Practically the war between Russia and Japan is at an end and there will be no more fighting. At the peace conference, at Portsmouth yesterday, complete accord was arrived at on all questions and it was decided to proceed to the elaboration of a treaty of peace. The Japanese yielded practically every thing and abandoned their demands not only for indemnity, but for the repur chase of the northern half of Sakhalin, Russia at the same time agreeing to divi sion of the island. President Roosevelt is again the world's great ideal ruler. Attend to the matter of your registra tion if you want to vote this fall. Sept. 7th la the last day. Col. Bryax will go to the Orient in stead of to Europe. This will cause the earth to tip the other way. No Republican should neglect to be registered. See lhat your name is 011 the list before Sept. 7th. President Roosevelt has never failed to make good In an emergency, and it would be discourteous in the Russians and Japanese not to agree upon some thing. An eminent German chemist who re cently traveled in the United States ex pressed bis astonishment that so much bad whiskey was permitted to be sold in this country. He took samples and made many analyses, aid said that in many t'sst he "found fusil oil, almond oil, and wood alcohol, poisons that once entering the human system could never be ex tracted, and which would go down the generations making weaklings." By all means let us bavo good whiskey, or else whiskey that is bad enough to kill before reaching the second generation. Punxy Spirit. President Kooslvklt's order that Wilkes-Bar re shall have the full benefit of Its compound name in the post office and other government departments, In stead of having the rather meaningless reference of Wilkesbarre, will cause un bounded joy in that good old town. The name was adopted In honor of two mem bers of the English Parliament, who were friends of this country when friends were needed, and the ordinary way of using the names destroyed the purpose and mean ing. Officially recognized by the na tional government as Wilkes-Barre, that style will obtain everywhere. The percentage of American-born children to the general population of this country has materially decreased since the time of the civil war The figures of a census bulletin on the subject, based upon comparison of the eighth with the twelfth census, disclose a startling falling off in child propagation among Ameri cans. In 18K) the number of children under five years of age to one thousand of women between the ages of fifteen and forty-five, was six hundred and thirty four. In 1000 it was only four hundred and seventy-four. In other word", the proportion of children to potontial moth ers In 1900 was only three-fourths as large as In 1800. The author of the bulletin does not seek to give any reason for this peculiar state of affairs, as universal ex planation is not possible. The explana tion that Is true for the north and east does not appear to bold for the south aud the west. The theory that race suicide in the cities is caused by the hurrying, busy life that la led by the citizens does not harmonize with the conditions that exist in the north, central and western states. Thk County Commissioners' conven tion in session at Erie, decided that the next Legislature shall be asked to pro vide for taxing public utilities for the benefit of the counties. It was argued that much property has been purchased by these corporations, which previous to their acquisition of it paid taxes to the local treasuries, but alterward did not as the corporations themselves are taxed by the State. "This brings up the old ques tion which has been for many years agi tated by farmers' organizations. If what is proposed is to be accomplished it will involve a revision of the whole system of taxing corporations, and might com pel a considerable reduction in the amount of money now regularly voted out of the State treasury for local benefits ol one sort or auothor," cautiously ob serves the Philadelphia Press. But the Press being just now engaged In the hor culean task of reforming the municipality of Brotherly Love, couldn't be expected to waste much time in the endorsement of any plan that has for its object the curbing of the greed of corporations aud coin polling them to disgorge a portion of llielr immense proits for the benefit of the less favored taxpayer. The editor of the Altoona Morning Tribunp, In commenting upon tne Demorrnry's program, anions; othor thlngR. says: "They hepe o elect their candidate for state treasurer this year, and by means of the enthusiasm thus creatid to open the way for a vigorous cam paign for the election of a Democratic governor and a lot of Democratic con gressmen. Yet, In spite of their vague talk, there Is nothing about the ad ministration of the state government which they could better. Eery de partment is being vigorously and care fully administered in the public inter est by honest men. The state treasury is open always to the inspection of the citizens of the state, and even the Pharisee whom the Democrats have nominated for state treasurer did not dare bring an accusation against the present incumbent. "There Is not a human being, friend or foe, who knows J. Lee Plummer who does not know that the money of the state would be sacredly guarded while In his custody. His entire life has been spent In this county, and the only charge bis worst enemies can bring agalnct him is that he Is a stal wart Republican and that all bis life he has snnported Republican meas ures and voted' for Republican candi dates. He believes In the Republican party and he has adhered to it with all the enthusiasm of a patriotic na ture from his boyhood up. It Is pre posterous, therefore, to suppose that the Republican rank and file will vote for Mr Plummer's Democratic oppon ent because the situation Is not what It ought to be in Philadelphia or be cause the Democrats, making a virtue of political chicanery, have nominated the Republican candidate for justice of the supreme court for the same office. "Judge Stewart need not flatter his soul that his pre-eminent ability a jurist, his stainless character as man, or his reputation for political Inde pendence, moved Mr. Guffey to the action which he prompted his conven tion to take. Oh, no; it was simply the desperate hope that this bit of down right demagoguery might bring some Independent Republicans Into the Democratic camp and thus swell the vote of Berry. In view of the general efficiency of our state government and of the Republican purpose to grant everythlne desired by a majority of the people, we Act not think Mr. Grif fey's scheme will work out into a brilliant success." Upon motions of attorneys and rule by sheriff, interpleaders were formed to try the rights of property in the case of Gug genheim Bros. vs. Geo. P, Frey, Also in case of Falkinburg vs. J. N. Gerow, an interpleader issue was formed. The case of Lanson vs. McKinley was continued for a hearing at chambers until the i'th day of September, the attorneys intimating that there was some prospect of a settlement in the meantime. A statement of distribution in the mat ter of tho G. G. Sickles estate and a peti tion for the discharge of S. D. Irwin, Master, was presented, which account ws confirmed and petitioner discharged. The Court discharged S. J. Setlev on bis own request as collector ol taxes of TUiuesia Boro for 11)05, on account of poor health, and later Win. II. Hood was ap pointed, and filed his boud to the satis faction of the Court. There is a vacancy in the office of col lector In Howe township, which will be supplied by the Court at Its next meeting. J. E. Chidester, guardian of the minor children of M. V. Patterson, deceased, was granted the power to lease to S. R. Croasmun for oil and gas purposes, 210 acres of land In Barnett township. Widow's exemptions were confirmed in the estates ol S. J. Wolcott, deceased, and David Zuck, deceased. The Court gave notice that the bonds of foreign security companies would uot be accepted in the future in granting liquor licenses. A petition of Kingsley township citizens was presented asking for a view for a county bridge over Tlonesta creek at Kellettville. D. W. Clark, of the bor ough, was appointed artist, and J. J. Parsons and K. A. Yetter, ol Marienyille, viewers. E. H. Beshliu, of Warren, and W. J. Breene, of Oil City, were among the out side attorneys in attendance. KF.CEST DEATHS. ADAMS. Robert Adams, aged 85 years, died at bis home at Henry's Bend at 0 o'clock on Wednesday afternoon of last week from paralysis. The deceased had been a resi dent of that place since the early 60s and bad a wide circle of friends among the early oil and rivermen. By occupation, be was a farmer, and bis hospitable home was always open to visitors from the sur rounding neighborhood. His wife died about six months ago. Up to that time he was remarkably robust and free from sickness, his age considered, but with her death all ambition, seemed to be gone, and be was never a well man from that time until bis death. Two weeks ago bis daughter, Mrs. Roberts, died, leaving IS children. Returning from her funeral, bo was overcome by shock and grief, and was seized with the stroke of paralysis that caused bis death. He is survived by seven children, among whom U Mrs. J. W. McCrea, of Tionesta. The funeral services were held at the family residence Friday morning aud the body vas taken to Oil City where the interment in Grove Hill cemetery took place. noble. Mrs. Rachel Noble, of this place, whose death occurred at New Castle, Pa., on JVeduesday, Aug. 23d, 1005, was a life long resident of Tionesta and vicinity, having migrated from Butler county, Pa., about the year 1S49, and we might say waa one of the early settlers of this section, when the town was yet in its Infancy. She was married to John No ble in 1650, who died in the fall of 1801. Mrs. Noble is survived by two daugh ters and one son: John W., who resides In Tionesta; Maty, who is the wife of Frank Swineford, and who resides in New Castle, Pa., and Mrs. Stella Cromer, of California. Two daughters are de ceased: Anna, who was tbe wife of John Nellis, now deceased, and Susan, who died in infancy. Mrs. Noble was the second daughter of John and Anna Crawford Johnston, loug since deceased. She was born May 8, 1830, and at her death was aged 75 years, 3 months and 15 days. Four brothers and one sister survive ber. The remains were bought to Tionosta and laid to rest in Riverside cemetery. She was consist ent member of tbe Free Methodist church of this place, having united therewith some twenty-odd years ago, under tbe ministration of the Rev. Jerry Barnhart. Rev. R. A. Zahniser, pastor of the F. M. church of tide placo, conducted the fun eral services at the church on Fr day afternoon, a large concourse of friends attending the obsequies. Among the rel atives fiom a diktance who w re here to attend the funeral were, Mrs. Mary 8wlneford, of New Castle, Mr. and Mrs. T. B. Lewis and children, of Franklin, Mr, and Mrs. A. H.
