The Republican meeting at Clarinton Monday evening was attended by large crowd and was voted a decided success. The candidates, Messrs. Speer and Camp bell, were very cordially received, and Mr. Speer's speech and discussion of the Issues involved in this campaign was just what the people wanted lo bear. His straightforward, clean cut aod incisive talk convinced all who beard him that with bim in Congress tbe dislrlot will have a representative of whom tbey can be proud, and on wbom no clique or fac tion bas a string, but that be will repre sent all the people all the time. At CookBburg, where a stop was made by the party at tbe noon hour the candidates met a goodly number of people who ex tended tbem greatest cordiality and as surances of support. Tbe fame was true at Redclyffe where a stop was also made at noon yesterday. Last night a tine audience greeted the speakers at tbe opera house in Marien ville, the meeting being a veritable ova tion for tbe candidates. Mr. Speer was again tbe speaker of the evening, and bis earnest words and perfectly frank manner captivated bis bearers, who showed their enthusiasm and sympathy with the cause be represented by frequent bursts of ap plause. Tbese places may be depended upon to give a good account of themselves for tbe whole ticket on the 8th day of No vember. Tonight tbe party will reach Kellett ville, where good meeting will un doubtedly be bad. We can assure the people that they will hear something worth while if tbey attend. Tomorrow at noon the party will be at Nebraska, and in the evening tbe people of West Hickory and vicinity will have an opportunity to meet and hear them. Give tbem a rousing reception. The discovery of a germ which proba bly causes Infantile paralysis was an nounced Friday at a special meeting of the college of physicians in Philadelphia. Dr. Allen J. Smith, dean of the medical department of the Uuiversity of Penn sylvania, declared that In tbe blood of sufferers from tbe disease had been found a protozoa, or a low form of animal life, which, be thinks, may prove to be the germ which causes tbe disease. A decision banded down by tbe su perior court upholds the constitutionality of the act of May, 1909, which prohibits unnaturalized foreign residents of Penn sylvania from carrying or having fire arms in their possession. Papson and Cosack, foreign-born and unnaturalized residents of Indiana county, were arrested and fined f- each for having double barreled shotguns in their possession and appealed from the decision of the lower court. Evert Republican should consider that the Democratic party cannot win this year through any merits of Its own per formed or professed. Democratio victory if it comes, will come not because of Democratic strength but because of Re publican division and consequent weak ness. Tbe charge that bis connection with the National Public Util ities corporation for a very brief period was of a fraudulent nature are swept away completely by a statement made by tbe caudldate iu the following- frauk and manly terms: I have been advised of the nature or an attack made upon me as a candidate of tbe Republican Party iu tbe North American of this day. It is based upon my connection with tbe National Public Utilities Corporation. It is a palpable at tempt to besmirch my character and to questiou my Integrity without the slight est justification, without a scintilla of fact upon which to base an intimation of wrong doing upon my part, I brand the article as a deliberate en deavor to blackeu my reputation, iu an effort to promote the selfish and pecuniary interests of a mercenary and degenerate publication. The article is not Intended to serve any public purpose. It is a slanderous screed. The preliminary exploitation and solici tation of sales of the paper, emphasize the character of the men responsible for it. My relations with this company were entirely straightforward and honorable in every respect. I became connected with the company in tbe ordinary course ol busln ss through W. L. t'brisman, a reputable attorney in Philadelphia, and uow president of tbe company. There is absolutely nothing to couceal; nor is there anything that calls for an ex planation of my actions in the matter. When I round I could not give t tie uecea- aary time to the company I severed my connection with it absolutely; never hav ing accepted any or its stock. My attention bas been called to a circu lar letter issued over tbe signature or the circulation manager of tbe paper in which this publication appeared, and in which offers for tbe purchase or copies of today's issue were solicited two days ago from politicians laboiing for 'be defeat of the Republican Parly. The aim of those interested in the pub lication was to have tbe paper distributed as a campaign document. Rock ley of the state bureau of industrial statistics, in a report Just issued. In 1909 the investment in 23 plants In this state was $44,031,955, an In crease of $5,600,000 over the previous year. The value of tho production was $15,062,210, a gain of a million over 1908, while the output was 19, 592,333 barrelH, agaiiiBt 17,831,195 hi 1908. The Industry employed 0,540 per rons to whom were paid $4,6S(,807, an increase over 1908, when the wages paid reached $3,823,725. American employes number 3..r.98. Tbe attorney for tbe second assistant postmaster general or the United States bas ruled tbat in the future no "dunning" postal cards shall be sent through tbe mails by public service corporations and delinquent tax collectors. Tbe word "dunning" is defined to cover any postal card that refers directly or in directly to any bill owing to tbesenderor in any way containing a threat as to what will happen in the event of the bill not being paid by a stipulated time. This ruling means tbat no atalemeut of taxes may be sent on a posUl card and that no "second" notices or "final" no tices may be sent on postal cards. Id addition it is declared that postal card notices calling attention to overdue bills cannot be sent out by gas companies. light companies or other public service corporations. The result of tbe attorney's order will be tbat all tax notices, gas notices, light notices aud telephone notices must be en closed in an envelope. Aa tbe city and county delinquent tax collectors have lee odices and pay all the expenses or their offices, including rent, clerk hire and stationery, this order will mean an addi tional expense to the collectors ror stamps and envelopes. Many public service corporations have been accustomed to send their monthly statements on postal cards with tbe amount of reduction for prompt payment and also later postcard notices containing printed information as to what would happen If the bill was not paid. Judoe O'Connor, or the Cambrlacoun ty court, at the opening or the October term, in referring to the vast number of unimportant cases sent to court for trial at enormous expense to the taxpayers, made a statement to the effect tbat iu tbe future, when trifling cases or desertion, surety or the peace, etc, are returned for trial, he will expect tbe alderman or jus lice to certify that the official bas made a reasonable effort to Induce the parties in terested to settle such cases iu order not to put the county to useless expeuses. Where the proper cerlilinatiou or tbe al derman or justice was not forthcoming, the court said he would throw out tbe cases and tbat erring magistrates would stand for the costs in such instauces. Judge O'Connor is to be commended for tbe stand be has taken, and it is hoped tbat other judges throughout the state will follow Ills example.
