nual report to Gov Hastings for (be
year ended June 1 lust. While it
shows great progrecs in the school
system there is no evidence, to indi
cate that the largo appropriation of
85,500,000 is effecting any suhstnu
tinl increase of the salaries of teach
ers or adding to the length of the
dch oid term. The increase in the sal
ary of male teachers was only 26
cents a month, whife the salary of fe
male teachers underwent a decrease
of 6 cents - .The chooI term in
months increased only .07. The
number of school districts in Penn
sylvauitt, including Philadelphia, was
2,478, an iucreaso of 31 ; tchools, 25,
increase 515; graded schools,
15,058, increase 1,158; male teach
ers, 8,790, increase 1G8 ; " female
teachers, 17,9(8, increase 508 ; pupils,
l,088,78fi, increase 18,1874; cost of
school houses, purchasing, builrMiig,
renting, etc., $4,tK)G,924.93, increase
$372,3((; teachers' wages, $9,022,
235 81, iucreaso 8317,906,22; fuel,
contingencies, fees of collectors and
other expenses, $4,818,086 G4, iu
crease $108,827.53. The average sal
ary a" ma'o teachers was $44 78 and
female teachers $38. 2S. The average
length of the school term was 7.98.
The average number pupils in atten
dance wag 802,737. The amount ex
pended in the purchase of text books
was $73a,913.78, and the total dis
- bursements for school purposes were
$19,001,529 58, which included $356,
708 42, expended for school supplies
other tliau text books outside of Phil
adelphia. The amount of tax levied
exclusive of Philadelphia was
$9,290,102.78, an increase of $097,
020.07. Superintendent Schaeffer refers to
the last Uuited States census to show
that as a rule the earning power of
the industrial classes rises as the per
centage of illiteracy falls. He also
sayn the modern factory is thriving
upon educated labor and that its de
velopment has helped the intellectual
nrocress of the masses. Sunt.
Schaeffer also urged a liberal appro
priation for higher education, espec
ially a system that would benefit the
rural population. Compulsory edu
cation, says Supt. Schaeffer, has
steadily decreased the number of
children employed in the manufac
tures. He claims it was necessary
"to banish illiteracy and to make ig
rance impossible." The law in Penn
sylvania, be says, has not been fully
tried and many defects io it will ap
pear which must be remedied by fu
ture legislation. Compulsory vac
cinatioa is uot favored by the super
inteodeot, and be says it serves to
neutralize the compulsory education
law. It is better, he thinks, to edu
cate the pupils and parents in the
laws of health. With few exceptions
the school houses have perfect sani
tary arrangements, and this is a poiut
that cannot be too closely watched
Supt. Schaeffer makes a caustic
refereuce to the "sharks" who appear
ed when the school appropriation was
raised to $5,000,000. Agents for
charts, maps and blocks induced
many uninformed school boards to
purchase their high-priced goods.
This the superintendent terms ex
travagance, and issues a warniog
against it.
Of the distribution of the school
appropriation the superintendent
says: "It discriminates against the
districts which lack industries to hold
their adult population and iu favor ot
the districts toward which the young
people gravitate as soon as their
school days are ended. It is need lees
to say this method fails to carry out
the theory which makes it the duty of
the state to provide at public expense
equal common school advantages for
all its youth."
The teachers employed, according
to Supt. Shaeffer, are as a rale ' com
petent, anil under the present system,
only those properly qualified can ee
cure positions. The studies are ad
vanciog in tone, and a noteworthy
feature of the text books is that they
have begun to treat the State govern
Qieut as of equal importance with
the Natioo.
So Kansas talks of seceding. If
she will give a bond that she will
take Whiskers PeflVr, Socklcss Jerry
and Mary Liz with her out of the
Union and keep them out, she has
our permission to try the experiment.
Spain owns two of the richest
inland provinces in the World, so far
as natural resources go Cuba and
tho Philippine Inlands. Doth have
been reduced to ruin by revolts due
to mi.govcrnment. How long ought
a nation to be allowed to spread ruin
in this fashion, and ruin the trade of
other nations ?

Speaking of the appreciation of
money, there is do place where it
is more highly appreciated than in a
country newspaper olhce where an
occasional subscriber has the rare
maguauimity to take tho paper sev
eral years nud then repudiate his
obligation by simply refusing to lift
the paper any louger. Such things
have a tendency to make a man

The President mid Cuba.
If outward signs and personal se
crecy mean anything. President
Cleveland is preparing to take as bold
and positive a stand in Cuban affairs
as he did in the Venezuelan dispute.
The preparation nf the navy for ac
tive service, and the energetic, im
provement of coast defenses, particu
larly in the Florida and South Atlan
tic districts, are very significant. The
President is a remarkahly cautious
man and his caution is more than
equaled by his determination in pur
suing a course he has once taken, re
gardless alike ot public criticism and
material consequences. He was much
slower in the Venezuelan matter than
the great Au erican public liked him
to be, because be fully appreciated
the gravity of the situation to follow.
But when the time came he reaffirm
ed lie Monroe doctrine in Its fullest
measure of significance. That he ful
ly understands the danger of war, fol
lowing any decisive stand for Cuban
freedom or belligeance, is testified to
by the activity of the war and navy
departments aud that same activity
indicates his iutention to take or to
