A pood horse may bo killed by a stick thow n or left on tho street, and if so, the Borough would have to pay for it, and the money comes out of the pockets of taxpayers. Again this rolnso is thrown into the drains nt side of tho street, there by preventing: the lice flow of water, to carry off the tilth, which is left to evapo rate and be breathed into tho lungs, thus feeding the body with tho vilest kind of putritied matter, bacteria, etc., which if seen as it is would sicken not only any human, but even n brute. Aside from this, theso little obstructions in drains cause the borough to bo at a large ex pense in cleaning them out, tho taxpay ers furnishing the money. A little thoughtlessness or laziness in permitting filth to get in tho drain in front of your premises may take a dollar or two out of your pocket in taxes. Holes !t"i, 31 and 32 aro violated. If you arc not familiar with tho rules call on Secretary of Hoard of Health and get them and study them. Tho board will soon mako a general Inspection. Wo hope to find everything in good sanitary condition. See rule 10 as to duties of health officer. The slate laws mako it the duty of Health Hoards to see that all regulations regarding the health of citizens are strictly enforced. The law also requires plumbers to obtain a license from Health Board before doing any work. The act also requires that all births and deaths should be reported to Health Hoard. Last year there were 8 bir'hs and" deaths in the borough and only 1 death and no births reported. Kule 52 names tho penalty tor violating any of the regulations. Kule 53 makes it the duty of police and constables to enforce these rules. The Constablo has a right to arrest any one caught violating the rules. T. F. Ritthey, Sec. Hoard of Health. In the bill of appropriations for military works which is now before the British Parliament there is an item of $1,250,000 for increasing the fortification on the Island of Santa Lucia, in the West Indies.
