It looks as if the bounding Ilensel had reconsidered his purpose to resign the chairmanship of the Democratic State Committee. We hope he has. His departure from that post would be a serious blow to the Republican party in Pennsylvania. The way in which the Democratic organs are declaring for Wolfe for governor and against Prohibition is as peculiar as anything'in the shape of Midsummer politics could be. Demo cratio plans in this State will not be in any sense complete unless Wolfe is a candidate. If the suggestions of all the Demo cratic organs about the kind of plat form the Democratic State Convention should make are accepted, Chairman Cooper can cIobs up bis headquarters ami go home. The State would go Republican by several hundred thous and majority. Republican troubles in the Twen ty-seventh Congressional District ap pear to have been substantially settled, end the nomination of Captain Mack ey for Congress is generally acquiesced in. Captain Mackey was fully enti tied to the nomination, having indis putably carried a majority of the del egates, and any effort to force him out of the way in anybody's interest was manifestly unfair. With cordial con cu rreo.ee in the result of the Conven tion there is no reason to doubt that the district will be redeemed. It will not be creditable to the strong Repub lican majority in the three counties if a Democratic Free-trader is again permitted to be chosen. Phila. Press, The appointment of George A Jenks, of this State, to the position of solicitor general in the Department of Justice is one that can readily be com mended by men of all political opin ions. It is in such contrast with that of Goode, whose nomination was re jected, that the President could havi done lnmelt real credit by making bis last choice first. Mr. Jenks is man of the highest personal character, with much more than a State reputi tion at the bar, and an ability whic lias not yet oeen luiiy recognized. Ilia appointment is not in the interest of any Democratic faction; one Demo crat will like it as well as another and all will be pleased. Phila. Press. The House rejected all the amend ments to the naval establishment bill adopted hy the committee of tho whole, and adopted, without amendment, Mr. lerbert's substitute, reported by the naval committee. In the bill as pass ed instead of three protected double bottomed cruisers one of the best peed is provided for, not to exceed in cost $1,500,000; instead of four first- class torpedo boats two such boats are provided for, to cost $200,009. Ihe provision of $300,000 for a torpedo cruiser is stricken out. The comple tion of the monitors is provided for. The provision of $1,000,000 towards the armament of the vessels, now nearly complete, is retained in the bill. The appropriation for torpedoes is re duced from $125,000 to $75,000 : that for the ordnance from plant at some navy yard from $250,000 to $150,000. But part of the million for armament may be expended in tools, etc. To wards the construction and completion of the vessels provided for in the bill 82,500,000 is given to start with. Secretary Whitney, in a communi cation to Senator Don Cameron, chair man of the Senate committee on naval affairs, on the subject of the construe tion of war vessels as contemplated by the naval establishment bill, now before that committee, says he hopes it will not be found necessary to pur chase anything abroad, but such pur chases will certainly be limited to some few things for which our builders may not be prepared at present and which it might be wiser to purchase abroad rather than delay the construe tion, such as shafting and a few heavy forgings. In speaking of the armor for the proposed ships, he says the present bill, if enacted into a law, will enable the department to offer to the competition of domestic manufac turers a sufficiently large contract to induce the establishment of a plant in this country for the production of the necessary steel forgings for guns and of the necessary armor. In conclu sion the Secretary says that he shal have no hesitation in applying the present appropriation for the purchase of the armor and guu forgings if the same can be had in this country, but in any other event he will await the future action and future appropriation of Congress. It is stated at the White House that Col. Lamont has gone to his home in Cortland county, New York, for a few duys, but it is believed that during his absence be will make all arrangements for the summer vacation of the Presi dent and Mrs. Cleveland in the Adi rondacks. No information on the subject can be obtained at the White House, but it is understood that the President and Mrs. Cleveland wil reach Albany about the middle of August and will be accompanied on their trip to the Adirondacks by Mrs Folsom and several intimate friends, it is said that they will go to the woods from Plattsburg, and that the trip will cover from four to six weeks The Attorney General has returned to the President the oleomargarine bill.
