PROVISIONAL RESOLUTIONS. An Appeal Will Be Made to National Civic Federation. Shamokin, Pa., Jlarch 25. The reso lution presented at Sunday's session of the convention of the United Mino Workers' cf American by the special co nmlttee appointed on Saturday con tained a provisional strike declaration and was unanimously adopted. After Its adoption President Mitchell i made a statement explanatory of the resolution. It recites the grievances of anthracite mine workers; calls at tention to the wage scale unanimously adopted by the convention, the main features of which are: A shorter work day and uniform Increase in wages, declares mino workers cannot con tinue at work during the coming year, under the present low wages and In definite conditions of employment, and provides for a general suspension of work to take effect upon a date to be designated by the executive boards of districts 1, 7 and . It provides, however, that before re sorting to a strike an appeal be made, to the executive committee of the in dustrial department of the National Civic Federation. Should this action fail prior to April 1 and after that date negotiations are still pending, all an thracite mine workers, except those necessary to keep the mines in re pair, are to remain away from the mines, on Tuesdays, Thursdays and Satunlavs of each week. Commenting on the action of the convention President Mitchell said: 'I am free to confess a strike is immi nent."
