SCHENECTADY, X. Y., April 23.--Tlie
Mohawk river, which overflowed its
banks Sunday night, yesterday reached
the highest print it has touched in five

the life of her 4-yciir-oid lmy, Mrs. Ira
Willitts of Near Lurry's ("reek, heroi"
nlly fought a mini dug with a club until
she fainted.
The two were in their front yard Fri-
duy when 11 large hound, frothing at the
month, run in from the mud mid attack
ing dog ami four pups, belonging to the
Willitts ami killed them all. It then
turned upon Mrs. Willitts and the child.
Seizing a club which was lying near the
woman jumped in front of her little one
and wilh all the strength she could mus
ter showered blow nfter blow upon the
benst. For a few minutes neither
ccmcd to have the advantage, but filial
ly the brute wns fought backward step
by step to a wooibheil, where lie was
Imprisoned. Mis. Willitts then fainted
from exhaustion and in that condition
was found shortly afterward by her hus
band. The dog was killed.

ple, made public last evening:
"I believe I am not in error ill presum
ing thut the unhappy fate to which mv
adverse fortune has ltd ine is not u sur
prise to those who have been familiar
wUh the progress of the war. The les
sons taught with n full meaning, and
which have reccn'.ly come to my knowl
edge, suggest with ii resistible force thut
a complete termination of hostilities and
lasting peace nre not only desirable, but
absolutely essential to the welfare of the
Philippine islands.
"The Filipinos have never been dis
mayed nt their weakness, nor faltered
in following the path pnintud out by their
fortitude and courage. The time has
come, however, in which they find their
advance along this path to he impeded
by nn irresistible fore", which, while it
restrains them, yet enlightens their minds
and opens to them another course, pre
senting them the cause of pence. This
cause has been joyfully embraced by the
majority of my fellow countrymen who
have ulreudy united atoiind the glorious
sovereign banner of the I'nited States.
In this banner they repose their trust
and believe Hint under its protection the
Filipino people will attain nil those
promised liberties which they nre
