Debate on Senator Carmack's Resolu tion Directing an Investigation. Washington, March 29. The senate for three hours discussed the recent order of the pension bureau making old age an evidence of disability, and then passed the District of Columbia appropriation bill. The discussion of the pension order was based on the resolution offered some days ago by Mr. Carmack direct ing the committee on Judiciary to In quire into the authority a', the execu tive branch of the government for making such an order. Mr. Carmack contended that no a;h authority exists, but several Republl tin senators argued the order was In line with the regulation issued by Judge Loohren, commissioner of pen sions under Mr. Cleveland, fixing 65 years of age as an evidence of Infirm ity. They also declared that the new or der would have only the effect of af fording prima facie evidence of dis ability and not that of giving a pen sion solely because the age of C2 years had been reached by the pension ap plicant. Mr. Carmack later admitted that the first step taken fixing old age as evidence of disability had been tak en by Mr. Cleveland. The sundry civil bill was before the house but debate took a wide range. Mr. Gillett devoted considerable time to answering some of the statements recently made on the floor by Mr. Spigot regarding the race question. As the result of the tobacco trust, Mr. Trimble said, the negro waa in a worse fix than when he was a slave, because then his master fed and clothed him and cared for him In sick ness, but today the tobacco trust had forced on him half rations and let him go hungry and half naked and had no compassion for him.
