Derrick.
Neal Dow, speaking of the visit of
Mr. St. John to Maine, said : "I hap
pen to know how much St. John gets
paid, because I contributed to it my
self more than I wanted to. He gets
$50 a night He refused to speak in
Augusta and Bangor, because tbey
couldn't raise the money to pay him."
Mr. Manley Chairman of the Re
publican State Committee in Maine,
has issued a stirring bulletin of victo
ry, which gives the Republican candi
date for Governor a clear majority of
14,000 over the Democratic candidate ;
pots the plurality for Congressmen at
17,000; states that 148 Republican
members of the legislature are elected
to only 35 Democrats; predicts the
re-election of Senator Hale by "the
largest vote ever thrown in Maine for
a United States Senator," and con
cludes that "our victory, taking it , all
in all, is the largest Republican
triumph ever achieved in Maine."
Every Democratic federal employee
in this city and throughout the State,
eo far as known, has received a circu
lar Aom the Democratic Committee
indicating that a contribution to the
Democratic campaign fund will be
necessary, and the amount expected is
stated. This is one of the horrible
practices of Republican committees in
former years againt which virtuous
and Indignant Democrats have always
made the most boisterous complaints
It was inexpressibly shocking to the
fine Democratic sense of propriety,
and whole barrels of tears were shed
by Democratio orators in sympathy
for poor Republican clerks whose sal
aries were thus raided fur campaign
purposes. It seems, however, that it
was wrong only when done by Repub
lican committees and that the law
made under a Republican administra
tion to put a stop to it was only io
tended to be observed by Republicans
Phila. Press.
Saturday last was the last day on
which taxes could be paid entitling
citizen to a vote at the coming election.
We hope that all good Republicans
were careful that this importaut duty
was not neglected. Nothing now re
mains lor the voters of the party to
do but pull off their coats and go to
work from thie on until the polls close
on the 2d of November. The party
never was healthier or in better fight
iog trim and we must make a good
fight as we always do when each man
takes a hold. We want to hear that
all young Republicans, who will cast
their first vote this fall, are in the bar
nets and doing good work for the solid
old party to which they have tied their
political faith. The ticket is one
which any one can well be proud, and
with it we need not know such a thing
as defeat. Let us each and every one
btand firmly by it and elect it by an
old-fashioned majority.

The warmth of the reception ac
corded to Generals Benver and Os
borne in Ibo counties of this section
of the State is a cheering sign of the
times. Wherever they go they are
met by great crowds, who receive what
they have to say with every manifes
tation of cordial endorsement. Both
General Beaver and General Osborne
are men of the people, in close sym
pathy with the masses, the source of
authority and the fountain from which
the true statesman draws his inspira
tion. This explains the cordiality of
beir greeting everywhere. The capi-
alist, the business man and the son of
toil all see in the success of the Re
publican party their only hope of the
proper protection of the material in
terests of the couctry. Tho interests
of the various classes are iJentical.
The beneGt of one means the good of
all. The injury of one involves harm
to the others. Hence tho diversified
and representative character of the
audiences which greet Generals Beaver
and Oaborne. This is a hopeful sign,
and the magnitude and enthusiasm of
these gatherings foreshadow the grand
eur of the victory to be won by tho
party ou the 2d of November.

The act of Assembly entitled "an ac; re
lating to the elections oi this Common
wealth," passed July 2, 1819, provides as

"In case the rorson who shall havo re.
ceived the second highest number of votes
for inspector shall not attend on tho dav of
any election, then the person who shall
havo received the socond highest number
of votes for Judge at tho next preceding
election shall act as inspector in his place.
And in case the person who shall have re
ceived the highest nuniler of votes for in
spector shall not attend, the nerson elected
Judge shall appoint an inspector in his
place, pud in case the person elected Judge
shall not attend, then the inspector who
miTivuu wiu lugncsi milliner oi voles
shall appoint a J udge in his place ; mid if
any vacancy shall continue in tho board
ur tho space of ono hour after tho time
fixed bylaw forthe opening of tho election,
the qualified voters of tho township, ward
or district for which such officer shall
have been elected, present at the plai-o of
election shall elect one of their number to

of Forest county, that by un act entitled
"An Act further supplemental to tho act
relative to the election of this Common
wealth, approved Jan. 30, 1874 :"

voter. Any elector may write his iiamo
upon his ticket, or cause the saino to bo
written thereon, and attestod by a citizen
of the district. Iu addition to the oath now
prescribed by law to bo taken and sub
scribed by cloction ollicers tliev shall ev
erally be sworn or artirmod not to disclose
how any elector shall have voted, unless
required to do so as witnesses iu a judicial

sworn when ho was not, it shall lie doom-
ci a misdemeanor, and upon conviction,
tho otlicer or ollicers so ollcnding shall bo
fined not exceeding ono thousand dollurs.

ing received, it shall be tho duty of tho

cer or ollicers shall receive u fcpcond vote
on the same day, by virtuo of same cer
tificate, except whe'ro sons are entitled to
vote bocausc of the naturalization of their
fathers, thev and the person who (shall
oiler such second vote, shall be guilty of a
misdomeanor, and on conviction thereof,
shall bo lined or imprisoned, or both, at
tho discretion of the court; but tho lino
shall not exceed live hundred dollars iu
each case, nor tho imprisonment ono your.

cause to be made tho endorsement re
quired aforesaid on said naturalization
certificate.
Sec. 12. If any election officer shall ro
fuse or neglect to require such proof of
tho right of suffra'.'o as is prescribed by
this law, or laws to which this is a supple
ment, from ar.y person offering to vote
whoso name is'not on this list of assessed
voters, or whoso right to vote without re
quiring such proof, every person so of
fendinir shall, ir.ion conviction, bo utiiltv
of a misdemeanor, nnd shall bo sontenced
lor every such oflense, to ray a line not
exceeding live hundrod dollars, or to un
dergo an imprisonment of not more than
ono year, or both, at tho discretion of tho
court.

sylvania: ARTICLE VIII.
SfKFllAOE AND KLKt'TION.
Sue. 1. Every male citizen twenty-oi e
years of nge, possessing tho following
qualifications, shall be entitled to voto at
all election :
First. He shall have been a citizen of
the United States at least one month.
Sccond.-H e shall have resided in tho Stato
one year, (or. if having r.revionslv been a
qualified elector or nativo born citizen of
the Stato ho shall have removed theroform
and returned, then six months,) immo H
ately preceding tho election.
Third. He shall havo resided in Iho
election district where ho offers to voto at
least two months immediately preceding
the election.
Fourth. It twenty-two years of ago or
upwards, ho shall 'havo paid within two
years a Mate or county tax winch shall
have been assessed at least two mouths and
paid at least ono month before election.
Sec. 2. The General election shall La
held annually on the Tuesday next follow
ing the first Monday of November, but
the General Assembly may, by law, fix a
dillcront day, two-thirds of all the mem
bers of each IIoukp consenting thereto.

ting the modo of voting at all the elections
ot tins Commonwealth."
Skc. 1. Be it enacted bv the Senato and
House of Representative's of iho Common
wealth of Pennsylvania in General As
sembly met, and it is hereby enacted by
the authority of tho same. That tho qual
ified voters ot the sevsral counties of this
Commonwealth, at all ueneral. townshin.
borough and special elections are hereby
hereafter authorized and required to voto
by tickets printad or written, or partly
printed and partly written, severally clas
sified a-i foilows : Ono ticket hall embrace
tho names of alljudges of courts voted for
and shall bo labeled "Judiciary ;" one
ticket shnll embrace tho names of all tho
State ollicers voted for and lie labeled
"State;" one ticket shall embrace the
names of all the county ofheors voted for,
including oflice of Senutor and member of
Assembly, if voted for, and member of
Congress, if voted tor, and bo labeled
"County ;" one ticket shall embrace the
names of all tli township ollicers voted
for, and bo labeled "Township ;" ono
ticket shall embrace tho names of all the
borough officers voted for and bo labeled
"Borough," and each class shall be depos
ited in separate ballot boxes.
Notice is hereby given, That any person
excepting Justices of tho Peace who shall
hold any oflice or appointment of profit or
trust under the United States, 'or this
Stato. or nny city or corporated district,
whether coin missioned otlicer or other
wise, a subordinate oflicsr or agent who
is or shall bo employed undor tho legisla
turo, executive or judiciary department of
this Slate, op in any city, or ot any incor-
C orated district, and also that every uiem
er of Congress and of the State Legisla
ture, or of the select or common t-ouncil
of any city, or commissioners of anv in
corporated district, is bv hiw incapable of
holding or exercising at the time, the
office or appointment of judge, inspector
or clerk ot any election iu this Common
wealth, and that no inspector, judge or
other otlicer of siieh election shall be eligi
ble to Le then voted for.
Tho Judges of the aforesaid districts
shall representatively take charge of the
certificate of return of tho election of
their respective districts, and produeo
tlicm at tho 1'rothonotary's oilico iu the
Borough of Tionesta, as follows: "All
judges living wil'iin twclvo miles of the
Prothotiotarv's office, or within twenty
four uuics if their rcsideneu bo in a town,
villago or city v pou tho line of a lailroad
loading to tho county seat, shall before two
o'clock p. in., on WEDNESDAY, NO
VEMBER THIRD, 188H, ami all other
judges shall before twelve o'clock, in., on
THURSDAY, NOVEMBER FOURTH
1880, deliver said returns, together with
the return sheets, to the Prothonotury of
tho Court of Common Pleas of Forest
county, which said return shall be tiled,
and tho day and hour of tiling marked
therein, and shall bo preserved by the
Prothonotury for public inspection.

nesta, Pa., this 27th day of tseptember,
