IlAHRIBrRl, r., May 20, The pat week has bwn fruitful of con siderable projrress in matters of legisla tion, many mPMiirw having gone out of tbe legislative hall Into the hands of the governor. Some of these are of consider able interest to our people; for Instance, the bill whi"h provide that the State shall take, control and hereafter maintain all county bridges w h'ch crovs streams that have been declared public highways. These bridges are to be turned over to tbe State, free of cost, and thereafter their maintenance, and re-eonstrtictlon, should they be destroyed, is to be borne by the Sute. The bill, which originated in the Senat, has passed the House and will go to the Governor this week. If he signs the counties will be relieved of 'a large burden in future maintenance of these structures. The tax conference general revenue bill had comparatively smooth sailing through the House, and if the Senate treats it with the same consideration, by the next year we will be working under a new law to provide Sute revenue, which its friends claim will be an Im provement on the present system. One feature of the bill which strikes the av erage iudividual favorably is that which returns to the counties about a million and a half of the revenues which hereto fore were retained by the State. Of course, to manv counties this will not be of very great moment, they pa ving com paritively little into the coffers of tbe Commonwealth. One or two other bills by which it is hoped to materially increase the reve nues of the State have passed second reading in the House, aad have, some show of becoming laws. One requires the payment of a bonus by corporations hereafter incorporated. Another places a Ui of 25 cents a barrel on beer sold In the state. The third provides far the taxation of tbe shares of tok of any bank lo"orporated under the la it s of the Commonwealth. It is boed by the pas sage of these measures to provide suffic ient revenue to meet all demands on the State's sxcbeqoer during tbe next two years. Tbe Govenor vetoed tbe bill to prevent the killing of all game for the purpose of carter or sale for the next two years, holding that it would give a practical monopoly of the game of the State into the hands of the sportsmen, and prevent the fellow who enjoys the eating ofit.bQt has not the skill to shoot it, from having any on bis table- The bill was not in tended to deprive citizens of the State from enjoying a mess of game in proper season, but was a drive at the "pot hunt ers" wbo make it a business of hunting for the market and generally sell their game to outside commission merchants. Immediately after tbe reading of the veto message a bill to provide for the es tablishment of a State game commission was called up. This inspired Een. Focht, the energetic and and wide-awake member from Union county, to raise the nice little point "that if we were to have no laws that would protect and foster the game of our state what was tbe use of creating a luxurious and expensive game oommmisiion that would have nothing to ao but junket about and draw sals ries." This little "tip" settled the game commission bill, and its friends were glad to get consent to have It "postponed tor tbe present," in order to save it from overwhelming defeat. Union county has a good representative on tbe floor of the House, and should send bim back as long as ne can be induced to accept the place. Tbe bill to create the office of Deputy Auditor General was sat upen verv ef fectually in the House last week, but the friends of tbe bill took advantage of the opportunity and in an unguarded mo ment got a reconsideration of the vote, and bad the bill placed on the nostnoned list, w here it will stay unless the House should drop into a comatose condition and lose its head. The House Congressional, Senatorial and Representative apportionment bills passed second reading as reported from committee on Thursday last, though re peated attempts were made to amend them. The Congressional bill places For est and Clarion counties in the Yenaugo- vt arren-McKean-Cameron district, and gives to Philadelphia and Allegheny each the extra Congressmen to w hich they are entitled under tbe census of lS'.O. Other wise the district throughout the State remain unchanged. TLe bill will un doubtedly pass the House and then go w a conference committee. The Sena. torial bill place McKean, Elk and For est together, and makes many other changes. It, also, will doubtlesa pass tbe House and go to the conference com mittee, but as many of tbe Senators are thrown together on tbe new arrangement, and are bound to be in any event, thus making it impossible for one or tbe other of those ao effected to be returned, there will be music In the air when the Senate comes to take up the question. That body does not want to pass any appor tioument bills, but is seeking to place the responsibility for failing to do so on the House. All the same the House w ill pass tho bills aud theu it will be seeu who is to bluuio for the failure. An unusual event took pi we in the House on Friday moruiug last. Tbe bus iness of the session was proceeding all smoothly enough when a bill was called up on which the Philadelphia delegation was divided, and two ol their members demanded the yeas and nays. They were called and the fact developed that there was no quorum present. Speaker Wal ton instructed the Sorgesut-at-aruis to lock the doors and ordered a "call of the House." Ninety-four members ail swered "present." The Serjeant aud his assiatunts were then ordered to go into the highways aud by-ways aud ar rest any members found and bring theiu before the bar of the House. After much skirmishing around, rive members were found. Thse were each in turn brought op and an account of their abeence de manded. All pave reasonable excuses and consent wss given for their discharge from the further custody of the officer. Four members were still larking to make a quorum, and after some more fruitless bustling, the speaker declsred the House adjourned. It was tlie first "call" that has been made since 18.!, and to those wbo bad never witnessed such an occurrence, and who were "present and accounted for' tbe spectacle was very amusing. One member who ob jected to leave of absence being granted to another in the earlier part of the pro ceedings, found that, in order to make his train for home, he must leave' before the session adjourned. Twenty minutes after he bad left the House tbe "call" was made, and he Is one of the 74 whom the speaker ordered arrested, and who will have to give a reason for his "absence without leave'' to-night. Final adjournment may be had on June 6th, that date being the one set by the Senate's amendment of the House resolution, the lattr body having yet to take action on tbe same. A number of inquiries having reached us concerning the amended Registry act, we give below tbe full text of the law as smended, and which has received the signature of tbe Governor: Section 1. Be it Enatted, dc. That, for the purpose of making tbe original annual assessment and registration of voters in each of the election districts in this Commonwealth, it shall be the duty of each of tbe assessors wbo are required to perform any of the duties incident to tbe holding of elections and the registra tion of voters in the different election districts of this Commonwealth, to visit in person each and every dwelling house in bis district on tbe tint Mondav in May of each year, or as soon thereafter as may be possible and practicable when all of said dwelling boose cannot be per sonal! v visited bv him on the said first Monday of May, and to make a list in a book prepared for that purpose by tbe County Commissioners of all the quali fied electors be shall find upon careful and diligent Inquiry to be bona fide res idents of his district, together with the date when such dwelling kouse was vis ited by the assessor, entering them in such book in tbe order in w Inch such dwelling bouses are visited, and tbe qualified elector in each bouse being grouped together, and if in a city or town the names of the qualified electors shall be grouped together by streets, al leys or courts, and tbe persons so fbnnd to be legally qualified elector shall forth with be assessed ; the assessor shall in all cases personally ascertain by careful and diligent inquiry of the voter or of some Known re&iuem oi me election uinirict lu wbixb the voter claims tbe ngbt to vote, upon what ground each person so asoosa ed claims to be a legally qualified voter. After the assessments have been completed on the sixty-second dsv belore third Tuesday of February, and on the sixty-second dsy lefore the Tues day next following the first Monday of Noveinler in each year, tbe assessor shall on the following day make a return to the county commissioners of the "Origi nal Registry List' thus revised and com pleted, ami the county commissioners shall thereupon proceed" to make out a complete list in alphabetical order of all persons so returned as Uxsbles in said election district and furnish the same, to gether with the necessary election blanks, to the officer of the election in such elec tion district on or before seven o'clock In tbe momint of tbe election, and no man shall be permitted to vote at the election on that day whose name is not on said list, unless he shall make proof of his right to vote as hereinbefore required. Snowden Cribbs, a weU known oil driller of Elk City, Clarion county, while laboring under a temporary fit of insan ity, hung himself in that place on Thurs day evening of last week. Sheriff Elliot if Ridgway, Elk countv, and S. B. Wheeler, were arrested bv Fish Warden Geise, of Mix Run, near Drift wood, for killing fish with lime. The fine imposed was small, but the prompt action of the fish warden will deter others fiom indulging in the same methods used by these gentlemen. While a great electric storm was in progress Saturday afternoon a cloudburst tore out a mile of Terrace mountain in Jack s Narrows, seven miles east of Huntingdon, Pa. Thousands of tons of earth and rocks fell upon the tiack of the rennsyivama railroad, carrying awav the rails and demolishing the road bed, ine landslide (wept away part or a freight train that was passing but no body was hurt. Samuel L. Clemens (Mark Twain) has signed a contract for a lecture tour around the world. He will leave Paris shortly for the United States, and will proceed by way of San Francisco to Aus tralia and India. The chief reason for his entering info the contract is that he has lost almost his entire fortune through unfortunate investment. He lost over 200,000 through the failure of one Amer lean company. One of the most sensational divorce cases ever tried in Mahoning countv was disposed of by Judge J. R. Johnson Friday granting a divorce to the plaintiff. The case w as that of Mr. Ella Triplet against W. H. Triplet. The latter was once a noted deletlive in this section. The story told by the woman was re markable, to say the least and showed Triplet in the light of a pitilesa tyrant. She said she met and married Triplet in Beaver county, Pa,, and afterward went with bim to Canton, where she alleges he soon began to abuse her. They left Can ton, and be took her to Moundsvllle, W. Vs., where he Becured a house boat. They floated down tbe river aud be put her off at Blennerhassett Island with the intention, she alleges, of starving her to death. He kept ber there for several years, and compelled her to subsist upon musk rats and crows, fried In skunk' grease.
