western cattle countries, and sacrifice

It is difficult for uny careful think
er, accustomed to consider the influ
ences which rule the minds of intelli
gent men, to understand how the pres
ent great telephone scandal can pass
away without compelling a reconstruc
tion of the cabinet. Mr. Garland, the
Attorney General, ane Mr. Lamar,
the Secretary of the Interior, are very
deeply implicated in this scandal;
and it is incomparably the greatest
scandal by which any members of any
president's cabinet have ever been af

The report that recently appeared
that our Bam Randall hns virtually

Traders can avail themselves of to
convince him when they really want
. him. They will bo more astonished
at the fact that the proposed new tariff
bill is being prepared by Englishman
J. S. Moore, regarded as one of the
most facile talking machines the Free
Traders have in this country. There
is nothing in that to be so much sur
prised at, though, considering that it
is a purely English job they have on
hand, and is very properly intrusted
to an Englishman.
Governor Foraker, of Ohio, has
dismissed from office the Cincinnati
Board of Police Commissioners. The
grounds for dismissal were stated as
official misconduct in keeping on the
force men of notorious characters and
wholly unfit to hold any kind of place
on the force. Upon the hearing of
the charges, the defense was, that the
pardon of the Policeman Mullen had
condoned his offense, and he stood as
if nn such charges bad ever been made
sgaioet him. The counsel of the
Board also plead that the Governor'
jurisdiction did not extend to the le
moval of the Board except on the
judgment of the courts. The Commis
sioners refuse to recognize their re
moval and have issued orders to the
'police inspector to refuse to obey any
orders but what come through the
Board. What is called the "boodle
gang" and the "coal oilers," seem to
be determined to do as much as in
them lies, to hold on to power, and
prevent purification, even to the ex
tent of riot and bloodshed.
If Mr. Cleveland has decided to
stand by his Attorney General, as re
port says, so much the 'worse for Mr.
Cleveland. The latter mistakes great
ly if be thinks there is a disposition
to hound down Mr. Garland. The ex
posure of the telephone scandal was
made in a Democratic paper which
Hided ia electing the presen'. Adminis
tatioa, and the severest things that
have said concerning Mr. Garland
have appeared in Democratic papers
The Republican papers have con
tained no more urgent demand upon
the President to free his Admioistra
tioc from the scandal by asking for
Mr. Garland's resignation than have
appeared in euch Democratic organs
as the New York Sun, the Utica Ob-
terver aud the Rochester Union. Many
other Democratic papers also have
frankly admitted that if a prompt and
complete denial was not made of the
facta already published the scandal
was a grave one and compromising to
the Administration. So if Mr. Cleve
land decides to keep Mr. Garland in
his Cabinet he will be giving only an
other instance of his contemptuous
disregard of advice from his own party

EDUCATIONAL.
There was a Local Institute held at
Whig Hill, Pa., Feb. 6, 1886. Many
valuable thoughts were brought forth
showing that the teachers are fully
awake to their duty. During the
evening there was an educational
meeting held.' Prof. Ilillard spoke
upon the educational advantages of to
day, and closed with an earnest ap-

peal to directors to increase the school
term, and also the teachers' wages.
II. Z. Gillespie spoke upon Physiol
ogy and Hygiene, giving reasons why
it is necessary for children to know
the use and ah use of their bodies,
showing the advantage of a liberal ed
ucation, and hoped the young people
would profit by the blasted lives we
are able to see on every side of us.
All who attended went away feeling
that the time spent at the school house
was profitable and pleasaot. The next
local will be held at Whig Hill on the
second Saturday of June, 188C.

Notice is hereby given, that in pursu
ance of an act of the general assembly of
the State of Pennsylvania, entitled, ''An
act to provide for the incorporation and
regulation of natural gas companies," ap
proved the 29ih day of May, A. 1'. 1885,
application will be made to the governor,
at Harrisburg, Pa., on Thursday, Febru
ary 25, 1880, at ten o clock a. in. of said
day, or as soon thereafter as may be, for
the Incorporation of a compai.y to be
known as "United Natural Gas Compa
ny," whose charactor and object shall be
tho producing, dealing in, 'transporting,
storing, and supplying natural gas in the
counties of Venungo, Butler. Armstrong,
Clarion, Forest, Warren, Elk and Mo
Keun, in the Stato of Pennsylvania, and
in tho counties of Cattaraugus, Allegany
and Erie, in the State of New York. The
places where the business of said company
in its various branches is to be conducted
are Oil City. Butler, Millerstown, Karns
City, Potrolia, Parker City, Foxburg, St.
Petersburg. Edenbnrg, Halltown, Warren,
Kendall, Rixford, Duke Centre, Olean,
Bolivar, Riehuurg, hutl'alo and other
towns, villages and places in counties
aforecuid. The principal olliee or place ot
business of said company will be at Oil
City, Pa. The names ot live of the sub
