REPUBLICAN PRIMARY RULES
RULES GOVERNING THE REPUB
LICAN PRIMARY ELECTIONS OF
FOREST COUNTY.
1. The candidates for the several offices
shall have their names announced in one
or more of the county papers at least
three weeks previous to the Primary
Meetings stating the office and subject to
me Hot urn ot the party at the said, prima-
meetings.
2. Tho voters belonging to the Repub
lican party in each township and borough
shall meet on a day to be designated by
the County Committee, at the usual place
of holding spring elections, at 2 o'clock
P. M., and proceed to elect one person for
Judge, and two persons for Clerks who
Bhall form a Hoard of Elections to receive
votes and determine who are the proper
persons to vote and who shall hold the
polls open until 7 o'clock, P. M. After
the polls are opened, the candidates an
nounced shall be balloted for ; the name
of each person voting shall be written on
a list at i ue time ot voting, no person be
ing allowed to vote more than once for
the same oflice.
3. After the polls are closed the board
shall proceed to count the votes that each
candidate has received, and make out the
returns accordingly to be certified by the
juage ana auestea ty the uierKs.
4. The Judge lor one of the Clerks an
pointed by the Judge of the respective
election district, shall meet at the Court
House, in Tionesta, on tho Tuesdav fol
lowing the Primary Meetings at 2 o'clock
P. M., having the returns and a list of
voters, aud tho person having the high
est number of votes for any office, shall
be declared tho nomiuee of tho Republi
can party.
5. The Return Judges shall be compe
tent to reject by a majority, the returns
from any district whore there is evidence
or fraud, either in the returns or other
wise, and shall reject them where there is
eviaence ot mree or more persons vot-
ing at the Primary Meeting who are not
itepu oilcans.
6. Any two or more persons having an
equal number of votes lor the samo of
fice the Judges shall proceed to ballot for
n choice, the person having the highest
numner 10 oe mo nominee.
7. The Return Judges shall appoint
tonierees representative. Senatorial
and Congressional whoso acceptance of
ulu appointment snail oe a pledge to sup
port the person who may receive the
largest number of votes east for that of
fice.
8. The Return Judges may at any time
change the mode and manner of selecting
canaiuates as tiiey may bo Instructed by
the people at their primary meetings, due
notice being given bp the County Com
mittee.
9. Tho Chairman of the County Com
mittee snail ue required to issue a call In
pursuance of the action of the County
vuiuiiiittee.
REPUBLICAN PRIMARY ELECTION
Pursuant to a Resolution of the County
Committee, passed Feb. 26, 1894, it
ordered that the Republican voters of
Forest County meet on
SATURDAY, MAY 12th, 1694,
at 2 o'clock p. m., at the following named
places of holding primary elections, to
wit: Barnett, Jacob Maze's Carpenter Shop.
Harnett, at Redclyffe.
Green, at Nebraska, Forest House.
Green, at Guitonville, School House.
Harmony, at Fogle Farm.
Harmony, at West Hickory.
Harmony, at Fleming Hill.
Hickory, at East Hickory.
Howe, West, at Halltowu.
Howe, at Cooper Tract.
Howe, at Foxburg.
Howe, East, at lirookstou.
Howe, Lower, at Watson Farm.
Howe, at Frosts.
Jenks, East, at Uyromtown.
Jenks, Central, at Marionvillo.
Jenks, at Clough's Mill.
Jenks, at Pariish,

Return Judges will convene at the
Court House, Tionesta Borough, on the
following Tuesday, May 15, at 2 o'clock
p. in.
Attention is culled to the Act of June,
181, regulating Primary Eloctions, that
Judges and Clerks, before entering upon
the discharge of their duties shall take

in presence of each other.

ed. Mr. Fatten is a native of Penn
sylvania having be?n born in Clear
field county, and is a Republican,
lie and District Attorney P. M.
Clark, were schoolmates in boyhood
at Curwensville.
The Republican primaries occur
next Saturday, the 12th, acd we hope
every Republican voter will make it
his business to get out to the polls
and cast his ballot for the candidates
of his choice. Don't stay at home
and let the nominations be made
without your help, but go and do
your part, and then turn in and help
to elect the whole ticket this fall.
The Philadelphia Prctt says: ac
cording to Washington reports tiolh-
ng has occurred for a long time to so
much disturb Congressmen as the
rule to deduct from their pay for the
time they aro abseut without leave.
This is very likely true, but it ought
not to be disturbing to any member
who is faithfully fulfilling the obliga
tions he assumed when he accepted
election. No man bad a right to
take such an office unless he was pre
pared to attend to it; and no man
nas a moral right to draw pay as a
Congressman while he is attending to
his law practice elsewhere, or running
about seeking a nomination for some
office. It is an imposition on the
people, to call it by nothing worse
There is always plenty of latitude for
necessary absence, but this has been
notoriously abused and has been get
ting worse year by year. A lsttli
more conscience is needed in these
matters. If a Congressman has
much business of his own to attend
to that he cannot devote his time to
affairs for which he is paid by the
people be should havo enough self-
respect to resign.
