SrAKiSH victories in Cuba appear to accomplish everything but the ar rest of the Cuban forces. Each "de feat" leaves the insurgent commands, large and small, marching where they please, devastating the island. Congress will censure Ambassador Bayard, and in doing so will put a stop to the rediculous cuckoo Demo crats doctrine that an Ambassador is the President's personal ageDt. And this to come from those who claim Jefferson as a political god father ! Captain Clark, of the State Bureau of industrial statistics con nected with the department of internal affairs, is compiling some important facts regarding the tin plate industry of Pennsylvania. The importance and extent of this in this common d&Uh alone are not generally real ized. It seems there are thirty-three tin plate establishments in this state; but all of tbem are not manufactur ers of the "black plate." As to these plants, it is a remarkable fact regard ing their location and distribution that they are just about equally dis tributed over the eastern and western portions of the state, eighteen being found west of the Alleghenies and fifteen east of them. The forthcoming pamphlet on tin plate will bo in the nature of a revelation iu this line to tue general public, ana will be one of the most importaut ccntt ibutiuns to tin plate literature yet made. A commodity more objectionable and quite as fraudulent as oleomar garine is "filled cheese" made of lard and skim milk and sold as the regu lar diary product. A bill has been introduced into the House of Repre sentatives to tax this counterfeit cheese with the view apparently to make its manufacture and sale un profitable. ihe Jiecord objects to getting rid of a fraud by taxation but the uiaiu thing is to get it sup pressed, and that accomplished it of small account whether itwaseiadi cated by a tax or a hatchet. A tax is a ueue&sary evil when imposed on legitimate business or property, bu when ii operates to expose and sup prtBS a lraud it becomes an essential ' good. People should not be given lard and skim milk for cheese, and if those who attempt this fraud ran be more certainly reached and Cned by the assessor and tax collector than by the Quarter Hessious Court a law l.eovily taxing their product is the best way to reach them.
