has been equalized.
During the last six months 28.000 pen
sioners of the civil war have died, which
is a mortality of more than a full regi
ment every week, and the rate must con
tinue to increase for several years. Tbe
heroes who fought for the TJuion are still
a host, but last diminishing.
Great Britain's parcels post carried
last year 4,000,000 packages at a profit of
$12,000,000. Tbe charge in the United
Kingdom for a 3-pound parcel by mail,
with house-to-house collection and deliv
ery, is ID cents. In the United States
the piistsge on a 3 pound parcel Is 48
cents. Tbe British postal surplus last
year was $22,000,000. In the United
States last year tbe postal deficit was
$13,000,000.
The new Senatorial apportionment bill,
which bas been so adjusted as to gain the
support of thirty-eight of the filly Sena
tors at Harrisburg, tears up this hitherto
strongly Democratic district and piarti
cally legislates our present Senator Hall
out of office. Clarion and Forest are
(lined with Warren and Venango, while
Elk is placed with Clearfield, making a
safely Republican district, at least it is
not at all likely that Elk's Democratic
majority can cope with the hfavy Repub
lican majority which Clearfield bas been
in the babil ol giving of late years, Tbe
placing of Forest with Venango and
Warren makes a much more oongenial
arrangement than bas prevailed for tbe
past 32 years, and will be very agreeable
to our county Republicans.
An exchange truthfully remarks
The newspaper is for everyone, and hence
must publish something lor everybody.
If you see something that Is of little in
terest to you, remember that there are
others, and that the entire paper is not
printed especially for you. The very
thing that Is dull and uninteresting to
you may bo the best thing in the paper
for some other reader, and other readers
have just as good a right to be pleased as
you have. There are whole pages in tbe
daily papers that are of no interest to us,
but tbey are to others. A paper which
contained nothing but suub matter as
would interest any one of us would have
a limited number of rentiers. There are
many people of many minds, and the
paper should have something fur all of
them.
Mr. Sibley Wou't Leave Franklin.
General Charles Miller eu Saturday
stated that he knew nothing of the report
that Hon, Joseph C Sibley bad made
largo investments' in Florida and would
take up his residence there. He said,
however, tht he was aware that Mr. Sib
lev had bought a winter home in that
state. The Congressman bas said uoth
ing to General M iller that would lead bim
to believe that he intended giving up bis
home here. Tbe reason Mr. Sibley has
not spent more of his time in Frank lin is
that he bas a summer home on Luke
Champlain, while bis duties as Congress
man have kept bim in Washington a
great deal of the time in the winter.
Both Mr. Sibley and General Miller
believe in the possibilities of the south,
and Col. lluidekoper, of Washington,
and General Miller purchased a very
large estate iu Florida several years ago,
They have sold much of their property,
hut still have in their possession a very
large acreage of the finest land In tbe
south, capable of producing corn and all
varieties in cereals, as well as oranges
and lemons. There is a verv beautiful
home situated on this plantation, con
tuinlng 21 bedrooms, large parlor, dining
room and other rooms to make it pleas
ant. Mr. Sibley and General Miller own
many interests and they are planning
for others in the south. Mr. Sibley and
General Miller do not contemplate giving
up their business interests in Franklin,
iu which 'hey have been engaged foi so
many years; in fact, they are planning
this business to the whole world, and
they have been successful thus far.
Miller Sibley disposed of all their oil
producing farms some time ago because'
they felt it was out of their line of busi
ness, ami because tlwy received a very
good offer for the same. Franklin News.
Countess Da Castellane Absolutely De
clined to Resume Relations With
Her Husband.
Paris, Feb. 6. Countess Bonl Do
Castellane (formerly Anna Gould) en
tered a plea for divorce yesterday.
Representatives of the countess and
count appeared before Judge Henry
Dltte of the court of first Instance,
who, la conformity with the French
law, endeavored to arrange a reconcilia
tion before allowing a definite suit to
proceed.
It is said on unquestionable author
ity that Judge Dltte's efforts were not
successful, tbe countess absolutely de
clining to resume her relations with
her husband, and that after repeated
but vain attempts by Count Castel
lane's advisers to arrange a settlement
the representatives of the count and
countess left the court and that the
suit will proceed.
Another judicial effort at reconcilia
tion will almost certainly be made be
fore tbe suit comes to trial in the or
dinary course.
No decision has been reached rela
tive to the eventual custody of the
children of the count and countess, but
they, being under age, will for the
present naturally remain In the care
of their mother. Friends of the Couut
and Countess De Castellane express
little hope that any adjustment of
their differences will be brought
about, but as divorce proceedings un
der the French law are very lengthy
new developments may occur before
the case comes up for trial. A decree
cannot be pronounced under from
three to six months.

Greene and Gaynor Trial. .
Savannah, Ga Feb. 6. The trial of
Greene and Gaynor in the federal court
on the charge of conspiracy to de
fraud the government was taken up
largely with presentation of oral tes
timony, though after the examination
of A. F. McCauley of Savannah, the
evidence again reverted to documents,
many of which were submitted. Mr.
McCauley's testimony related to pro
posals on contracts issued under the
supervision of former Captain O. M.
Carter, such proposals, according to
the government's counsel, having been
but blinds, Greene and Gaynor having
really been behind them. Mr. Mc
Cauley, however, was shown to have
been innocent of any collusion. Col
onel John Tweedale, U. S. A. (retired),
and J. W. O. Sterley, chief clerk in the
office of the United States engineer at
Savannah, were the other witnesses.
