Mrs, BiYAKb, wife of the Secretary
' of State, died at her re-Mdence in
Washington at 8;30 Sunday morning
last. Her illneos had lasted sinco the
BuuMea oVath of her dn lighter on the
16ih u!t , the shock from which was
the indirect cause of her death. The
sympathy of the country will go out
to the bereaved husband, and it will
not be surprising to hear of hi with
drawal from public life.
Pekuaps thi financial condition of
the Stale of Ohio may be part of the
motive for the desperate effort to clog
the Legislature with obstacles iu the
way of investigation, if they spend the
whole session in quarreling over the
organization. When the Democrats
came into power two years ago there
was a surplus in the Treasury of $618,
000. When Hoadly went out the
Treasury was empty, they left a large
floating debt, and the estimated re
ceipts for the current year are only
about two million dollars, while the
yearly expenditures are four million.
. No wonder the Democrats make such
a fight for their thieves. It postpones
investigation of the finances.
The President refuses to give the
Senate his reasons for removing Dis
trict attorney Dutin during his term,
or to send the papers and documents
bearing on the case, on the ground
that the public interest will not be
promoted by such ' a course. The
Presideut may have good reason to be
lieve that his own interests will not be
advanced by a free exhibit of the mo
lives aud reasons which prompt his
action, but if the Senate is at all con
cerned with the character of appoint
meuts, and does not exercise a merely
forraaf and perfunctory office -in ad
' rising and consenting to Dominations,
the removal of the officers it has ap
prove is certainly some of its busi
uess. We hope the Senate has back
bone enough to make the President

The New Tax Law Aagain.
The Board of Rev nue Commis
sioners, which Is composed of Secre
tary of State Stenger, Treasurer Liv
ey and Auditor General Jsiles, lias
issued the following in response to
inquiries concerning certain points in
the new tax law :
The board of Revenue Commission
ers, at a meeting held on January 21,
I880, considered the manv questions
submitted to them growing out 01 the
enforcement of the revenue act of
January 30, 1884, and call attention
to thir answers to the following
questions as their interpretation ol
the law :
Are bank deposits not hearing In
terest but subject to check on sight
and money not invested, included in
the item all other moneyed capital?
No.
'Is a dower on real estate taxable?'
No.
"A. e deposits bearing Interest in
national banks, wiving banks and
private banks taxable?" Yes.
"Are musical instruments, pictures,
books, Ac, to be regarded as house
hold furniture?" No.
"Are mortgages owned bv benefic
ial associations taxable?" Yes.
"Are mortgages, judgments, bonds,
notes elc, not bearing Interest taxa
ble?" Yes.
"Are ootids Issued by school dis
tricts taxable In the hands of tho
owners?" Yes.
"is the stock of corporations, pav
ing tax on capital stock to the 8ta'te
through the companies, taxable in
the hands of the owners?" Yes.
"Is stock of the New York Central
Railroad and other foreign corpora
turns owned in this State taxable in
the hands of the owners ?" Yes.
"Can a taxable person deduct debts
from the amount of his moneyed in
vestments and only pay tax on the
net sum thus shown?" No.
"If A borrows monev from B on a
note and lends it t.iC on a note are
both taxable?" Yes.
A Circular to Soldiers.
Hon. Thomas J.Stewart, Secretary
of the Pennsylvania S-Idlers and
Sailors' Home at Erie," has issued a
circular to the Q. A. It. Posts, res
pecting the admission of indigent
soldiers to the State Home, which
will be formerly opened on February
22, 1880. The circular states that the
soldiers elegible to admission must
have been citizens of Pennsylvania or
enlisted in Pennsylvania regiment-!,
whoa re m indigent circumstances and
who cannot gain admission at the Na
tional Homes supported by thegeueral
Government. The accommodations
are limited to 200. and as this num.
t ber tallies with the number of mem-1
bersofthe House of Repr sen tat Ives
of this State, it lias been decided that ;
each Representative district shall be
entitled to admissions equal to the
number of its members iu the House. I
It is quite natural that Belmont,
tlio son of the agent of the Rothschilds,
should want to be nt the head of the
Foreign Relations Committee, but that
he should appoint an unnaturalized
Englishman as the confidential clerk
of the committee, and he," loo, one
who was condemned for frgery by
the Potter committee thnt investigated
the Louisiana election, is too utterly
bad, you know. Gad, the thing must
be stopped or ilie mob will believe
that the new committee is too English,
aud not "early English" at that.
The compromise talk iu the Ohio
State Senate amounts to nothing, but
that the Di'inocrt ts shall agree that
one fraudulent Senator shall retire,
and his contestant be seated, but the
other three shall sit and vote, one of
them being tried at a time, the one
under trial not to vote oj questions
affecting his right, but the other two
voting. Bear in mind that this is Dot
the act alone of the candidates for the
tjciiiicuuarj wuo perpetrated me
frauds, but of the solid Democratic
party in the Legislature, while the
Democratic party papeis the country
over, are calling Lieutenant Governor
Kennedy a usurper for ruling that the
frauds should not vote on their own
cases. In other words, the D roocrats
having f.itir thieves to try, insist that
the thieves shall sit on the jury that
tries their companions in crime.
