The Doraocratio organs predict that President Harrison's Administration will be a failure, but they are pessi mists. Nevertheless, even if the new Administration should be a failure it KiU be io spite of the warning of Mr. Cleveland's frightful example. The main portion of the Central Park hotel, Hartford, Conn., fell down Monday morning, and nearly a hun dred persons buried, upward of fifty of whom are presumed to have lost their lives. The collapse is supposed to have been caused by explosion of the boilers in the basement. The Minnesota Legislature has be fore it a bill which deals with trusts in heroic style. After declaring such combinations illegal, and providing punishment therefor, it gives the pur chaser of any arliclo whose price is affected by trusts the right to plead the act as a defense for not paying for the article. The latest cabinet talk is to this effect: Secretary of State, Elaine; Secretary of the Treasury, William Wiodora, of Minnesota ; Postmaster General, John Wanamaker, of Phila delphia; Secretary of the Interior, J. W. Noble, of Missouri; Attorney General, W. II. II. Miller, of Indiana ; Secretary of the Navy, John R. Thomas, of Illinois; Secretary of War, Jeremiah Rusk, of Wisconsin ; Sec retary of Agriculture, Warner Miller, of New York. This list is given out as official, or as nearly so as can be ascertained at this time, and the know ing ones say it's straight business. It is now substantially assured that the creation of four new States North and South Dakota, Washing ton and Montana will be authorized by the present Congress. The Dako tas and Washington should have been admitted before. The exigencies of partisan politics alone excluded them until it became apparent that further exclusion would be impossible. Rep resentative Cox deserves great credit for having refused further to take a partisan view of the case and for in sisting that the application of the Territories for admission should be considered entirely on their merits. Congress is as fully justified in exclud ing Utah and New Mexico from ad mission as States as it is in admitting the others. Utah is still dominated by polygamy and New Mexico is more Spanish than American. Until polyg amy is torn up by the roots iu the one nd Amerisans predominate in the pother, both should bo compelled to re main under Territorial governments. Phila. Timet, A careful effort made by the Bos ton Civil Service Record to estimate 'the changes made iu the civil service by the Cleveland Administration gives ,a suggestive showing. From June 30, 5SS7to June SO, 1888, there were 37,588 changes made in postmaster ships, not including the new appoint ments on account of deaths. Adding the changes made for the four months prior to June 30, 1885, and for the four months between June 30, 1888, and November of the same year, and -the Record -estimates that the percent age of changes made by Cleveland previous to the day when the people voted him out of office was about 80 of the whole civil service. It is prob able that the other 20 per cent is al most wholly, made up of office-holders in the classified service, where appoint ments are protected by competitive examinations, and of postmasters whose salary is too small to tempt the - Fpoilsmen. These figures show that a larger number of changes have been made by Cleveland than by any other president since 1867, when the record of changes began. Their prayerful consideration with all that they imply is commended to the Civil Service Reformers of 1884. WASHINGTON LETTER. From our regular Correspondent.) Washington, February 15, 1889. That there is to be an extra session of the Fifty-first Congress is looked upon so much as a foregone conclusion by Republican Congressmen, that they have almost ceased to discuss the prob ability. Probably four fifths of the Republicans in the House look upnu it as certain that Gen. Harrison will cull a session to conveue about the first part of April. Members who have talked with Gen. Harrison on this subject are firmest in this opiuioii. Representative Posey, of Indiana, who has just come from his home to suc ceed Gov. Hovcy, and is supposed to know somethiug of Gen. IJarrisou's feeling on the subject, said the other day that he almost knew that there would be au extra session called. He is uot the ouly ou rvceully from lu tiiaua, howtvtr, who is impressed with the idea thnt a called session is certain. The ouly argument that 1ms been niiwia against it is that to have Con gress in session during the first months of his term would be a source of an noyance to the new President. Rut it is understood that Gen. Harrison him self fuels that the necessity of an im mediate organization of the House is too pressing to be overbalanced by any consideration of mere inconvenience. He is said to feel that the most trapor tant thing for the Republicans now is to holj the two houses of Congress and to clear away all the perplexing matters of legislation that are pressing for consideration early in his term, that they may not drag on throughout his administration to embarrass it, or reraaiu to complicate matters as the next election approaches. It was 1 o'clock Wednesday when the Senators, headed by President pro tem. Ingalls, marched into the House to take part in counting of the elec toral vote. The audience for the cere mony was a long time ahead of him. AH the galleries of the House except the executive and diplomatic were crowded when the Houst) met at 12 o'clock, and the people had been struggling at the doors some time before that. By good management on the part of the doorkeepers people were seated, as loDg as there were seats to be had, without confusion, except that of tongues. During the prayer by th6 chaplain of the House there was comparative quiet, but during the rest of the time until the joint session was assembled and Mr. Iugalls held the gavel, several thousand voices were impelled by several thousand tongues into a perpetual prattle. The big sofas and chairs from the lobby were placed in front of the Speaker's desk and all other available space was oc cupied by chairs. A resolution was adopted admitting ladies to the floor and soon many gay bonnets added color to the picture spread before the galleries. The gallantry of members was taxed when ladies began standing up about the aisles. When a woman fixed her eye on a seat and looked very hard the congressional occupant was much hardened if he did not grow nervous and finally give it up. The corridors in the rear of the galleries were thronged with sight-seers, who were contented if by rising on their tip-toes they could glance over the shoulders of the more fortunate per sons who had secured a foot hold in the door ways. A winsomo bright-eyed brunette, with a smile on her beautiful face, came gliding through the corridor of the Hotel Normaodie last night. Be hind her strode the incarnated vignette of a five-dollar silver certificate. It is remarkable how much Col. Fred. Grant comes to look like his father as he approaches middle age. True, he's taller and heavier than the late Presi dent, and a life with less of camps and soldier's hardships has saved his face from bronze and wrinkles. But there is the same thickset figure, the same square face with the likeness enhanced by the close cropped browu beard, eyes to a shade, nose of that blunt half equiline type, which seems to be peculiarly American. It will be only natural if his life shall present further parallels. It mubt be remembered that while Gen. Grant proved himself a good soldier in the Mexican war, like some stubborn and refractory ore, it required the awful furnace heat and hammering of the rebellion to develop the qualities whieh proved him truly great. The White Houso reception was the objective point of himself and wife last night. Perhaps all has been said about his being mentioned for the Chinese Mission that is proper before Gen. Hairison has even been iuau gurated, but no other name is suggest ed, and the path seems straight. His father's son will do the country credit whenever called.
