sympathy with me anti-slavery movement,

And yet the criminal whom Judge Parsons
felt constrained to punish so severely, and to
address with such strong marks of just abhor
rence, Governor Bigler took under hisf espe
cial protection, gave him a full pardon, and
turned him loose upon community to commit
new and more revolting crimes, -
Such is the man whom unscrupulous and
unprincipled politicians have selected for el
ection to the office of Governor of this Com
monwealth. It remains to be seen If lliepeo
ple will sa hot ion the selection. Such is the
man who has been invited to come and teach
the freemen of little Potter their duty.’ We
have a pretty strong suspicion I ha' they will
teach him at the ballot box, that 'he reign of
slaveholding allies in Pennsylvania is past.

AN ACT For the Suppression of the Man
ufacture and Sale of Intoxicating Liq
uors as a beverage,
WHEREAS, All laws to be efficient should have
the approbation and sanction of the People :
And whereas, Ills represented that a large num
ber, if not a majority of the citizens of this Com
monwealth, arc deeply impressed with the necessity
of the passage of a Prohibitory Liquor Law :
And whereas, It is impossible to obtain a certain
indication of popular sentiment relating thereto, by
means of petition* and remonstrances, therefore,
§ 1. Be it enacted Dy~Uie Senate and Homo of
Reprnsentatives of the Commonwealth of Pennsyl
vania in General Assembly met, and it Is hereby en
acted by the authority of Uie same, that the quali
fied voters of ibis Commonwealth are hereby au
thorized at the places for holding the general elec
tions in their respective wards, boroughs or (own
ships, on the second Tuesday of October next, to
vole for-and against a law which shall entirely pro
hibit by proper regulations and
penalties, (be manufacture and sale of intoxicating
except for medical, sacramental, mechanical
and artisiieal purposes.
$ 2. That the officers authorized by law to-hold
elections in each ward,*townslrip, and borough of
this Commonwealth, are hereby directed and requir
ed at Uie place fixed by law, in the several districts
for the holding of the general elections in said dis
tricts, oo the second Tuesday of October next, when
they shall be organized as ai^ election board, to re
ceive from each qualified voter of their district, a
ticket written, or printed on the outside, u Prohibit
ory Liquor Law,** and the tickets in favor of the
proposed law shall contain in the inside the words,
“ For a Prohibitory Liquor Law,** and those opposed
to the proposed law shall contain in the inside the
words, “Against Uie Prohibitory Liquor Law,**
which votes shall be counted and returned -to the
Court House of the counUes or city in which the
said election shall-be held, on the following Friday
by the rctnrn judges, who shall cast up and certify
all the votes polled in said county of city, to
the office of the Secretary of the Commonwealth at
Harrisburg, directed and transmitted, and the said
Secretary sball oo the third Friday of January next
ensuing, communicate the said returns to the Legis
lature, to be opened aud counted in the same man
ner as the votes for Governor are opened and count
ed, and considered as the prayer of the voters of Utis
Commonwealth relative to a Prohibitory Liqnor
Law.
§ 3. Thai all the election laws of the Stale,
prescribing the bents of opening and closing the
polls, the reception of votes, tho punishment for ille
gal voting, the defraying of expenses of publication
sod holding of the general elections and return of
the same, and all other matters incident thereto, be,
and the same are declared applicable to the election
above authorized.
§ 4. That it shall bo the duty of the Sheriffs of
the several counties of thife Commonwealth to insert
a copy of this act in the proclamation for the gener
al election to be held on the second Tuesday of Oc
tober next

And the said Act of Assembly further provides,
as follows: .
“ In pose the person who shall heve.received the
second highest number of votes for Inspector, shall
not attend on the day of any election, then the per
son who shall have received the second highest num
ber of votes for Judge at the next preceding election
shall act as Inspector in hie place. And in ease the
person who shall have received the 'highest number
nf voles for Inspector shall not attend, the person
elected Judgp shall appoint an Inspector in his place
sod in case the person elected Judge shall notaUcod,
then tin Inspector who received toe highest number
of voles shall appoints Judge in bis’ plseei’or if

I also give notice that the Judges of the aforesaid
Districts, shall respectively take charge of the Cer
tificstea or return of the election of their respective
districts, and ’produce them at a meeting' of one
judge from each' district, at the Court House in
Wellsboro’, on the third day after election, being for
the present year on Friday, the 13lh day of Oetober,
then and there to dp and perform the duties required
by law of said judges. Also, that where a judge by
sickness or unavoidable accident,is unable to at
tend said meeting of judges, then the certificate or
return aforesaid, shall up taken charge of by one of
the inspectors or clerks of the election said district,
who shall do and perform the duties required of said
judge unable to attend.
Also* that in the 61st section of sold act it is en
acted that “every general and special election shall
be opened between the hours of eight end ten in the
forenoon, and shall continue without inter caption or
adjournment until seven o’clock in the evening,
when the polls shall be closed.’’

In addition to the branches usually taught in
such Institutions, there will bo a Teachers' ‘ doss,
composed of those who intend to engage in the busi.
ness of leaching, which will receive particular at*
ten;ion and instruction, both from the Principal and
the County Superintendent of Common Schools.
Arrangements have likewise been made to pro
cure suitable Chemical and' Philosophical instru
ments, such, as are used in the higher order of
Schools in the State of New York.
The Academy building la non undergoing a thor
ough repair and in each a manner as will neat pro
mote the comfort and health of the pupils.
Boarding can be obtained in reapectable private
families at a price not exceeding $1,50 per neck.
