for his services, and one
half into the treasury of Knoxville borough.
B*o. 4. AH end every enactment previously passed
by the Burgess and council of this borough pertain
ing to horsca, cattle, which conflicts with ibis
ordinance is hereby repealed

These fects indicate the path of pressing doty,

ble—with no abatement of beartor hope because the
triumph of Liberty in her new ordeal is not iron at
the Long Island and While Plains of her struggle—
with no shadow of regret that tike responsibility of
governing ia not confided to her champions before
the People were fully ready to sustain them—we be
gin afresh the work of diffusing that vital truth
which, in regard to the concerns of this world as
well as of the next, makes Free indeed. Now, in the
Slave Power’s heyday of victory, when its ministers
and servitors are gathering and platting (o make the
most oflheir triumph and “ crush onl” the spirit
which they vainly believe to be crucified and entomb
ed—now, when the faint-hearted ir cold-hearted who
lately basked in the sunshine of our premature hope
are hauling off to repair damages and talking os
abandoning the ragged arena of Politics for morf
quiet and flowery fields—now, in this hour ofwearie
ness and shadow, Tne Tribdxe renews its vows of
eternal hostility to every form of tyranny over the
bodies or souls ofmen—to the shameful assumption
that the benighted and feeble, wheather in soul or
body, are to be regarded and treated as the con
venience or the prey oflheir wiser or stronger breth
ren—to the domination of despots and oligarchs,
whether of empires' or plantations —to the enslavers
of cities and kingdoms in Europe or the breeders for
the auction-block and the cotton field ia Virginia or
Alabama.
The doctrine that no human being was ever crea
ted for the benefit or advantage ofanother—that all
service between man and man should be free and
reciprocal—that the laborer should not toil and sweat
to pamper others* pride or minister to others 9 luxury,
but for the sustenance and comfort of those near and
pear to him—is destined to certain triumph. 1
must prevail, for God reigna, and Earth was not crea
ted to be a theater ofinjustice, oppression and misery
for ever. It must triumph ; for all true prophecy
affirms and the vindication of the Divine benignity
mpertalively requires it It must triumph; ■ for
Democratic America cannot always remain lha
scoff of aristocrats and the shameof reformers and
liberals throughout the Old World. It mutt triumph
for Man's history is not a chaos or a riddle, but
every where instinct with mejniog; and no heroic
effort ever failed of Us effect—no drop of martyr
blood was ever shed in vain.
But even if we Republicans were disposed to fold
our arms in slumber, oaradversaries would apt per
mit it. They are busy {to-day in lengthening their
cords and strengthening their slakes with a vigilance
and activity which reveals a consciousness on (heir
part that their dominion must bo made sure forth
with or their scepter will have forever departed.—
ToJuy, myrmldoms of the Slave Power threaten
and harass Northern Mexico, are encamped in the
heart of Central America and waging a war of ex
termination on the distracted inhabitants of its petty
Republics, while it by turns leers and scowls at
Cuba, while its most ruthless bands are precipitated
on devoted Kansas, under the protection and smiles
of the Federal Adminisration. Even as we write,
the telegraph informs us that twenty Free-State
men, guilty of attempting to defend their homes
againsltho rapineand violence ofßuford’fl and Titus’s
blood-thirsty bandits, have been convicted by Le
comptc’s Court of manslaughter l and sentenced to
five years' imprisonment at hard labor as felons.—
This is but a fair specimen of what has long passed
[or “Justice" in Kansas—a justice which lakes the
plundering and u wTpt v*Js2l
it Consigns to the State prison iflhey are ever goaded
into the madness of resisting their oppressors- Such
crimes and wrongs as unhappy Kansas hits for
twelve mouths endured, even Hungary or Poland
has ever known; and the Power at whose Instiga
tian these villainies were and are perpetrated sits,
enthroned in the While House, and has jnsl achiev
ed another four years’ ascendancy in the Federal
Government. Who, in view of these facte, can say
that Republicans may now pile their arms, even (or
an hourl /
Tub Tribune will be, as it has been, a Political
journal—avowedly, though not exclsively so. It re
cognizes the truth that Freedom and Slavery aVe
here grappled in deadly conflict, and Ihalljn the re
sult one of them must loso all control ovcf the Fed
eral Government. Bui, while it gives prominence
and emphasis to the discussion and elucidation of
the great issue of the day, it sinks none of the clmr:
acrleistic of a Business and Family Newspaper—
The proceedings ofCongress, like those in Kansas,
will be watched and reported by an able and fearless
corps ofCorrespondents, while from London, Paris,
Constantinople, Havana, Saa Francisco, Albany and
other centers of interest, ourspecial'odviccs will be,
as they have been, fresh and reliable. A member
of our Editorial corps—Bayard Taylor—is now in
Northern Europe, and will spend' the Winter in
Sweden, Lapland, Russia, thence making his way
next season across Siberia and Tartary to the mouth
of the Amoor, and thence homeward by the Pacific
and California, unless some change of route' ihali
promise greater interest and profit to oar readers,
for whom alono be will write regularly throughout
bis adventurous journey, which is likely to require
two years for its completion. Our reports of the
most interesting Lectures, Public Meetings, &c,
will be full and reliable, and our Foreign and Do
mestic News made up with a careful regard to the
condensation into our ample coiums of the greatest
amount of intelligence that is consistent with the
usp oftype of generous six®. In short, if we fail to
make Thk Teiionk worth its cast, it shall not be (or
want of expenditure or cfibrU ' ‘
If it be deemed desirable by Republicans that
The Tribune should bo circulated m their several
localities, we urge them to see that Clubs be made
up and forwarded in due season. The Postmasters
are semi-officially admonished not to aid out circula
tion, but to urge instead that of journals deemed
“ sound,” and “ National” by the compatriots of
Atchison and Slringfcllow. We ask live Republi
cans everywhere to care that these efforts bo not
effectual to quench the light of Freedom in the
murky mists of Slavery.
