low journals" to make anything like
a respectable scare. Tbe promptness
and unanimity with which tbe f)50,'

disposal uf the administration, bas as

to Spain as to wbat sbe may expect

McKiuley bad asked for double tbe

freely given. As soon as tbe naval
court of inquiry submits its report the
I'resideul will lay it before Congress
with a message accompanying it, and
if it is shown tbat tbe destruction of
tbe Maine was anything but an acci
dent, Spain will be asked to settle all
accounts, including indemnity for
the lives lost. It is also strongly
hinted that Congress will be asked to
recognize tbe independence of Cuba
Ibe work of fortifying our -coast de
fenses in all parts is being briskly
carried torward, and when needed ev
erytbiug will be iu reidiuess to com'
inand respect for any demand which
this government feels called upon to

Alliance and Friendship.
Discussion in London uf a possible
British-American alliance does not
take a very serious tone, though tbe
comment is eutirely frieudly. Eng
lisb Statesmen generally understand
tbat the Monroe doctrine is opposed
to any loreigo alliance, and that it
baB been the policy of the country to
avoid any such from the time when
George Washington delivered his
farewell warning against entangle
menta with foreign powers until the
present time. At tbe same lime it is
believed by them that in a movement
of supreme d Anger to Great Britain
ine united stales would exert every
legitimate itinuence 10 aver; tne ca
tastrophe.
This is a very fair view of the atti
tude of this cotiutry. Oa this side of
the ocean it is quite generally under
stood that tbe interests ot Ureat lint
ain ana ine united Mates are very
much allied ; tbat a serious injury to
tbe one would be an injury to tbe
other. If tbe United States were in
danger of defeat by another power
England would find means to lend
assistance. But there is no such
dauger existing, and the talk about
alliance aud putting the lirilish Ueet
at our disposal is only an extreme
expression of good will, without fur
ther significance. We are amply
able to meet hpain without any as
istauce.
No doubt Greut Brituin aud other
European countries have been favor
ably impressed by the conservative
disposition of this country iu the
present situailon. The impression
has been held abroad that the tan
kees were a nation of jingoes, ready
to go to any extreme for vengence, or
to meet a political exigency. IiiBtead,
it lias been demonstrated that war is
deprecated, that the only extreme
disposition is that of tolerance to
ward au insolent and barbarous mon

presses its admiration by friendly en
couragement, and ine other powers

uf the Clearfield district, bas been
named as Pennsylvania's representa
tive on the Republican Congressional
committee. Mr. Arnold is an enthusi
astic Republican, an effective cam
paigner aod the distinction given him
is most worthily bestowed. Holi

The appropriation of $50,000,000
by Congress will uot necessitate the
issue of bonds. Tbe Secretary of the
Treasury says that the treasury is
amply prepared to meet any demands
that may be made upon it. On Feb.
1st the cash ou hand was repuried at

Sam is not in a prosperous condition ?
Cardinal Gjbmns, of Baltimore,
gave good advise in his address at the
mass for the repose oi souls of the men
who went down in the Maine. He
counseled silence and order and an
upholding of the President's hands at
this critical period, and he rebuked
the yellow newspapers and Jingoes
who are so anxious for war before
they learn whether there is a cause
for war.
A dispatch from Centre couuty to
the Pittsburg papers stales that Dep
uty Secretary of the Commonwealth
W. F. Reeder will not bo a candi
date for the Kebublican nomination
or Congress in this district. The
name of A. Wayne Cook of this coun
ty has been mentioned in connec
tion with the Congressional nom
ination, but whether by Mr. Cook's
sanction we do not know. On the
democratic sine a number ot names
have been mentioned, among them,
Col. Jack Spaugler, defeated in'DG by
Mr. Arnold; ex-Judge L. L Krebs
and Matt. Savage of Clearfield coun
ty ; and Prof. Davis of Clarion Nor
mal school, and D. M. Gary, also of
Clarion countv.
The Hon. John Wanamaker has
notified the "business men's league"
that he will accept the nomination
for Governor, and iu his letter inti
mates that we must have an executive
who will not approve "padded pay
rolls, legislative junkets, mileage
grabbing," etc., in which he is quite
right. Hut what is the matter with
having a Governor, also, who will not
veto an eminently fair and just nier
cautile license bill at the request of
the great merchant -princes of tbe
State, thus beating the Common
wealth nut of a yearly revenue ot
a million or a million and a half dol
lars; enough, in fact, in one year, to
pay all the legislative junkets and
padded pay rolls that have been al
lowed in tbe last 20 years, with t
good balance left ?
The Brooklyn Eagle, that able in
dependent Uetuocraiic paper, in
speaking of the character of Presi
dent McKiuley as it is beiDg re'
vealed, says: "Ine year between
March 4, 197 and March 4, 181)8,
reveals William McKiuley as a pa
triotic American, a cautious but firm
Executive, a conciliatory but self-re
specting politician in his relations
with Congress, a prouounced but un
factional Republican in his relations
with bis party, a consistent protec
tioniil in his ecouomeo convictions, i
courageous friend ot civil service re
form, and an official who, kuowing
war as a soldier aud loving peace as a
citizen cultivates tho things which
make fur peace in tbe spirit and at
titude of our Uvernmeut, while not
uomindful of that duty of readiness
for war which emergencies, neither o
our creation nor of our choosing, have
forced upon the nationat attention
The President is quite as large a roan
as his eulogists have maintained. He
is a far better roan than bis oppo
nents represent. He is a much abler
man than Mugwump criticism, . with
the intolerance of half estimate and

selve."

By virtue of an act of Assembly en
titled "An an act to regulate the collect
ion of taxes on unsealed lands," ap
proved the 6th day of June, 1S87, interest
will be charged on 1896 taxes from Janu
ary 1, 1897 to dale of payment, and on 1897
taxes from January 1st, 1898 to date of
payment, at the rate ot six per cent., per
annum. Five per cent, will.be added on
all taxes on seated lands.
