Forostry Cammissioner Rothrock has received word that the opinion of Judgo Liudsey, of the Warren county court, iu declaring unconstitutional the act of March 30th, making constables ex officio fire wardens for the extinction of forest fires, for the reason that the title did not state bow those who are called out to suppress forest fires are to be re- numerated, has in part been leversed by the opinion of Judge Rice, of tho Super ior court. Judge Lindsey, however, is sustained by the higher court in ruling that when a man is employed by a laud owner to protect property against forest fires that neither the owner uor the labor er can justly claim compensation from the state or county. The hurricane which swept overjour now possesssions of Porto Rico, destroying the homes and property of the inhabitants, called forth the Instant sympathy of the people of the United States, who were swift to respond with generous aid to the sufferers. While the Insurrection still continues in the island of Luzon, busiuess is resuming its activ ity, and confidence In the good purposes of tho United States is being rapidly es tablished througout the archipelago.
