Ix the Senate at Harrisbnrg Monday Mr. White, of Beaver, Introduced a uni form primary election bill to carry out the governor's idea in bis call. The bill provides for the holding of uniform pri maries by the Republican and Democratic parties on the second Tuesdays of Jan uary and June of each year. The primaries- are to be held at the usual polling places between the hours of 7 a. in. and 7 p. m under the direction of officers in charge of the general election. The announcement of Mr. Sibley's withdrawal from any future contests for Congressional honors bas opened the field for many aspiring statesmen who would not be averse to taking the place thus vacated. Capt. H. H. Cummings, of Tldioute, is the fljst to enter the arena from Warren county, having already put forth his announcement in the papers of his county, and the probabilities are that Attorney William E. Kite and ex-Sena toro. U.Allen will take a shy at the ruuuing. Major Alex. McDowell and ex-Judge Miller of Mercer are also among the "mentioned." In all human probability we shall have no dearth of candidates when the ball opens, And why should we with such a surfeit of excellent timber on hand? In this connection, the Franklin News of Mon day says: "The friends of O. D. Bleak ley are putting him to the front as a can didate for Congress, to succeed Han. Jo seph C. Sibley. It Is the contention of Major Brown, secretary of internal affairs, says the Kane Republican, that the exacting of deposit on mileage books Incorporates elements of banking business into rail way management beyond, the charte: powers of carrying companies. This view of the subject follows the custom of the railroad companies in designating the excess charges as a "deposit." The fact is, however, that the company selling tho book charges thirty dollars fur it. allow ing a rebate of ten dollars on complying with specified conditions. It may be that now, since the railroads have discovered the clause in the state constitution forbidding the issuing of free passe, the legislature may be pre vailed upon to take up the equally Im portant provision axainst discrimination and rebates. For more than thirty years both clauses have stood in the organic Jaw without adequate legislative enact ments to enforce them; during the pres ent agitation of the subject popular sen timent should becotueBufflciemly defined to stimulate action by the legislature to be chosen at the next general election. Hon. Joseph C. Sibley Announces His Determination to Retire at the End of His Present Term in Congress. To My Frirndt and Constituent: It was, I think, the younger Pliny, who said that the young man owed service to his fellowmen and his country, but that the old man owed service to himself. More than one-fifth of my life bas been given to political service. Every ambi tion of a political character bas been more than satisfied, and It is my desire on the completion of my present term to be re lieved from further service. To the best of my ability I have served yoo in publio life with fidelity and seal, without at any time permitting one ael fish desire or personal advantage to in fluencemeon any question confronting me in the discbarge of my public duties. In the review of my pnblio actions I can not recall having bit an unfair blow po litically; and hsve never knowingly broken my word or faith with my con stituency, or with any oneol tbem with possibly a single exception wherein it seemed to me I as Justified in so doing. During my term of service I have been constant In my attendance at the sessions of congress, and up to December last re call no day that I have been absent from tbe sessions of the bouse if able to be out of bed; and never at any time have neg lected the interest of any constituent, no matttr what might be bis political affilia tion, or bow poor and obscure he or she might be. True, ibis was only dnty. But bad it not been a doty, the love and confidence so generously bestowed by tbe good people of all political parties during so many bard tights in tbe political areoa, have been so appreciated by me tbat it bas always seemed tbat tbe best services I bad In my power to render was too slight an expression of my appreciation of your loyal love and support. As your representative In congress it as never fallen to my lot to do any great thing, but the opportunity has beeu given me to do msny good things. There Is one class of people whose interests I bave been able to serve; at least no opportu nity for the betterment of their condition has ever been neglected by me; and that class is made up of tbe noble manhood and womanhood of our natlou who reside on American farms. I have believed for years, and still believe tbat they are tbe great conservators of tbe nation; tbe moral balance wheel which affords tbe surest guarantee of the permanency of our forms of government, and tbat their cnltivated moral sense generally arrives at a just if not an absolutely accurate conception of the genus of onr higher civilization. On all public questions I bave attempt ed to apply tbe one single rule, and that the "Rule of Kigbt;" and at no time bave allowed my partisanship to blindly galde me. While I recognize that as your repre sentative I have made mistakes, no vote bas ever been cast by me except in ac cordance with my most enlightened con ceptions foi the welfare of my constit uents and my country. But whether my position was right or wrong, both friend and foe in an have known where to find me, for I bave never at any period of my life been on both sides of any given ques tion, nor bave I ever dodged one vote since entering congress. This course baa, I believe, won for me tbe re-pect of my fellow members, which will be val ued so long as I live. I never anticipate again being a candi date for any political position, and shall join with you In tbe desire that my suc cessor will be one who will try as unsel fishly and loyally as I bave done to serve your interests, and be clothed with a greater measure of ability in doing so.
