The polls will remain open until 7 p. m.
Return Judges will convene at the
Court Houso, Tionesta Borough, on the
following Tuesday, July 30, at 2 o'clock
p. m.
Attention Is called to the Act of June,
1881, regulating Primary Elections, that
. Judges and Clerks, before entering upon
the discharge of their duties shall tako
and subscribe an oath or affirmation in
presence of each other, viz :
"I do (affirm or solemnly swear) that I
will as Judge, Inspector or Clerk (as tho
case may be) at the ensuing election 1m-
partially and faithfully perform my duties
in accordance with the laws and constitu
tion of the Commonwealth of Pennsylva
nia, and in accordance with the rules and
regulations adopted by the Republican
party of the County of Forest, for the
government of said primary elections,
meeting or caucus, to the best of my
judgment and ability."
This oath or affirmation to be first ad
ministered to the J udgo by an Inspector,
then the Judge can qualify tho other offi
cers or administer the oath to any elector
offering to voto. The above form is given
lor convenience and is that prescribed by
the Act aforesaid. And all boards will
observe it closely, that the election may
be conducted according to Rules of the
Republican party in this County, and law
governing primaries.

Republican Primary Rules.
RULES GOVERNING THE REPUBLI
CAN PRIMARY ELECTIONS OF
FOREST COUNTY.
1. The candidates for the several offices
shall have their names announced in one
or more of the county papers at least three
weeks previous to the Primary Meetings
stating the office, and subject to the action
of the party at the said primary meetings.
2. Tho votois belonging to tho Republi
can party in each township and borough,
shall meet on a day to bo designated by
the County Committee, at the usual placo
of holding spring elections, at 2 o'clock P.
M., and proceed to elect one person for
Judge, and two persons fur Clerks who
shall form a Board of Elections to receive
votes and determine who uro tho proper
persons to vote, and who shall hold tho
polls opeu until 7 o'clock I. M. Allcr tho
polls are opened, the candidates announced
shall be balloted for ; the name of each
person voting shall bo written on a list at
the time of voting, no person being allow
ed to voto more than onco for the same
office.
3. Aftor tho polU aro closed the board
shall proceed to count tho votes that eac h
candidate has received, and make out the
returns accordingly, to be certified by tho
Judge and attested by the Clerks.
Tho Judgo or one of the Clerks ap
pointed by the Judge of tho respective
election district, shall meet at the Court
House, in Tionesta, on the Tuesday follow
ing tho, Primary Meetings at " o'clock P.
M., having the returns and a list of voters,
and tho person having tho highest number
nf votes for any office, Muill bo declared
the nominee for the Republican party,
ft. The Return Judges shall be compos
tent to reject by majority, the returns
from any district where there Is evidence
of fraud, either in tho returns or other
wise, and shall reject them where there Is
evidence of three or mom persons voting
at tho Primary Meeting who aro not Re
publicans.
0. Any two or more persons having an
equal number of votes for tho same otllco,
tho Judges shall proceed to ballot for a
choice, the person having the highest
number to be the nominee.
7. The Return Judges shall appoint Con
ferees Representative, Senatorial and
Congresaional whose acceptance of said
appointment shall bo a pledge to support
tho person who may receive the largest
number of votes cast for that office.
8. Tho Return Judges may at any tlnio
chango tho mode and manner of selecting
candidates as they may bo instructed by
the people at their primary meetings, due
notieo iK'ing given by the County Com
mittee. 0. Tho Chairmnn of the County Com
mittoo shall !o required to issuo A call In
pursuance of tho action of tho County
Committee.

comrades and others interested in For
est county, you can slate aulhoritively
that Hon. J. B. Agoew of your couDty
called on Commissioner of Pensions
Tanner, and secured the appointment
of a Board of Medical Examiners for
Forast county to day, composed of the
following persoiis: Drs. J, W. Mor
row and J. B. Siggins of Tiouesta.aod
Dr. S. S. Towler of Marien villa. Sen
ator Quay endorsed the applications
and wrote a personal letter to the De
partment joining in the request for a
medical board for your county. Com
missioner Tanner desires that his com
rades in Forest county shall be accord
ed advantages for examination in the
future, at a point nearer home than
heretofore, as the appoinment of a new
board of examiners incurs no addition
al expense to the Government, and
your county is, and has been for a
long time, entitled to it.

The bill levying a general tax on
dogs in this State having been duly
signed by Gov. Beaver, all dogs will
now have to be returned by the As
sessor along with personal property of
tho owners to he taxed. The rate of
tax is 50 cts. and SI, according to the
sex of the dog. The fund arising
from the taxation is to go in the first
instance to paying for all sheep that
have been destroyed by dogs in the
district; and where no casualties of
the kind havo occurred then the tax
is to go to the school fund. We ven
ture to say that the School Directors
of this district will look with added
interest and with more discriminating
inspection on the dog population now
circulating in Franklin. The new
law makes tho cur, whether lull bred
or mongrel, a power iu education.
The bill would have been complete if
it had included cats, which have been
playing havoo with young chickeus in
many parts of town this season. As
the law fails to protect in this respect,
we advise the breeder of fowls to resort
to the shot gun policy. Franklin

The slugging match between Sulli
van and Kilrain, at Richburg, Miss ,
on the 8th inst., ended as everybody
thought it would, in favor of the big
Boston bruiser, John L, after 75
rounds had been fought. Governor
Lowry of Mississippi, is bunting the
bruisers down, and offers 81000 reward
for their delivery in that State, but
the people are about convinced that
his excellency is just a trifle slow in
the motion, and that one half the
bluster he is making now, would have
resulted in stopping the fight if exert
ed at the right time.
The decision of the Supreme Court
that tho veterans who fought at Get
tysburg shall have the right to place
their monuments at points on that
fit-Id where they made a galluat stand,
on where they fought, and not where
the Gettysburg Batllefield Monument
Association think they ought to go to
make the field beautiful, is one that
will give universal satisfaction. The
monuments ought to bo true led to
mark historic fact, not to ornament a
patch of land.
The Democratic papers are still
kicking because President Harrison
has helped smne of his relatives into
oflice. And what Would lie he if he
didu't? He would be what an honest,
plain-spoken American citizen would
cull a chump. To say that a man,
otherwise competent, should be dis
qualified to fill au office because he
happens to bo related to the President
is partisan logic of a very poor kiud.

party in Pennsylvania is ouly found
iu the columus of Democratic newspa
pers. The Republican majority is
still astcudiug and the fate of the
Democracy is becoming more hopeless.
Chairman Andrews, of the Re
publican State Committee, alter com-
rmhnicating with all the members of
the organization as to the time suita
ble for the meeting of the State Con
vention, has Gxod upon Wednesday,
August 7, as the dale, and Ilarrisburg
as the place of the meeting of that
body to nominate a State Treasurer.
Free Transportation to Gettysburg.

the battle of Gettysburg ns follows :

ments are to be dedicated at such time
during the present year a.-) may be
designated by the Governor of this
Commonwealth, at which dedication
the presence of nil Pennsylvania sold
iers who participated in the battlo of
Gettysuurg is greatly desired; ami
whereas. The peoplo of this Common
wealth have always venerated heroes
of the Republic but also to honor tho
surviving veteran and make their re
maining days comfortable and happy;
therefore,
Sec. 1. Be it enacted by the Senate
and House of Representative of the
Commonwealth ol Pennsylvania in
General Assembly met, and it Is
hereby enacted by the authority of
the same, That at the time of the
dedication ot the monuments of the
Pennsylvania organizations on the
battlefield of Gettysburg there shall
be provided and furnished, at the
expense of the Commonwealth, to all
the surviving honorably discharged
soldiers now resident in Pennsylvania,
whose names were borne upon the
rolls of such organization previously
to and at the date of the Battle of
Gettysburg on July first, second, or
third, one thousand eight hundred
and sixty-three, such transportation
to cover distance Irom the stations
at which such soldiers live, or from
the railroad stations nearest to their
place of residence, by the shortest or
most convenient route to Gettysburg
and return, and shall be so arranged
as to passage that tha said veterans
shall have the privilege of remain
ing at Gettysburg not less than one
week, and shall have tho privilege of
stoppingffat any station enroute.
Sec. 2. That the Adjutant-General
be and Is hereby authorized and em
powered to provide transportation
over the lines of the several railroads
of this Stale over whose route any of
the soldiers referred to in the first
section of this act shall roquire pass
age .to and from Gettysburg, and
for such transportation he Is author
ized to pay such sums of money as
may be agreed upon And
the Adjutant-Oeneral Brig Gen. D.
II. Hastings is further authorized to
provide such blanks and establish
such rules for the reception of applica
tions and the issuance of orders for
transportation as may be deemed
proper, and he shall take the neces
sary means to give publicity to the
provisions of this act in order that all
the soldiers entitled to transportation
under the same may avail themselves
of its benefits.
Sec. 3. That any person who shall
personate any soldier entitled to tho
provisions of this act in order to se
cure transportation under tills act, or
shall use or attempt to use the trans
portation provided for any such sold
ier, shall be guilty of a misdemeanor,
and upon conviction thereof shall be
fined not more than one hu nd red, dol
lars, or be imprisoned not exceeding
one month, or he both fined and im
prisoned at the discretion of the court
before which conviction is had.
Sec. 4. That that the sura of fifty
thousand dollars, or so much thereof
as may be necessary, is hereby appro
priated out of any money that may be
in the treasury not otherwise appro
priated, to defray tho expenses of
transportation provided for In this
act the money to be paid on
requisition of the Adjutant-General,
and Warrant of Auditer-Gen-eral
drawn in the usual manner, pro
viding that duly verified vouchers
showing the detailed disbursements
under this act shall be made and filed
in the Auditor General's office.
