To his Excellency, the President of the Uni

Representatives:
The undersigned, cltitens of New York,

,Constitution, to petitioh Congress ow all
matters appertainineto the public welfare,
beg leave to presentro you, most respect.
fully and earnestly, Me following consider—

While they hold themselves ready to

they respecfultly suggest that, in their
opinion, the , only remaining honorable
position for you to:take:to prevent the har

General Qtnvencion of all The States, as
suggested in the inseural of the Presi—
dent, wftilloltjr the present vexed ques—
Lionshe rred to the vote of peo
ple. This c oarse, if adopted, we think
'would secure a peaceful solution of our
nativarl difficulties. And it any State
refit gto loin said Convention to amend
theCoastitutien or otherwise, as it might
esainiltest, it would stand unanimously con

de s* deploring civil wai among brethren,
w eseech you to adopt this course,
Which you may rest assured is the real
voice of the people.

.11reakIng Up of a Rebel Depot
ea the Potomac.
On Saturday last Liatinonant Budd, cam
(mending the steamer Resolute, clean
ed out one of thwrebel depots on the Po
tomac. It hair lieen known fur some time
• that Herring Creek, on the Maryland side,
and Mackhodoc Creek, opposite on the
Virginia side, were the depots for Mary
land recruits to the rebel army in virginia.
The Resolute paid a visit to the latter
creek, and having approached within three
hundred yards of the shore, was fired up,
on by musketry. A boat was immediately
lowered, and Lieutenant Budd, with
twelve men, landed. The rebels fled at
their approach, and were pursued for a
mile, but made their escape. Two mus
kets and a knapsack which teey threw
away during their flight, were picked up.
Upon returning to the house, abundant
evidence it had been used as a rebel yen%
dezvous, and papers containing important
imfortnation, were found. The buildings
were destroyed, and ten contrabands
found on the premises were brought away.
After leaving the creek. Lieutenant Budd
ascertained from the Degrees that there
were three hundred of the rebels concen
trated at the Hague, about rive miles back
from the river, and that their ferry boat
was about three quarters of a mile up the
(week. Meeting the schooner Dana he
• took her gun and crew upon the Resolute,
and, placing the negroes in charge of two
men of the Dana, he went back up the
.creek, anti captured a large muffled o.ared
boat, capable of carrying twenty-five or
thirty men. but saw nothing Utile rebels.
Aker reporting to Commodore Craven, the
latter sent an eapeditkon Monday night to
Hering Creek, and a number of boats were
captured there. The rebels are. eviden
tly hard pressed for provisions. They are
taking all the grain out of the barns along
,the river for army purposes.
The English Fleet and the Blockade.
The alleged semi-official announcement
in the Richmond papers, says a dispatch to
the Press, that Admiral Dundas intends
to take his fleet into Charleston regardless
of President Lincoln's blockade, is of no
possible significance even if the statement
is trne, for the war vessels of any nation
with which we are at peace have a right
to enter our ports notwithstanding the
blockade, which is intended to operate
against commerce with the disloyalists.—
A number of the most distinguished army
officers of Europe, and particularly in Eng
land and France, have tendered their ser
vices to the United States, but it is not
known that any of them will be accepted.
One of them, in his letter, says that he re
gards the contain as between civilization
and barbarism, and his love for the former
controls his actions. There is good au
thority for saying that there is no truth in
a recently reported conversation between
Lord Lyons and Secretary Seward, on the
matter of sending a special messenger to
England withiban account of the Bull
'Run battle. Whatever Lord Lyons may
have transmitted on that subject, was
through the ordinary channels. Mr. Fox,
the Assistant Secretary of the Navy, has
returned from the North, whither he went
on business connected with the' Depart
ment. So far, about seventy vessels have
been purchased and thirty chartered, or a
larger number ;of ships than previously
composed the Navy. They are generally
of light draught, intended rather for coast
than for sea purpose, much attention hav
ing been paid to swiftness.—Chronicle.
Ben, York Banks and the Government.
All eyes are turned to-day, says the
New York "Post" of yesterday to the ac—
tion ot the banks and the negotiations of
the Government, and the agitation on the
Stock. Exchange produced by the exagger
ated account of the losses of the Federal
forces in Missouri has quite disappeared.
The meeting of the Presidents of the
banks of this city and the Boston and Phil.
adelphia delegations convened this noon,
fot the purpose of taking final action upon
the plan of the committee, who have been
in session for the past two hours. The
committee's plan lcoks to the taking of one
hundred and tbirty million dollars of gov
ernment securities; fitty millions to be
placed to the credit ot Mr. Chase at once,
forty millions on the 15th of October, and
forty milliopa more on the 15th of Decem
ber.
This amount is to be distributed among
the banks of New York, Boston and Phil
adelphia pro rata. The committee recom
mend that the twelve millions of sixty day
notes recently negotiated by the banks re
ceived in part payment of their subscrip
tions. It is also understood that Mr.
Chase will abandon for the time the issue
of his circulating notes, the liberality of
the plan rendering their emission unneces
sary. The general meeting will probably
not adjourn till a late hour tb the day.

The London Spectator has this para
graph under its heading of "News of the
Week :" The American Congress has vo
ted the men and the money required by the
President, and twenty per cent. more, and
the House of Representatives has affirmed
by 92 to 55 tbat it is "no part of the duty of
the officers to capture fagitive slaves."—
The band moves slowly on the dial, but it
zno'ves, and when the finger passes the
hour, the knelt of slavery wilt dug out with
a clang that will startle Europe.
gar-The Wheeling "Intelligencer"says:
":t. appears to be pretty generally under
stood now that the Convention is going to
take some steps toward dividing this Suite.
Just what it is to be cannot 7 . et be deter.
re i ne d. A side question that seems likely
now to embarrass the Convention in con
sidering the erection ot a new State is the
