Dewey's log of'the war wiil be in
terei'ting. It furnish 'd the prologue
and the epilogue of the wiolo busi
ness. Tins will be kuowu in American
history as the year of islands. The
Philippines alone add 1,200 to our
national atlas.
In seven months of the present
year foreign exports have exceeded
imports by $317,132,801. Such an
exhibit with a war on hand nuld be
impossible in any other country.
Even though peace is at hand, the
war taxes will continue to run for
some time. Hut when an American
licks a stamp he is reminded that it
repreeents n scries of splendid vic
tories and some valuable new terri
tory. Hon. Jo-F.rn II. Choate applies
a sound principle of law to the Span-Uli-Arueri
an question when he de
clares that "the beaten party rnns
pay ihe costs." On this theory, the
battle n' Manila will bo au expense
to Spain of about 2,000 islands.
The big peace commission will
hive five members on a side, but
each nation will have inly a single
vote on any of the points at issue.
This will lay the foundation for
momentous game of draw, in w'.icb
eveut American interests are not
likely to suffer.

a paper published in New York city,
on United States Senator Quay, is
probably without a parallel in the
history of ilemagoguism. The vilest
paper published in th s country
would blush at such conduct, and yet
this mural paper gives space to a per
sooal -.Hack that cannot but help
strengthen this gent, tman in his can
vass. If the cause of Dr. Swallow has
no merit in itself it can never be ad
vauced by vituperation and raalace.

In several very important respects
Dewey resemble- Grant. He is or
iginal and audacious. Nob dy ever
heard him grumbling about any inad
equacy ol means at his command or
the character ol the task to which be
was assigned. He does bis work
promptly and cheerfully with the
forces at his disposal. He does it so
thoroughly that it will never have to
bo done over again by hitn or any
bo 'v else. Dewey will, in history,
have the primary among the fighters
of the Spanish war whicb Grant had
among those of the war of secession.
The contest for second and third
place amon the great personalities
of the war of 1598 may be keen, but
the first placo belongs to Dewey.
The Madrid papers' opposition to
the surrender of any of the Philip
pioes to the United States except
Manila and its vicinity was expected
I ut it will not avail. At the present
tin e all of the Island of Luzon, which
was almost half ol the area and in
habitants of the entire Philippirfe
group of isliiuds, is virtually in our
hands, ni,d it will never be given up.
The rest of th inlands will keep it
company. V'iih Luzon American
tenilnry the oiher islands would be
of no use to Spain, and she is not
likely to try very Imrd to hold them..
She would doubtless like to sell them
to some ether nation, but the United
States will pre vent this. The work
of our commissioners in the Phil
ippine matter will be cut out for
them by thj peoplo before they leave
Fr.u.te. They moot aud will get the
whole of the Philippines. St. Louis

Premier Sagasta is endeavoring
to throw dsfficultit-s in the way of (he
peace commissioners. The interest
which Spain will have in Cuba aftet
the pending settlement is reached
will he nroral only. Spain's flag,
whicii is down throughout the entire
Island of Luzon by this time, will
never e ra'sed anywhere in that isl
and again. Her flag will soon be
lowered in the remainder of he Phil
ippines, and lowered forever. The
Premier's illadvised talk, if it has
any influence at home at all, merely
raises hopes which are sure to be dis
appointed. The case before the peace
commissioners will be exceeding!'
simple. America is master ol the
situation in the Pacific as in the Gulf
of Mexico, and will dictate the terms
on which the settlement it 'o be
based.

Krupp is building five centimeters
(two inch) paper field guns for the Ger

single soldier can easily carry one, whHe
the resistance of the paper is greater than
that of steel of the samo calibre.
Several hundred applications for pen
sions have been filed at the Pension Bu
reau in Washington by claimants for dis
abilities incurred during the present war,
including tbo claims of widows of de

ents. From New York comes a fashion Item
that the garterlcss stocking is the latest
thing in the way of hosiery. It is made
with eyelot holes on either sido, which
are crossed and laced like a shoo. The
stockings keep np admirably and the for
tunate ones who have seen them say
they are pretty to look at.
A Washington special says that the
promotion of Col. Willis J. Hulings to be
Brigadier General, and that of Col. A. L.

Havana experienced the blessings of
peace very soon after the protocol was
signed. The poople of the city wore
wretchedly hungry. Within a day or two
a freighter sailed from New York for Ha

fresh vegetables and 4,000 chickens. An
other tood and passenger-laden ship also
sailed for the same port with abundance
of material (or square meals.
Tho Commissioner of Internal Revenue
has decided that all judgment notes must
have an extra 25-cent stamp to cover the
power of attorney and judgment clause,
and a 25-cent stamp for each assignment
on tho back of the note containing the
power of attorney. This is in addition to
the 2 cents per hundred. Users of notes
will do well to make memorandum of
this decision.
Few people know that the flag of the
United States is older than those of the
other great nations, says the New York
Tribune. The Union Jack, the present
Rritish emblem, dates from 1801. The
French tricolor was adapted in 1793, and
the German and Italian banners are no
older than the existing administration of
those countries. The Spanish flag was
first established in 1785. On June 14, 1777,
the Continential Congress passed its
memorable resolution that the flag of the
United States be 13 stripes alternate red
and white, and that the Union bo 13
stars, white In a blue field, representing
a new constellation. It was afterward
decided to add a new stair for every new
State admitted to the Union, but this was
the only change that has been made from
the form adopted by those men who were
prominent in establishing tho govern
ment. Mr. John Steele, of Nebraska, famil
iarly known in this state as "Coal Oil
Johnnie," is visiting the scpnes of his
former fame in Venango county. Ho
says all the stories regarding his im
mense wealth, attained from oil, and the
freo disHipation of his fortunes aro with
out foundation. That his total income in
the earlier days of oil's boom was a roy
alty in the McCIintock farm production.
Mrs. McCIintock, its owner, had saved
$00,000 from the royalty, aud she left it to
him. He invested the money in a busi
ness block in Meadville, leaving a bal
ance unpaid. Oil then dropped from $4
a barrel to 50 cents, he was unable to
meet his obligations and turned the
property over to other parties at a great
Iosh. Mr. Steele says he was only 19
years old when all the sensational stories
wore written about him, and he was a
little lavish with his nionoy, as a boy
would naturally be.

Letter From (Jeorgc Birtcll.
Porto Rico, Aug. 7th, MW.
My Dear tlothcr .-
Ihavetimoto writo to-day, so 1 wiil
try and lot you know that I am vory
well. We have had tho finest kind of
weather ever since we camo here. It i
vory hot when there is no breeze, but
there is a nice breeze most all the time,
and tho nights are very Hire and cool.
Thoro has been very little rain bore since
we came. The scenery here Is the finest
I ever saw j wo can ace the oi en away oft'
in the distance and the moniliasis aro
beautiful, and there la a deep osnon just
back of our camp, and there are some of
the finest large trees I ever saw. They
are draped with Spanish moss that bangs
down two or throe feet, aud they remind
me of an old cray-haired man. I wish
you could sco them. Somo of the trees
have very beautiful flowers on them.
There are cactus here as largo as trees,
and there are hedges of cactus that noth
ing can go through without cutting a way
through. The roads thai wo have come
over are the best I evor was on. We Bre
tho advance regiment; we have come
sixteen miles from Ponce, the placo we
landed. We havo boon driving tho en
emy back, and they stay about thrco
miles ahead of us. They are in a forti
fied town now, so wo are wailing for our
artilery bofore wo advance on them. We
havo a report in camp to-day that the
warisover, but I don't know whether
it is truo or not. We aro getting new re
peating rifles to-day, so It don't look as
if we were going to quit just yet. I will
be very glad when it Is over, for I am
getting very tired ol army life. There has
been vory little excitement here; you
would not think we were in a hostile
country. The natives that have anything
have been very kind to us, but most of
them are very poor. Wo don't know
what poor folks aro in our country; a
great many of them live in littlo straw
covored lit ts with boxes to sit on and
stones with holes cut in thorn tor stoves.
Most all of them rido horseback. The
rich folks have buggies or carriages, and
all the hauling is dono in two-wheeled ox
carts. They bind the yoke to the ox's
lorns aud drive him with a stick with a
sharp brad in the end of it. The reason
they use two-wheeled carls is they are
taxed $13 a wheel or each wheel a year.
This will be a fine place to live when
the United States has the running of it.
I think it is a healthy placo; none of us
havo been taken sick since we camo here.
Somo of tho boys ate some fruit when we
came here that made them sick for a
seort time. One of our boys died the day
after we left Charleston. It mado all of
us feel very sad for he was one of tho
best boys in our Co. We have only re
ceived one mail since wo came hore. I
got tho Vindicator in which I saw that
n;y dear littlo friend Jack Burl had died.
I was very sorry to hear it. He was the
brightest little follow I ever knew. )
suppose you have plenty of early apples,
I am nearly starved for some apples. I
have not had any this year. If I could
have them and the good water that you
have I would be vers' much pleased. The
water here is healthy enough but it is
very warm. We can't get any that is cool.
There are no poison reptiles or insects
here. I have not seen a snake or a toad
but there aro lots of l!7..ards. The only
familiar thing I seo or luar is the chirp
of the cricket and the evcr-bu.zing mos
quito, and they are here in large num
bers. I have been very buisy ever since
I came here. We have had a great deal
ot guard dutyo do and I have only had
my shoes off twice to sleep. Koine nights,
we had to sleep with loaded guns by our
side, I hope it will not bo much longor
beforo I will bo home. It is over threo
months since I camo away. I can't
think of anything more to writo this
tiino. I don't know when this will get
away, but you must writo olton. Just
address iny mail to Porto Pioo and I will
get it. Love to ail.
