UREAT WARRIORS PASSING A WAT.

David D. Torter, Admiral of the
IJ. S. Navy, died ftt his home in Wash
ingtoo, D. C, on Friday morning,
Feb. 13, 1801. His death resulted
from fatty degeneration of the heart,
from which he had suffered since last
summer. Next to Admiral Farragut
he was the most conopicuoug figure iu
the American navy during the war,
and at the death of Farragut he suc
ceeded him in rank. He rendered
great services to his country in life,
nd in death he will not he fjrgnttcu.
GENERAL WILLIAM T. FWEKMAX.
The death of this last of the great
and conspicuous figures cf the late
war occurred at his residence in New
York, on Saturday last, 14th inst
President Harrison in a message to
Congress pays this tribute to the great
warrior:
The doath of William Tecumseh
Sherman is an cvcot that will bring
sorrow to the heart of every patriotic
citizen. No living American was so
loved and venerated as he. To look
upon his face; to hear his name, was
to have oue's love of country intensi
fied. He served his country, not for
fame, not out of a sense of profession
al duty, but for love of the flag and
of the beneficient civil institutions of
which it was the emblem. He was an
ideal soldier and shared to the fullest
the esprit du corps of the army, but
he cherished the civic institutions or
ganized under the Constitution, and
was only a soldier that these might be
perpetuated in undiminished useful
ness and honor.
THE PROPOSED KEW ROAD LAW.
A Very Comprehensive Summary of the
Measure Which Will Likely Become
the Law of the State.
The proposed new- road law, prepared
by the State Road Commission, is a very
comprehensive measure. It contains
about 6,000 words and is divided Into 24
sections. The following is a careful mm-
mary of its provisions. :
The first section provides that on tho
third Tuesday of February, 1892, iu every
township of the Commonwealth, three
(Supervisors shall be elected, one to serve
for one year, one for two years and one
for three years. A Supervisor shall be
elected annually thereafter at each town
ship election to serve for three years. No
new elections are to be hold in townships
now having threo road Supervisors or
other persons having charge of the roads.
Only freeholders who have been citizens
three years in the township are eligible to
the ollice and the Court of Quarter Ses
sions of the proper county Is authorized
to fill vacancies.
In section 2 the Supervisors are instruct
ed to assemble at the placo of meeting of
the township auditors on the first Monday
In March after their election, bo sworn,
and orgauize by electing one of their num
ber President and another Secretary. If
there is no Township Treasurer they are
to appoint a Treasurer outside their num
ber. They are then to levy a road tax not
to exceed 10 mills on the dollar of valua
tion, except by authority of the Court of
Quarter Sessions. They are authorized to
divide the townships into districts and ap
point road masters to see that the work is
done according to directions furnUhod by
the Supervisors. The wages and hours of
labor of the rood masters and laborers are
to be fixed by the Supervisors.
. A HOME MARKKT FOB LA BOH.
Section S directs that while the road Su
pervisors shall have full control of road
masters and the employment of labor on
roads and bridges, tax-paying residents of
the township between the ages of 18 and
5s shall bo given the prelerence, provided
they ask for the work before the first
Monday of May of each year. No unnat
uralized persons are to be employed. The
supervisors are to purchase machinery,
tools and property necessary lor making
nd repairing rouds and bridges, the same
to belong to the township.
The founb section provides that machin
ery which is too expensive to be purchased
by one township may be bought jointly bv
two townships in tlw same county, the
machinery to belong to the township in
Sroportion to the amount investod and the
upervlsors to agree respecting iu use by
the respective townships. The joint own
ership may be severed by the Supervisors
of either township, and in case of disa
greement the Court shall direct the sale or
other disposition of the machinorv.
Section 5 directs the Supervisors to tile
with the Township or District Treasurer a
duplicate designating the amount of road
tax levied against each taxpayer and to
give him a warrant to collect the same as
follows; On all road taxes paid to tho
Treasurer between June 1 aud Octolier 1
of each year the taxpayers will beiequirod
to pay the full amount of road tax levied
against them, and 011 October 1 in each
year ths Treasurer shull make out a list
of all delinquent taxpayers, with tho
amount of road tax levied against each,
with 5 per cent, added thereto as a penalty
for such delinquency. The collector is to
roceive the 5 per cent. Tho Supervisors
are to lix thu compensation of the Treas
urer, not to exceed 1 per cout. of all the
money ho handle.

Section i requires tho Township or Dis
trict Treasurer or the Treusuror appointed

sureties and the Court of Quarter Sessions
must approve the bond, which Is to be
filed with the Clerk of that Court. Moncv

president and atcsted by the secretary.

Section 10 directs tho Supervisors to
keep minutes anil such other books as
they may find necessary, tho snmo to bo
alw'ays open to the inspection of any tax
payer at reasonable times, and to bo sub
mitted for the information of the township
auditors when they meet to audit the ac
count of the treasurer and other town
ship otllceis.
Section 11 requires the Supervisors to
let by contract the construction of high
ways, and permit them in their discretion
to lot by contract all the other work
Three weeks' notice is to be given by
advertisement In two pacrs and by hand
bills. Approved senurity is tolio required
from contractors in duuhie the amount of
contract price. No contract is to continue
more than three years.
Tho twelfth section provides fortheclcc

at the neat general election and triennially
thercalter for a term of it years. Counties
where such an olllccr is elected by ixist
ing laws are excepted, and also those
whose limits are coextensive with a city,

January succeeding the election. Vacan
cies aro to bo tilled by the Court of Quar
ter Sessions. The amount and conditions
of the County Kngineer's bond arc to bo
fixed by tho" court.

Section 13 fixes the pay of the County
Kngineer at $X60 per dav for each dav of
actual and nccesarv service. Five cents
is the rate of milage allowed. Tho Engineer
is required to submit annually to the
County Auditors a sworn statement of the
days and nature of tho business in which

audited as other accounts are audited.
Tina section also provides that the tav
allowed by the act shall be in lieu of ail
other compensation and expenses except
stationery, postntto, office rent, light and
fuel, which shall be provided by the said
county Commissioners of the several
counties e tree tod by this act.
Section 14 fixes the duties of the County
Engineer. Tho most important are to pass
on road petitions presented ta him ; to
provide for tho laying out of roads to be
permautly constructed out of funds do
voted to the purpose by the act, such roads
to form a continuous highway between

mown as "highways,'' and to furnish tho
Supervisor with full specifications in
accordance with the most improved
methods methods of road making.

taxpayers to petitions for road viewers.
Tho indoremciit of the Supervisors and
County Engineer are required before they
can bo acted on bv the Court. Where a
township has no road worthy the name of
'highway" the County Engineer may
petition ine court. When ronds are desir
ed to lie opened notices must bo posted In
the vicinity lu days before the view and
where they are to cross the railroad canals
or turnpikes, the president of such corpor
ations are to have notice by registered
letter.
Section 10 empowers the Court of
Quarter Session, on pet i ton properly
signed and indorsed, to appoint three
viewers to lay out new roads or to vacate
useless ones. Tho viewers shall consist
of the County Engineer and two disinter
ested citizens of the county.

In section iS the County Engineer Is di
rected to report to the Secretary of Internal
Affairs the work dono on "highways,"
roads and bridges in the township under
his jurisdiction. Tho report is required to
contain full information respecting cost
aud extent of work and comparisons with
former conditions.
Section 1!, directs the Socrctarv of the
Internal Affairs to furnish totheSnnervIs-
ors, through the County Engineer, blanks
on which to make their reports. These
reports are to be used as a basis to make
tho distribution of Suite appropriation.
The secretary shall make a connected plan
of the "highways" in the several counties
and also an annual summary of tho re
ports of the County Engineers.
THE DISTKlllL'TlO OK STATK Ft'NDS.
Section 20 provides that monov appro
priated by the Legislature for road pur
poses shall bo distributed among town
ships proportion to the amounts they
collect and expend for road purposes. The
Stato Treasurer is to pay the proper sums
to the township or district treasurer, or to
the treasurer appointed by the Supervis
ors. Supervisors aro tequired to set apart
2a per cent of the money raisod by taxation
and the whole of the Suite appropriation
to be used in making Macadam or other
permanent roads and this to be kept in a
seperate account from other road funds.
Section 21 directs that pipe liuo, conduit
telegraph, telephone, electric light, power
lines, cable transportation or other incor
porated companies wishing to occupy
public roads shall file with tho County
Engineer and Supervisors a map showing
the manner and extent of the occupation.
The corporations may, by those oillcials,
bo required to file bonds with the Court of
Quarter Sessions to do the work under the
direction of the County Engineer, to
interfere with travel as little as possible,
anil to nut the road in as irood. or better
condition as before they occupied it after
they have completed their work. The
corporations must file an additional Ismd
to secure the township airainst loss from
damage or injury to teams, vehickles or
persons in consequence of their intefcrence
with the road.
Section 22 makes it a misdemeanor for
Supervisors or County Engineer to bo
interested, directlv or Indirectl v. in work
done on roads unit bridges, and fixes the
punishment at a fine not to exceed o0o,
or imprisonment not exceediuir six
mouths, both or either at tho discretion of
the Court.
Section 23 declares it a misdemeanor for
any County Euginoer, Siiervisor or any
isTHon employed to work on roads or
bridges to violate any of tho provisions of
tho act. Tho penally is fMI fine or six
months imprisonment or both.
Section 24 provides thai Supervisors
elected under the act shall perform all the
duties and be subtoct to all the resnonsi-
bililies and penalties as "Supervisors of
noatis, linages and Highways ' under cx
is lug laws, except where the same is in
consistent with tho provisions of this act.
