SPAIN MUST QUIT OK FIGHT.
Congress Authorizes the President to
Begin at Once to Drive tiie Span,
lards Out of Cuba.
The resolutions passed by Congress
almost unanimously yesterday make
it plain that within the next few days
the United States will be firing on
Spain unless that government at once
quits the island of Cuba, and leaves
the people free and independent. Ibis
is the ultimatum which the President
will present to the Spanish govern
ment, giving it sufficient time to com
ply. If Spain withdraws and at the same
time makes proper reparation for the
Maine treachery then there will be
no war, otherwise the people of this
country may expect to hear that war
has actually begun.
Everything is in readiness to move
at an hour's notice. McKinley has
been through one war and is not the
kind 01 man to be caught napping.
The Spanish Minister, Polo y Ber
nabe, has ordered all Spanish Consuls
in the United States to prepare for
departure, taking with them all the
Spaoish subjects who desire to leave
the country.
Spaniards are fortifying the Cuban
coast.
After all-day and all-night sessions
both Houees of Congress agreed yes
terday morning upon the Davis Sen
ate resolution, without the Turpie
amendment reecogniziog the indepen
dence of the Republic of Cuba, but
declaring instead that the people of
Cuba uro free and independent.
The resolutions follow:
Whereas, The abhorrent conditions
which have existed for more than
three yearn in the island of Cuba, so
near our own borders, have shocked
the moral sense of the people of
the United States aod have been
a disgrace to Christian civiliza
tion, culminating, as they have,
in the destruction of a United States
battleship, with 2GG of its officers and
crew, while on a friendly visit in the
harbor of Havana, and cannot longer
be endured, as has been set forth by
the President of the United States in
his message to Congress of April 11,
1898, upon which the action of Con
gress was invited; therefore,
Resolved, By the Senate and House
of Representatives of the United
States of America iu Congress assem
bled, First That the people of tht island
of Cuba ure, and of right ought to be,
free and independent.
Second That it is the duty of the
United States to demand, and the
government of the United States
does hereby demand, that the
government of Spain at once relin
quish its authority and government
in the island of Cuba, and withdraw
its land and naval forces from Cuba
and Cuban waters.
Third That the President of the
United States be and he is hereby di
rected and empowered to use the en
tire land and naval forces of the
United States, and to call into the
actual service of the Uuited States
the militia of the several States to
such extent as may be necessary to
carry tuesa resolutions into etiect.
Fourth That the United States
hereby disclaims any disposition or
mtention to exercise sovereignty, jur
isdiction or control over said island
except for tbe pacification thereof,
and asserts its determination when
that is accomplisned to leave the gov
ernment and control of the island to
its people.
The President will sign the resolu
lion and his ultimatum at the time
before noon to-day. Spain's reply is
expected to be unfavorable, and an
immediate blockade of Cuban ports
will follow. It is thought not more
than 24 hours will be given Spain to
make up her mind what she will do,

Spirit hits off the John Wauamaker
campaign in this superior style:
John Wanamaker, who is now
campaigning this State for the Guber
natorial nomination, dearly stands at
tbe head of America's great mer
chants. In that field he has made a
complete success. He is easily the
boss. lie brooks no rival Rut his
ambitiou does not stop here. He
would like to be the leading politic
ian of the State also, and perhaps af
ter that of the Nation. He is a brainy
man, aod possesses courage and au
dacity. But his dreams of political
power are not likely to be realized,
because h misjudges 'men. In his
business as a merchant he has learned
to believo that men are influenced by
cupidity, that they are easily duped,
aud that the leading traits of human
character are peuuriousoess aud self-
interest. He is therefore prepared to
ofl'er rare bargains in honest states
manship, and great reduction in tax
es. He has the- shop keeper's trick
of belittling opposition, and impress
ing a customer with the idea that his
own intellectual dome is headquarters
for everything that is desirable in tbe
way of genuine, all wool reform.
We admire John Wanamaker, and
are proud that Pennsylvania has pro
duced the greatest merchant of the
century, a distinction that should cer
tainly bo great enough to satisfy any
roan whose talents run in that direc
tion. But Mr. Wanamaker misjudges
men. Stinginess is not the chief char
acteristic of Pennsylvanians. Tbey
do not admire hyperbole and self
iaudatiou. Tbey may applaud exag
geration and crimination, but in their
calmer moments they will resent it as
an attempt to trick them, and fool
them into perpetrating an injustice.
They waut straightforward maoliuess.
They will not knowingly assist one
man to build bis political fortunes up
on the ruins of another, whom be him
self is endeavoring to tear down. Tbey
distrust a man wbo professes undying
loyality to a party which hi is doing
his best to discredit. They would
rather be told of the good things their
party has accomplished than to be
told its leaders are robbers and cor
ruptionisls. Mr. Wanamaker tells his hearers
everywhere that an attempt was made
at the last session of tbe legislature to
reduce the school appropriation one
million dollars, and that tbe seventy-
six members who voted for him pre
vented it. If he really believes that,
he has beeu shamefully deceived.
Every man who knew anythingof the
plans and purposes of the majority
faction in this legislature, knows tbat
there never was, for a single mom
ent, any serious thought of cutting
the school appropriation one cent.
The minority faction, which was
straining every nerve to discredit and
disgrace those who did not vote for
Mr. Wanamaker for Senator, was
anxious that the legislature should
adjourn without providing the neces
sary revenues to pay the usual appro
priations. Knowing the unanimous
feeling of the members against any
reduction in the school appropriation,
tbe leaders of tbe majority faction
threatened to reduce the school ap
propriation one million dollars. Then
tbey said to the leaders of the minor
ity faction, "If you will vote for the
revenue bills, we will not reduce tbe
school appropriation. If you want
the schools to have $11,000,000, you
must help us to provide the revenues."
Tbe seventy six were thus thwarted
in their attempt to defeat necessary
revenue legislation, and the school
appropriation was left intact. If Mr,
Wanamaker does not kuow that, he
has made little effort to post himself,
and he should not attempt to convey
information about matters of which
be knows bo little.
This is but a sample of the whole
web of shoddy he is attempting to
palm off on the voters of this State as
a superior-brand of goods, aud it is
njt surprising that it does not meet
with a ready market.
We have no fault to find with Mr.
Wanamaker as a gentleman and a
man of remarkable talents and euer
gr, but we do not admire bis bargain
counter political methods.
The State Treasurer says that the
full amount of the school appropria
tion $5,500,000, has been paid for tbe
year 1897. This year's appropriation
I is not due until after Juue 1st.

The currency arguments of the
campaign of 1896 will need lonie re
vision, iu view of the fact that the
money iu the country has increased
1246,000,000 since the date of the
Chicago convention, an average of
oearly $12,000,000 per month.

The value of sheep in tbe United
States has increased $25,000,000 in
round numbers since the inauguration
of President McKinley, and is now
the highest since 1893, while the val
ues of other farm animals aud pro
ducts have also greatly increased.
A material increase in the price
of lumber in the case of war with
Spain is predicted, because of the
fact that the shipments of lumber
from the South in coastwise vessels
will be interrupted, an i if rairied by
rail, the prices necessarily increased.

The fact that the Democrats are
"hogging the persimmons" in the
matter of Congressional nominations
wherever the fusion proposition is ac
cepted by the Populists is creating
much dissatisfaction among the mem
bers of the last mentioned party, who
see in it a studied effort to exclud eall
Populists from participation in na
tional affairs, and permanently aide
track tho party.
The course of tire new administra
tion with reference to beet sugar is
being highly commended by men of
all parties and all sections. Secretary
Wilson's latest report on this subject
shows that the experiments of last
year were highly successful, and that
he has reason to expect tbat tbe beet
sugar production of the Uuited States
in 1898 will be double that of 1897,
and that this will shortly become one
of the well recognized and successful
agricultural industries of the country
John Wanamaker, who employs
a large number of men, has stated
that auy of his employes who are
called out on military duty will have
positions held for them, salary con
tinued, and, in event of the employe's
death while in service, an insurance
of $1,000 will be paid by the firm to
his family. That seems fair enough

adopted it. But it is gratifying to

tising. It appears that Bailey, of Texas,
and Lewis, of Washington, declined
invitations to go to Jefferson birthday
anniversary observances, on the

from Washington in this crisis. They
were mistaken in this presumption.
Both of them, in the discussion of the
Cuban question, have displayed a
partisan spirit which has disgusted
patriotic persons of all parties. The
Democracy could have spared both of
them until the Spanish issue is set
tled. To the extent of their ability
and influence, which, happily, are
small, they are factious obstruction
ists, wbo injure nothing except the
cause aod the party to which they
belong.
The farmer, the mechanic, and the bi
cycle rider are liable to unexpected cuts
