regiments raised in the far west would

There will be no encampment of the
national guard this year. The new law
provides for an encampment next year
and Adjutant General Stewart says it will

The Republicans of McKean county
have endorsed Judgo Thomas A. Morri
son as their favorite for Supreme Couit
Judge, nnd will urge his claims with vig
or before the ensuing State convention,
which will be held in August. Ho Is an
able jurist and should the nomination go
to him the party would have a strong
candidate.
Over in Clarion county last Saturday
the Democratic county committee elected
delegates to the State convention op
posed to Gufl'oy, the present "boss"of the
Democratic party of tho State, who cuts
his hair long, wears a Buffalo Bill hat
.id has lots of money. Clarion was Guf
foy's former home, and it was thought
ho'd have no trouble in gobbling up the
whole thing easily.
Each month tho treasury publishes a
report ol tho money in circulation and an
estimate of the national population. On
May 1, according to this authority, there
were 75,875, 000 people in tho United States,
an increased 138,000 for April,andof5,
000 for the four months of the calendar
year. Counting now possessions, the
census of next year will bo in the neigh
borhood of &",000,li00.
The Democrats at St. Louis failed to
agree on a policy for the coming Presi
dential campaign. They probably prefer
to wait until the Republicans have desig
nated a policy, after which, in true Dem
ocratic style, they will take what is left.

ocrats is, they never know exactly where
they are at until the Republicans set the
pace, and then they get themselves In the
attitude of the breeching of a harness, and
do as much holding back as possible.

Hon. John Q. Stewakt, deputy Supt.
of Public Instruction, does not take the
ordinary gloomy view af tho reduction of
tho school appropriation by the Govern
or. He insists that tho School Board that
reduces the salaries of the teachers, or in
any way modifies the school facilities
during the next year, will have absolute
ly no excuse. He says, on the contrary,
that they should provide all tho facilities
possiblo and inako such liberal provision
In tlio way of compensation as to secure
the best teaching talent. Mr. Stewart,
discussing tho proposition that many
school districts do not levy any school
tax whatever, says that this is true with
respect to only three or four districts in
the Slate.
Some of the experts are figuring out a
small wheat crop for the United States
and a large ono for Europe. Under this
condition of tilings there would be a
heavy falling off in exports next fall and
winlor.and t..e favorable balance of trade,
which has been largo recently to an un
paralleled degree, would decline to near
the vanishing point, or it might disap
pear altogether. The balance has declined
indeed in the past month, and a further
shrinkage is probublo. No reasonable
person supiosd tho margin of a few
mouths ago could bo kept up long. It is
a little too early, however, to do any fig
uring on the wheat crop which will be
worth mi eh. There is a chance that tho
spring wheat may make up lor tho loss
which is apparent in tho winter product.
Then, again, Europe is a long way from
the harvest time, and many things can
happen before its crop is gathered. Six
or eight weeks hence the world will
know a good deal more about the wheat
conditions in the United States and
Europe than it does to-day.

Judge. The Judge has a host of friends,
not onlv in the western end. but throuch-
oul the entire Stato, who would be
pleased with his nomination, and h
would command a big vote. That he
would very ably fill the exalted position
goes without saying.
The Comities Still Votinjr.
Isn't it about time that tho Flinn-Mar
tin insurgents were electing a few dele
gates to tho Stato Convention T They
held up tho Legislature for nearly four
months, they blocked legislation, they
made it necessary for tho Governor to re
duce tho publio school appropriations
and they Hooded tho Stato almost daily
with proclamations and declarations and
interviews claiming that they represent
ed the people.
A little singular, is it not, that tho poo
pie are not rushing to their support? We
wonder how they account for the fact that
up to date they have not carried a single
primary election, and by the vote of the
Republicans in the counties havo not
elected a single delegate. Cumberland
county has just been added to tho anti
iustirgent list. Adams has fallen into
line and Northumberland by resolution
has endorsed tho action ot its legislative
representatives in upholding majority
rule. Wherover a contest has been mado
the Flinn bolters have been repulsed and
repudiated.
Wo should think that these insurgents
would begin to understand by this time
that they are regarded with suspicion by
tho Republicans of Pennsylvania. With
no support in the State, with Martin
thrashed out in Philadelphia, what a
beautifully lonely time Flinn will have
all by himself at the coming State Con
vention. rhila. Inquirer.
Count)' Prisoners to Work.
Tho act passed by the recent legislature
providing for tho employment of male
persons confined in the work houses and
jails is an important one.
The act provides that such prisoners
shall work eight hours each day, except
Sundays and holidays. No motive what
ever shall be used. The prisoners are in
charge of a prison board, constituted by
the judge, sheriff and county commiss
ioners, who have full power and author
ity. The work to be done shall be classi
fied and mapped out by the prison board.
This board has the authority to "require
and compel" prisoners to work on the
highways, preference given to the roads
leading to the county seat. In order that
the work may bo equitably distributed,
no more than five miles shall be com
pleated on my road until a like mileage
has been completed on each and every
road leading to the county seat. The
moneys received from this source is to
go to tho maintenance ai-eount of such
prison or jail. The prison board has
tho power to purchase tho nec
essary tools to carry on the work.
The sdieriffhas tho authority to employ
deputies to superintend any work and to
guard the prisoners, thn pay of such dep
uties not to exceed J2 per day. In case
any of the prisoners escape they shall, if
caught, be treated as though they had es
caped from the jail or workhouse.
County Sabbath School Convention.
The fourth annu 1 convention of the
Forest County Sabbath School Associa
tion will te held In the M. E. church.
West Hickory, Monday and Tuesday,
June 2fi, and 17, 1SW. Each Sabbath
School in the county is entitled to bo rep
resented by the Pastor, Superintendent
and two delegates. Tho following per
sons are committee on entertainment:
Mrs. Turner, Mrs. Orion Siggins, Miss
Frances Siggins, Mrs. Bryan and Mrs. J.
G. Carson, West Hickory, Pa. Pastors,
Superintendents, delegates and others in
terested in Sabbath School work, who in
tend being present will please notify one
ot the above committee on or before June
21st. Ten minute papers on appropriate
subjects are invited from representatives
of Sabbath Schools, Persons desiring to
read such papers will please send their
name and title of paper to T. F. Kitchey,
Esq., Tionesta, Pa., by Jnne 10th.
The following committee will be on
hand to receive delegates and visitors at
the convention : Miss June Siggins, Miss
Nellie Turner, Miss Josephine Carson.
Rev. Chas. Roads, D. D., Gen. Secy.,
Mrs. J. W. Barnes, Supt. Primary Work,
and Rev. J. C. McDonald, District Presi
dent, will be present both days. Super
intendents are earnestly requested to
give notice of this convention and urge
delegates to be present. Everything will
be done to make visitors welcome and
interested in Sunday School work.
