It is a sad commentary upon the
abject condition of labor io free trade

America there is, thank God, no need

out from Philadelphia about two weeks

the following despatch has been sent
to the Mayor of Philadelphia by the
Russian Relief Society : "The Russian

in the Indiana and pray you to trans
rait to the inhabitants of Philadelphia

America."
That absurd new ballot law is being
Hacked in Lackawanna county on
.he ground that it is unconstitutional,
and two of the judges intimated sym
pathy with the movement to upset the
law. There is no doubt whatever but
the matter will have to be settled by
the Supreme Court, and if the bill is
unconstitutional because special legis
lation it ought to be declared so at
once before many counties go to a
great expense in fitting up the election
paraphernalia.

Hill Runs ifalnit a Saaf.
The anti Hill managers at Washing
ton are making effectual use of the re
cent attempt to apply the Albany codo
of politics by the Empire Hlate boss to
the House Committee on Elections in
its consideration of the Noyes Rock
well casu. The principle involved op
erated iu favor of Noye, the Republi
can contestant, as it did against Stew
art, the Republican in the Pennsylva
nia case. In both content the State
law and its interpretation by the State
courts governed the committee action
Being in favor of Noyes, Senator Hill
sent for Democratic members of the
committee to come to his hotel. Some
of them when informed that Rockwell
was his friend and wished him seated,
demurred ou the ground that they
were acting in a judicial capacity.
Then the Seuutor informed them that
it must be done. Cairman O'Feriall
did nut respond In the invitation,
whereupon Hill went to see him, but
the Virginian refused to comply and
threatened to pull the Senator's nose if
he were not cautious in his language.
The committe 7 to 1 voted to seat
Noyes, the Republican, thus empha
sizing their rebuke of Senator Hill.
In the House the case is likely to lead
to a lively discussion. It is believed
that the committee will be sustained
by the combined vote of the anti Hill
Democrats and Republicans.
And it is this man who as a raodi
date fr President not only interferes
with the duty of judge in a legislative
body to which he does not belong, but
who is preaching the doctrine that the
end justifies the means in politics. It
is this man who stole the State of New
York for the Democrats aod whom
many Democrats, claiming to be law
abiding citizens, support and endorse
for the highest office in the laod.
Wattersos, the head and front ot
the Southern Democracy, has been
talking ugain. He says his favorite
Democratic candidate is Carlisle, of
Kentucky. He regards him as the
best equipped Democrat in public life.
But he added that anybody would suit
hi in if be didu't come from New York.
He dou't wRnt a New Yorker, and
says: Because the factions there have
made the nomination of auy New
loiker impossible. Gov. Hill has
killed Mr. Cleveland, and in doing so
he has almost killed himself. The
nomination must come West, or go
to .Massachusetts, Pennsylvania, or
Maryland. If we could not elect Mr.
Cleveland in 1888, when he was in tbe
White House and wheu we had all the
outer forms and shows of harmony in
the State of New York, what chance
hould we have against the present
vehement opposition T In the face of
the New York schism it seems to mo
his nomination would be sheer suicide.

sense of dignity and honor that I take
it Tor granted that he will in due time
withdraw Ins name.
