a candidate fur Senator from the
Lawrence-Mercer district. There
should be uo heailaticy on the part of
the people of his county to elect him

a faithful representative of the inter
ests of their district. There was uo
harder worker in the House last win
ter than Mr. Grigsby, and few who
introduced and carried through more
legislation of a beneficial character
than be. The pure fond bill, one of
the best measures euacted fur many
years, aud under which tbe Agricul
tural Department is accomplishing so
much good to mankind, was intro luted
and fought through both brauches of
the legislature by the persistent efforts
of Mr Grigsby, and it will long remain
as a mnuumeut to his zeal aud ener
gy. He would most admirably fit in
a Senatorial seat and he a credit and
honor to bis people, who ought to
spare no effort to put Lira there.
The district needs just such a faithful
aud honorable a representative.
Mr. Arnold's Pension Dill.
Congressman Arnold, of this dis
trict, has introduced in the House a
bill providing for the transfer of the
names of a cerium class of pension
ers from oue set to another set of rolls
iu the Pension Department.
By tbe terms of this bill all sol
diers and sailors now on the rolls of
the I'eusion Department of the Utii
led Slates under the provisions of the
act of June 27, 1800, or who may
hereafter be placed on such rolls un
der the provisions of this act, and
who have filed a claim for pension
under any previous law, which claim
has not as yet been adjudicated, und
is still pending, the claimaut shall,
upon the passage of ibis act, be trans
lei led troin the rolls on which be is
now drawing a peDbion under tbe act
referred to, and his name placed upon
the rolls of tbe Peusiou Dopartment,
so that be will come within tbe pro
visions of the law, which was iu force
at the time of the filing of his origi
nal claim, and at a rate of pension no
less than that received hy him under
the provisions of the act of June 27,
100, and such pension is to com
mciico with the date of filing, and
not of adjudication of the original
claim.
The details of carrying out th
provisions of this act, involving the
transfer of the claimant s name from
one set of pension rolls to another io
the 1'eosinu Department, the rehn
qoishmeot of one pension certificate,
and the substitution of another there-
for, aud other matters in this connec
tion, snail be governed by such rules
aud regulations as tbe Secretary of
the Interior may provide.
Mr. Arnold fuels confident of the
passage of this bill.
The Monroe Doctrine,'
Senator Davis' resolution reaffirm
ing the Monroe Doctrine was re
ported from the Committro on For
eign Relations nn Monday of last
week. There was a leng preamble to
it but the gist of it is in this. Read
it and you will know exactly what is
meant by the Monroe Doctrine:
"Resolved, That the United Slates
of America reaffirms and confirms the
doctrines and principles promulgated
by IVesideol Monroe in his meosage
of December 2, 1823, and declares
that it will assert and maintain the
doctrine and these principles, and
will regard any infringement thereof,
and particularly any attempt by any
European power to take or acquire
any new or additional territory on
the American contiuent, or any
island adjacent thereto, or any right
of sovereignty or dominion iu the
same, in anv case or instance as to
which the United Slates shall deem
such attempt to he dangerous to its
peace or safety, by or through force,
purchase, cestinti, occupation, pledge,
colonization, protectorate, or by con
trol ot the easement in any canal or
any other means of transit across the
American islhmu, whether under
unfounded pretention of right in
rases of alleged boundary disputes,
or uoder any oiher unfounded pre
tensions, of the manifestation of an
unfriendly disposition toward the
United Stales and as an interposition
which it would be impocsible, in any
form, for the United Slates to regard
with indifference."
