In the House the past week a good deal
of work was accomplished, though
among the measures disposed of finally
there were none of very great Import
ance. The second reading calendar of
House bills has been dropped, virtually,
and no more will bo considered except
those relating to apportionment, appro
priations and revenues. There is still
a large number to be taken up on final
passage, and these, with Senate bills,
will give the lower House all It wants to
do for the next four or five weeks. If
the revenue aud apportionment bills
were once disposed of thero would be
comparatively easy sailing, but those
will undoubtedly cousuine a week's
time at the very least, and then may
fail of final passage.
Quay county bad an "inning," and an
"outing," too, for that matter, last week.
It came up on final passage Tuesday and
lacked eleven votes of the required con
stitutional majority. The following day
the opponents of the bill called it up for
reconsideration, hoping thereby to give
it a final quietus. This turn of affairs
seemed to incense even their followers,
who looked upon such action as unfair,
and many of those who had voted against
the bill on final passago changed front
and assisted in the vote to reconsider.
The bill will come up again on Wednes
day and it is pretty generally believed
will pass. The fi lends of the new county
have some very strong reasons to sup
port their claims, and the venerable
George V. Lawrence, who has helped
to make several new countios during his
long legislative career, says this meas
ure is a most Just one and he will lond
his assistance once more in the direction
of progress and reason by supporting it.
It is said eight murders have been com
.mitted since Easter In the territory em
nracea in the limits or the proposed new
county, none of which have as yet been
prosecuted, owing to the great distance
from the present seat of justice.
If the bill now on the House calendar
becomes a law, and there is every reason
to believe it will, Pennsylvania's great
war Governor, the late Andrew G. Cur-
tin, will have a fine monument ou the
capital grounds to commemorate his
great work during the rebellion. The
monument will be erected by the "six
teeners" of the Soldiers' Orphan school
and the bill simply appropriates suffie
lent ground Bpace for that purpose.
A bill passed the House finally last
Wednesday which provides that female
teachers shall have the same pay as male
teachers holding the grade of certificates
Whether it shall become a law depends
somewhat on the Senate's action. An
other on the same subject passed finally,
alBO, allowing school directors to qualify
each other in assuming their duties
such. This bill will be quite a boom to
country school boards who often are put
to much inconvenience in securing an
officer competent to admininister oaths.
The pure food bill introduced by Rep
resentative Grigsby, of Lawrence county,
has passed the House and is now in the
Senate. If it should become a law it will
very materially add to the duties ol the
new department of agriculture Under
this act it la made the duty of the Secre
tary of Agriculture, through the Dairy
and Food Commissioner, to obtain sain
pies of any and all articles of lood likely
to be adulterated, and if, after proper
tost, they are found to be adulterated or
mixed with any material having a ten
dency to lower their food value, the Sec-
retary is authorized to commence suit
against the offender. If conviction is ob
tained, the offender, in addition to the
penalty and costs of the suit, has to pay
all of the costs of analysis aud selecting
the 8am pie.
A bill on the same line has also gone to
the Senate, providing for pure lirjuors
aud is quite a stringent measure.
A bill to prevent trusts iu articles of
general necessity, aimed at the sugar
trust and beef trust and various other
monopolies, has passed the House ou
second reading. It is to be regretted
that it is hardly far enough along on the
calendar to get through both Houses, for
it is in the right line, and lack of time
may prevent its final passage.
Road legislation has received some at
tention in the week past, but it is safe to
predict that no road legislation will be
passed this session. Too much diversity
ol opinion as to proper methods, and too
much dirlorence in climatic and other con
(lilious of this big Stute to make one road

Memorial Par Program.
Thursday, the 30th day of May, Is ap
proaching, and for the proper observance
of the day Capt. George Stow Post form
ulates by Its committee the following re
port :
It has been, in times past, customary
to have memorial services at the M. E.
Church, Tionesta, on Monday, May !Mth,
at 11 o'clock, a, m., which services will
be conducted by Rev. W. W. Dalo. All
are invited to attend.
On the morning of the 30th, Stow Tost
ill start for Zuendcl church and con
duct services there at 9 o'clock : at 10
'clock conduct services at Bartholomew
church; after which they will return to
Tionesta. The Sunday School teachers
and children are expected to act as a com
mittee on flowers and sing appropriate
odes during the exercises.
At 2 o'clock sharp, the post will march
tor the cemetery from their headquarters
and Sunday Schools will fall in line, op
posite the respective churches, when a
place in line will be assigned them. The
children of the Sunday School are hereby
constituted a committee on flowers.
Ceremonies at the cemetery will be
conducted according to the ritual. After
hich the Post and people will assemble
at the Court House, where they will be
addressed by Rev. I. A. Hume, Champ-
lain of rieasantville Post, Rev. W. W.
Dale, Rev. J. V. McAninch, and others,
and odea and songs will be snng by
prominent local singers.
The following persons are dotailed to
decorate graves as follows :

Fenstermaker.
NewmansvUlo Corns. David R. Wal
ters, Smith, Stakey and Koefer.
Lickingville Corns. Keofer, Smith and
Moses Mealy.
These comrades will perform their du
ties in the forenoon and endeavor to
reach Tionesta In time to participate with
us in the afternoon exercises here.
We cordially invite Eli Berlin Post and
band, and all other orders to take part
with us during the day.
All soldiers are expected to meet with
us at our headquarters and fall in line.
Capt. Knox is appointed Mai shall of the
day.
Why Is It that we observe Memorial
Day after the lapse of these many years T
there Is no law to compol it, no President
nas directed it, no Governor orders it,
but it was left to the American volunteer
soldiery to inaugurate Memorial Day.
Hotter for the Nation that its children
and youth remember this day than that
it have armies as large as all Europe. Wo
war of disunion will occur in this coun
try, so long as it observes the day, as its
olwervsnce is far better than forts bris
tling with cannon. So let us all unite in
observing it, let it be the day of the 366
to remember the valorous deeds of those
who have crossed the river. Lot flowers
be strewn over each and every crave of
tho land and pay the same tribute of love
and respect to the heroic dead, wherever
they may be buried.
