Freliog fcuysen, Secretary of Stale under President Arthur, occurred on Wednesday afternoon of last week, 20th inst. He had suffered for some time from liver complaint, and for the past six weeks had been in a critical condition. He was nearly 68 years of cge and had held many distinguished political positions. It is announced that Mr. Sam Ran dall will not throw any obstacles in the way of Speaker Carlisle's re-election and the Philadelphia Eecord girds and writhes over it as if it had been bitten by a snake. If the hearty hate of one's enemies is high distinc tion, Sam must have very nearly reached the summit of his ambition, for the hate the holBtein heifer bears him, and her grotesque ways of ex hibiting it is beyond measure divert ing. Mr. Cleveland has established a very systematic routine at the White House. He has so arranged his time and his affairs that there is no clash ing. He has his hours for working and when they are over he stops work. He rises at a reasonably early hour, and is always ready for breakfast, which is fixed for nine o'clock. He has never missed his morning's meal, nor been even late to it since he has been in the White House, and he ex pects the same punctuality from those who sit at table with him. Almost immediately afterwards be is ready to begin the business of the day, and after attending to important letters or other matters which are brought to bis attention, he begins to receive cal lers. At half-past one o'clock lunch is served, and no one is afterwards ad mitted to his presence except by spec ial appointment. Thus he has time at bis disposal to see special delega tions, or to shut himself in his office for the consideration of important matters, requiring his attention) and to take his customary afternoon drive. Dinner is served promptly at seven o'clock. The evenings are devoted to the relaxation of conversation, or lo the consideration of business, just as it happens. The President himself has been en abled to stand the strain upon him for the past few months remarkably well. He is looking well and seems perfectly so. He is a good strong ater, and is fond of a good table. It is his wont to invite an intimate personal frieud or a cabinet officer to stay to dinner with him, but as yet he has not gien either a state or a pri vate dinner party, and probably will not until next season. Wine is served at the table and the President enjoys it. As Boon as the meal is concluded the table is deserted, and the Presi dent with his guest, if there happens to be one present, goes up Btairs to enjoy an after dinner smoke in pri vate. The President likes a cigar, bnt he is a light smoker, and no one about the house has yet seen him with a cigar in his mouth during the day. His cigars like President Arthur's are all imported, but they last longer. The same steward and the same freuch cook have charge of the culinary de partment of the White House as dur ing President Arthur's administration, and as much care is taken to have the table supplied with the beet the mar ket affords as then. It is compara tively easy to secure an audience with President Cleveland. A great deal of credit for tkis systematizing of affairs at the White House is due to Col. Lamont, his private secretary, who worked himself sick in a couple of months. His ways are the President's ways, and, the two understand each other perfectly. The long and serious illness of ex- Secretary Frelinghuysen, beginning so soon after his term as Secretary of State expired, and followed by his death Wednesday, and the illness of bis wife and lameness of their eldest daughter at the same time, has natur ally exc-ted much sympathy in WbbIi ington, and been discussed as a most tragic conclusion of the brilliant part that family took in tbe social life of Washington during the three years Secretary Frelinghuysen served io the Cabinet of President Arthur. This has evoked tbe comment that in the four years covered by the Garfield Arthur administration, 1881-'85, so many tragic episodes have occurred in connection with those most prominent in it at some time during the period, beginning with Mrs. Garfield's illness, so soon followed by the assassination of ber husband, the President, and hu long, cruel illness and death. Hunt, Garfield's Secretary of the Navy, died in a foreign land three years later, while Minister to Russia, after a protracted and moat painful illness, which began a year before his death. Howe, Presideat Arthur's first Postmaster General, and Folger, his first Secretary of the Treasury, both died in office, the latter after being an invalid most of tho time he wos in tbe cabinet. Secretary Lin coln's mother, widow of President Lincoln, and his wife's mother, the wife of ex-Senator Harlan, both diod while he was Secretary of War. One day last week. Senator Vance visited the Pobtcffice Dupaitmeut to look after "tbe interest of his constit ueots,"ind also several postmaster ships iu? North Carolina. One of his friends in the department asked him how he liked the new administration He hesitated for a minute and then said : "Before I answer your question, I want to call attention to one of Mark Twain's stories iu which be writes about the fellow who, meeting a friend, asked him if he was married, and if so, how much, and how did he like it as far as he had gone.
